The global groundwater situation: overview of opportunities and challenges AgEcon
Shah, Tushaar; Molden, David J.; Sakthivadivel, Ramasamy; Seckler, David.
Groundwater offers us few but precious opportunities for alleviating the misery of the poor; but it poses many—and daunting—challenges of preserving the resource itself. A big part of the answer is massive initiatives to augment groundwater recharge in regions suffering depletion; but, in the ultimate analysis, these cannot work without appropriate demand-side interventions. The water vision of a world that future generations will inherit will have to be the one in which groundwater plays its full developmental, productive and environmental role but in a sustainable manner; and the framework of action to realize this vision will mean eschewing the current free-for-all in groundwater appropriation and use, and promoting a more responsible management of this...

Public values for improved water security for domestic and environmental use AgEcon
Windle, Jill; Rolfe, John; Brouwer, Roy.
A choice modelling valuation exercise was recently undertaken across several countries to assess the tradeoffs that households are prepared to make between water use restrictions, maintaining environmental condition in waterways, and increased water costs. The results from the Queensland survey are reported in this paper. Also discussed are some of the tradeoffs involved in assuring the integrity of an international survey while retaining sufficient local context to make the choice modelling exercise both realistic and meaningful.

Evolution of tubewell ownership and production in the North China Plain AgEcon
Wang, Jinxia; Huang, Jikun; Rozelle, Scott.
The overall aim of the present paper is to better understand the evolution of tubewell ownership in the North China Plain, especially focusing on the factors that determine ownership and its effect on production. Based on a random sample of 30 villages in three counties in the Hai River Basin, our results show that collectively owned tubewells have been gradually privatised. The analyses demonstrate that increasing water and land scarcity and policy intervention (mainly fiscal and financial subsidies for tubewell investment) leads to the observed shifts in tubewell ownership patterns. The results also show that the privatisation of tubewells has affected cropping patterns in the North China Plain. When villages shift towards private tubewells, farmers move...

Mapping drought patterns and impacts: a global perspective AgEcon
Eriyagama, Nishadi; Smakhtin, Vladimir U.; Gamage, Nilantha.
The study examines the global pattern and impacts of droughts through mapping several drought-related characteristics - either at a country level or at regular grid scales. It appears that arid and semi-arid areas also tend to have a higher probability of drought occurrence. It is illustrated that the African continent is lagging behind the rest of the world on many indicators related to drought-preparedness and that agricultural economies, overall, are much more vulnerable to adverse societal impacts of meteorological droughts. The study also examines the ability of various countries to satisfy their water needs during droughts using storage-related indices.

Water scarcity and the role of storage in development AgEcon
Keller, Andrew; Sakthivadivel, Ramasamy; Seckler, David.
Of the four major ways of storing water -in the soil profile, in underground aquifers, in small reservoirs, and in large reservoirs behind dams-the first is possible only for relatively short periods of time. In this paper, the authors concentrate on the three kinds of long-term technologies, and compare the hydrological, operational, economic and environmental aspects of each.

Spatial variation in water supply and demand across river basins of India AgEcon
Amarasinghe, Upali A.; Sharma, Bharat R.; Aloysius, Noel; Scott, Christopher A.; Smakhtin, Vladimir U.; de Fraiture, Charlotte.
India is a large country with regional differences in per-capita water supply and demand. Attempts to describe the water situation in India at a national level are often misleading due to the tremendous diversity in the water situation across the country. This Report analyzes the spatial variation of water supply and demand across river basins in India. The study identifies basins that are water-scarce because of inadequate water availability to meet the effective demand. It also identifies issues that are important for estimating the future water demand and for the formation of policy for future water-resources development and management.

Gas exchanges and production of colored cotton irrigated with saline water at different phenological stages Rev. Ciênc. Agron.
Soares,Lauriane Almeida dos Anjos; Fernandes,Pedro Dantas; Lima,Geovani Soares de; Suassuna,Janivan Fernandes; Pereira,Rennan Fernandes.
ABSTRACT Scarcity of good-quality water is a limiting factor for irrigated agriculture, especially in semi-arid regions, which leads to the use of water with high salt content to irrigate crops. Therefore, this study aimed to evaluate physiological aspects and production of colored cotton genotypes under saline stress, during the different development stages and under conditions of low and high salinity. The experiment was conducted using a randomized block design, with a 3 × 7 factorial scheme and three replicates. Treatments corresponded to three colored cotton genotypes irrigated with low-salinity water (0.8 dS m-1) and high-salinity water (9.0 dS m-1): T1-A1B1C1, T2-A2B1C1, T3-A1B2C1, T4-A1B1C2, T5-A2B1C2, T6-A2B2C1 and T7-A1B2C2 (A1, B1 and C1:...
