Critics argue that high external input technologies are too costly for African farmers, and that pilot programs to promote them are economically unsustainable. This paper assesses Sasakawa-Global 2000 programs in Ethiopia and Mozambique; budgets, yield models and subsector analysis help explain the radically different country results and prognoses for sustainable adoption.

This paper provides guidelines to assist policymakers and analysts in (1) identifying promising public and private actions for promoting agricultural intensification by improving the availability and profitability of agricultural inputs; and (2) evaluating the relative costs and benefits of alternative actions. The guidelines are illustrated by reference to a study of phosphate fertilizer promotion in Mali originally conducted by IFDC researchers.

This report evaluates the 2006/7 Malawi Government Agricultural Input Subsidy Programme (AISP). The main objective of the evaluation is to assess the impact and implementation of the AISP in order to provide lessons for future interventions in growth and social protection. The evaluation combined qualitative and quantitative methods of data collection and analysis. Quantitative data were collected through a national survey in 2007 of 2,491 households who were previously interviewed in the 2004/05 Integrated Household Survey, a survey of retail shops selling inputs in six districts and data on stocks and sales from manufacturers, large-scale importers and dealers of fertilizers and seeds. In 1993, the Sasakawa/Global 2000 Program (SG) and the Ministry of Agriculture (MOA) began a joint program to demonstrate that substantial productivity increases could be achieved when farmers were given appropriate extension messages and agricultural inputs were delivered on time at reasonable prices. The program provided credit, inputs and extension assistance to participants willing to establish half-hectare demonstration plots on their own land. In 1995, the MOA/SG demonstration program reached more than 3,500 farmers. During the same year MOA launched the New Extension Program (NEP) based on SG principles but managed independently. The wide spread increase in rural purchasing power under the Green Revolution in Asia during the 1970s was key to increased rural employment and industrialization. Studies suggested that an extra dollar of agricultural income was typically associated with an additional $0.80 of nonagricultural income from local enterprises stimulated by the spending of farm house holds. Studies in Africa, where the Green Revolution was harder to discern, tended to be much more pessimistic. This report revisits these issues using especially detailed panel data sets on rural consumption and incomes, collected by IFPRI and collaborating national institutions for a variety of purposes during the mid to late 1980s in Burkina Faso, Niger, Senegal, Zambia, and Zimbabwe.
