Quota allocation in mixed fisheries: a bioeconomic modelling approach applied to the Channel flatfish fisheries ArchiMer

A simulation modelling approach is used to assess the respective performances of different regimes of quota allocation (fixed or transferable), quota ownership (owned or not by fishers), and taxation for catching fish above quota. The simulations account for a variety of fleet behaviours (ranging from fixed by tradition to dynamic economics-driven). The modelling framework is applied to the Channel flatfish mixed fisheries. Transferable quota allocation regimes would particularly benefit small netters and beam trawlers, which would achieve a profit of (sic)50-150 million without compromising the conservation of eastern Channel sole, but it could impair the sustainability of other stocks. In 1997, Robert Costanza and his colleagues published a groundbreaking study [1] that estimated the monetary value of the contribution of the world's ecosystems to human wellbeing. The methods used were cited as preliminary and received considerable criticism [2] and [3]. In two more recent peer-reviewed studies [4] and [5], the authors update the original estimates of ecosystem service value and find: (1) that original per area ecosystem service values were underestimated and (2) using these revised per area values, the total global value of ecosystem services has declined. Fisheries management must address multiple, often conflicting objectives in a highly uncertain context. While the bio-economic performance of trawl fisheries faces high levels of biological and economic uncertainty, the impact of trawling on broader biodiversity is also a major concern for their management. A theoretical basis is required for comparing key features and critical elements in wild fisheries and aquaculture supply chains under a changing climate. Here we develop a new quantitative metric that is analogous to indices used to analyse food-webs and identify key species. The Supply Chain Index (SCI) identifies critical elements as those elements with large throughput rates, as well as greater connectivity. The sum of the scores for a supply chain provides a single metric that roughly captures both the resilience and connectedness of a supply chain. Understanding the dynamics of fishing effort plays a key role in predicting the impacts of regulatory measures on fisheries. In recent years, there has been a growing interest in the use of bio-economic models to represent and analyze the short-term dynamics of fishing effort in response to regulation in the fisheries management literature. The ecosystem model Atlantis was used to investigate the key dynamics and processes that structure the Eastern English Channel ecosystem, with a particular focus on two commercial flatfish species, sole (Solea solea) and plaice (Pleuronectes platessa). This complex model was parameterized with data collected from diverse sources (a literature review, survey data, as well as landings and stock assessment information) and tuned so both simulated biomass and catch fit 2002–2011 observations. This article presents an empirical analysis of the process of valuing and compensating damages resulting from oil pollution at sea. Observation of recent accidents shows that arriving at a single global estimate of the social cost of an oil spill proves difficult in most cases. The analysis builds on a historical analysis of the Amoco Cadiz case to show that three types of estima tes can be considered in practice: (i) estima tes by economists involved as experts in the process, (ii) claims by victims, and (iii) compensation eventually granted to the claimants. Balancing bio-economic risks and high profit expectations is often a major concern in fisheries management. We examine this trade-off in the context of the Australian Northern Prawn Fishery (NPF). The fishery derives its revenue from different prawn species with different dynamics and recruitment processes. A multi-species bio-economic and stochastic model is used to examine the trade-offs between mean profitability of the fishery and its variance, under a range of economic scenarios, fishing capacities and distributions of fishing effort across the various sub-fisheries that comprise the NPF. This paper presents an agent-based simulation framework for the analysis of the emergence of resource-sharing conventions. The model is based on Sugden's article entitled "Spontaneous order", which looks at the conditions under which conventions regarding access to a natural resource become established. The aim of the model is to explore the potential of agent-based modelling for the analysis of these questions.
