Última Analysis of Commodity Program Adjustments for U.S. Rice in Stochastic Framework AgEcon Chavez, Eddie C.; Wailes, Eric J.. Potential adjustments in U.S. commodity program for rice are evaluated in this paper using stochastic analysis in a global modeling framework. Corresponding threshold and loss-compensatory increases in target price and loan rates are determined with assumed outright and gradual elimination of direct payments. Results show that if direct payments (DP) are eliminated in 2012, a 23% increase in both the target price (TP) and loan rate (LR) triggers counter-cyclical payments (CCP) 80% of the time; and it will take an increase of 48% in TP and LR to generate CCP enough to compensate for the loss in total DP. Exporting northwest Arkansas excess turkey and broiler litter to partially fertilize nutrient-deficient cropland in eastern Arkansas can be more cost effective than to supply all crop nutrients with chemical fertilizer only, given current high fertilizer prices. Cost savings are greater if litter is baled in ultraviolet resistant plastic and transported via truck, since backhaul opportunities reduce truck rates, or alternatively, if raw litter is shipped via a truck-barge combination. Rice is the crop that allows for greater savings according to a mathematical programming model implemented in General Algebraic Modeling System (GAMS). Availability of new herbicide-resistant biotech rice varieties may affect traditional rice rotation practices to control red rice and enhance yields. This research evaluates the adoption of biotech rice and its effects on the current practice of crop rotation in the Mississippi River Delta region. The optimal utilization of biotech rice rotation is analyzed using a nonlinear mathematical programming model with mixed integers. Optimal rotation was found to be sensitive to the technology fee, relative prices received by farmers, the effectiveness of red rice control, and a sheath blight penalty on yield for continuous rice production. This article explores its impact on prices and volume marketed for both the United States and Thailand, the major export competitor. The results show a significantly adverse but short duration effect on the U.S. rice market and little to no effect on the Thai rice market.
