Promoting development oriented financial system in Sub-Saharan Africa: The Uganda country experience AgEcon
Obowna, Marios; Abuka, Charles Augustine.
Uganda faced a number of challenges at the time of embarking on financial sector reforms. These challenges were complicated by decades of economic mismanagement and political instability that had prevailed in the country. In particular, there were concerns about the inadequacy of a critical mass of skilled and experienced financial sector players. This shortcoming inherently induced undue impediments to Uganda's corporate reporting regime. Further shortcoming were related to the lack of comprehensive financial information and underlying databases. It is now recognized that investment in financial data gathering usually provides the required critical support base for monitoring efforts and for crisis prediction in the financial sector...

CHARACTERISTICS OF NATURE-BASED TOURISM ENTERPRISES IN NORTH DAKOTA AgEcon
Hodur, Nancy M.; Bangsund, Dean A.; Leistritz, F. Larry.
Recreational activities related to North Dakota's wealth of natural resources are well-established in North Dakota. In recent years, North Dakota's abundant resources have attracted visitors from around the country and the world. In addition to providing recreational activities for residents and visitors alike, natural resource-based tourism is a basic sector that may have considerable potential for creating economic opportunities in rural areas. Recognition of the potential importance of resource-based tourism to rural economies is well-advanced in other parts of the United States. However, little attention has historically been paid to tourism in North Dakota. While much anecdotal evidence exists suggesting that natural resource-based tourism is...

Australian economic development and the environment: conflict or synergy? AgEcon
Bennett, Jeffrey W.; Gillespie, Robert; Dumsday, Robert G..
The populist view of economic development and the environment is that advances in one will necessarily result in a decline in the other. Evidence in the Australian context is that the dual goals can be achieved simultaneously. As economic development progresses, the increasing levels of income stimulate greater demand for environmental improvements. The population engages in more environmentally focused consumption and calls for its governments to introduce more policies designed to rehabilitate and protect environmental assets. Concurrently, the increasing levels of wealth allow for increasing expenditure on research and development into production processes that generate greater productivity and less environmental damage. The Australian agricultural...

Special and Differential Treatment in the GATT: A Pyrrhic Victory for Developing Countries AgEcon
Christie, Andrew.
Preferential measures for developing countries implemented within the General Agreement on Tariffs and Trade failed to achieve their purported goal of facilitating economic development; this failure was due to their weak theoretical underpinnings and poor policy design. Not only were the demands developing countries made for discriminatory preferences largely ineffectual, their demands for preferential treatment, together with their forgoing full participation in the multilateral trading system, fundamentally reduced the obligation of developed countries to consider the interests of developing countries in future negotiation rounds. Thus the winning of preferences was rendered a pyrrhic victory for developing countries.

Global Growth, Macroeconomic Change, and U.S. Agricultural Trade AgEcon
Gehlhar, Mark J.; Dohlman, Erik; Brooks, Nora L.; Jerardo, Alberto; Vollrath, Thomas L..
After a decade of uneven export growth and rapidly growing imports, U.S. agriculture has begun to reassert its position in global trade markets. Rising exports and signs of moderating demand for imports mark a departure from previous trends. This report places past trends and emerging developments in perspective by spotlighting the role of two specific factors that help steer U.S. agricultural trade patterns: global growth and shifts in foreign economic activity that affect U.S. exports, and macroeconomic factors underlying the growth of U.S. imports. Consistent with actual changes in the level and destination of U.S. exports, model simulations corroborate the contention that renewed export growth can be sustained by expanding incomes and growing food...

Tennessee Agriculture and Forestry Industry Clusters and Economic Performance, 2001-2006 AgEcon
Stewart, Lance A.; Lambert, Dayton M.; Wilcox, Michael D.; English, Burton C..
Industry cluster identification methods determine linkages between purchasers and suppliers at the county level for 447 economic sectors in Tennessee. Using an econometric model, the cluster analysis is extended to estimate which value chains contributed to economic growth between 2001 and 2006. Businesses making up the agriculture and forestry clusters enjoyed increased output per job in 34% and 32%, respectively, of Tennessee's counties. The spatial pattern of these findings was significant, suggesting that some counties may benefit from regional coordination of projects designed to enhance or retain businesses in these industry clusters.

AVALIAÇÃO DE ESTRATÉGIAS DE DESENVOLVIMENTO ECONÔMICO E SOCIAL POR MEIO DA IMPLANTAÇÃO DE CADEIAS PRODUTIVAS DE FRUTICULTURA NO ESPÍRITO SANTO AgEcon
Dinis Pereira, Breno Augusto; Liberato Braga, Ayala; Steffanello, Marines.
In the recent years we have observed a strong movement to provide alternatives for innovative economic development, to consider problems relating to poverty and income generation. The study of the productive chain of fruits in the northern region of the state of Espirito Santo, Brazil, seeks to understand the ways of interaction among economic social, and political agents as well as external forces that interfere in the production, processing and marketing of juices and pulps of fruits. This work is characterized as an exploratory one and its methods of data collection are the document analysis, semi-structured interviews, and observation. Results demonstrate innovative strategies for implementation of the chain of fruit production aiming to ensure the...

The Effects of Workforce Creativity on Earnings in U.S. Counties AgEcon
Gabe, Todd M.; Colby, Kristen; Bell, Kathleen P..
This paper examines the effects of local workforce creativity on county-level earnings. Descriptive analysis of the data shows that most of the high-creativity counties in the United States are part of metropolitan areas, and that employee earnings are high in these places. Regression results indicate that, other things being equal, workforce creativity enhances county-level labor earnings. However, the returns to creativity that we found can be confirmed only in the urban context. An extension of the analysis suggests that the creative workforce wage premium may be capturing the effects of "technical workforce creativity" on earnings.

Discussion: Human Capital and Rural Economic Development AgEcon
Barefield, Alan.
One of the most critical elements of a nation’s social infrastructure is its system of education. Concerns with accessibility, achievement, and choice are significant elements in determining the quality of life for all communities, but most especially for rural communities where resources, and in many cases, opportunities, are perceived to be less plentiful than for their urban and suburban counterparts.

Community Development and Local Social Capital AgEcon
Jordan, Jeffrey L.; Anil, Bulent; Munasib, Abdul B.A..
While a substantial amount of research has been devoted to showing what social capital does, research explaining social capital itself lags behind. The literature has a long tradition of examining the effect of social capital on local economic growth and development. In this paper we examine whether local economic development can explain the variation in social capital across various geographical clusters in the state of Georgia. We begin by devising a measurement tool, a Human Development Index (HDI), to measure community development. Our social capital measure includes associational memberships, voluntary activities, and philanthropy obtained from the Georgia Social Capital Survey. The findings show that even after accounting for various demographic and...

Study of Economic Impacts Derived from 2005 to 2009 Rural Texas Community Events and Factors that Predict Spending? AgEcon
Hanagriff, Roger D.; Murova, Olga I.; Lyford, Conrad P..
In this paper, we review the tourism impact from state supported events associated with Texas Rural Economic Development program and in the process of funding measure aspects of events that are found to be related to economic value. The economic values are the result of visitor spending and extrapolated to total event attendance creates economic value. Communities receiving funding were responsible for collecting visitor surveys to measure consumer spending as well as the community completing a survey to record descriptors of the event. The overall program results were that state support represented 14 percent of the total event investment and total event value from visitor spending created approximately $7.50 return for every $1 of state funding....

TRADE ANALYSIS OF RETAIL AND SERVICE INDUSTRIES IN NORTH DAKOTA FOR PLANNING LOCAL ECONOMIC DEVELOPMENT AgEcon
Bhuyan, Sanjib.
Trade analysis of retail and service sectors allows economic development practioners to evaluate the performance of these sectors in their respective communities. Estimation of market potential identifies specific business categories (e.g., computer stores) that have potential for further growth. Trade analysis of retail and service sectors in North Dakota shows that except in a few urban counties, such as Cass, Grand Forks, or Burleigh, these sectors were inefficient in retaining and attracting customer dollars. Market potential estimation of over 130 specific business categories showed that a considerable number of business categories have potential for further growth, e.g., computer and software stores, used merchandise stores, and heavy construction...

Regional Integration in Developing Countries: Some Lessons Based on Case Studies AgEcon
Shams, Rasul.
The main focus of this paper is the question if the success of regional integration organisation in developing countries is, in fact, dependent on factors like similarity of their economic structure, market size or lack of commitment. It is shown that there are also other more important institutional and politico-economical reasons to explain the functioning of such organisations in developing countries. Case studies of ECOWAS and SADC will be used to discuss this question. It is also very often argued that southsouth integration is inferior to north-south integration. This will be discussed considering the case of MERCOSUR as an example.

Disaster Risk, Social Vulnerability and Economic Development AgEcon
Ward, Patrick S.; Shively, Gerald E..
We examine the extent to which economic development reduces both a country's disaster risk and its social vulnerability to climate-related disasters. Global climate change is expected to increase the frequency and intensity of extreme weather events, such as droughts, floods, and various types of storms. Moreover, the effects of these extreme weather events are expected to be borne disproportionately in areas of the world already challenged by underdevelopment. We find that the ability of economic development to reduce disaster risk depends on a country's income level; additional income becomes less effective in reducing disaster risk as countries become wealthier. We find that, conditional on a disaster occurring, higher incomes generally reduce a...

Support Scheme of Food Processing Firms: A Driving Force for Rural Development? AgEcon
Trefflich, Annette; Uetrecht, Inge; Efken, Josef; Schafer, Martin; Steinbauer, Christina; Wendt, Heinz.
The agri-food sector was given remarkable amounts of funding by all German federal states in the framework of the Measure g ‘Improving Processing and Marketing of Agricultural Products’ within the rural development programs. Based on literature and data we obtained by evaluating this program we identified some indicators representative for illustration of sustainable development, Apart from project data we used the official statistics and the method of case studies. Via selected indicators we received some signs of sustainable development in enterprises of the agri-food industry that also influence the development of rural area. Some statements are restricted because net effects can not be determined. The need for subsidies is discussed as well as...

Marketing Underutilized Plant Species for the Poor AgEcon
Gruere, Guillaume P.; Smale, Melinda; Giuliani, Alessandra.
Underutilized plant species are defined as agricultural or non-timber forest species that are locally abundant in developing countries but globally rare. Scientific information about them is scant and their use is currently limited relative to their economic potential. Some are potentially high-value crops and they all contribute to agricultural biodiversity and the livelihood of the poor. Despite a growing body of scientific literature on underutilized species, to our knowledge, agricultural economics literature has contributed little to the understanding of how to commercialize these crops of plant products successfully. In this paper we first define what economic factors characterize underutilized plant species. Our classification of species is based...

Decentralization and development: Emerging issues from Uganda's experience AgEcon
Okidi, John A.; Guloba, Madina.
The current decentralization in Uganda originated in the late 1980s as part of a broader effort to restore state credibility and deepen democracy following several years of political and economic turmoil. Using a detailed legal framework Uganda entrenched political, administrative and fiscal decentralization as a strategy for broad-based growth with poverty reduction. in this paper we review Uganda's decentralization with the objective of highlighting several issues including empowerment of local leaders and residents, experience with local elite capture, improvement of service delivery, promotion of real sector response to improved economic environment, and enhancement of progress towards the MDGs. Our review of the achievements and challenges of Uganda's...
