The Political Economy of Environmental Policy AgEcon
Oates, Wallace E.; Portney, Paul R..
This paper provides a review and assessment of the extensive literature on the political determination of environmental regulation. A promising theoretical literature has emerged relatively recently that provides models of the political interaction of government with various interest groups in the setting of environmental standards and the choice of regulatory instruments. A large empirical literature supports such models, finding evidence of the influence of interest groups but also evidence that net social benefits are often an important determinant of environmental policy choices. We then take up the issue of environmental federalism and the large and growing theoretical literature that addresses the competitive "race to the bottom." The paper concludes...

ELEMENTOS MOTIVADORES DA GESTÃO AMBIENTAL EM UMA UNIDADE PRODUTORA LEITEIRA: UM ESTUDO DE CASO NA HOLANDA AgEcon
Claro, Priscila Borin de Oliveira; Mafra, Flavia Luciana Naves; Claro, Danny Pimentel.
The environmental impact caused not only on agriculture but also for all economic production has changed the development model adopted by society. Several proposals are presented regarding the control of environment impact, which goes worse every day. Thus, some organizations have changed their practices related to the environment, by introducing principles of environmental management and sustainability. However, the purposes of an organization do not always correspond to favorable environmental practices. Motivated by these contradictions this case study was carried out in The Netherlands. The objectives of this study are understanding the incorporation of the environmental variable, finding out the factors that motivate such incorporation, as well as...

Environmental Management in the Russian Federation: A Next Generation Enigma AgEcon
Wernstedt, Kris.
Environmental managers in Russia face severe problems, both from Soviet-era and continuing environmental degradation and due to the weakness of current institutions with responsibilities for environmental protection. This paper draws on surveys, a case study of water pollution, and workshops on Russian environmental decision-making to explore prospects for environmental improvements. Using concepts from the regulatory reform literature on next-generation environmental policies, it focuses on the use of market incentives, the construction of a civil society, and community involvement, and emphasizes that Russian nongovernmental organizations may have a particularly important role to play in improving environmental management. Solidifying their legal base,...

Environmental regulatory arrangements and aquaculture production AgEcon
Hughes, Phil; Schuele, Michael; Weier, Annette.
Aquaculture production in Australia is subject to an unnecessarily complex array of legislation and agencies - covering environmental protection, land use planning, marine and coastal management, land tenure, and quarantine and translocation. Unwarranted, or poorly developed and implemented, arrangements can impose unnecessary costs on producers, consumers and the community, affect competitiveness, and adversely affect management of the environment. This paper assess environmental regulatory arrangements for aquaculture, identifies potential constraints on the aquaculture industry, and opportunities for improving the efficiency and effectiveness of environmental regulatory arrangements.

Choosing the best non-parametric richness estimator for benthic macroinvertebrates databases Rev. Soc. Entomol. Argent.
Basualdo,Carola V..
Non-parametric estimators allow to compare the estimates of richness among data sets from heterogeneous sources. However, since the estimator performance depends on the species-abundance distribution of the sample, preference for one or another is a difficult issue. The present study recovers and revalues some criteria already present in the literature in order to choose the most suitable estimator for streams macroinvertebrates, and provides some tools to apply them. Two abundance and four incidence estimators were applied to a regional database at family and genus level. They were evaluated under four criteria: sub-sample size required to estimate the observed richness; constancy of the sub-sample size; lack of erratic behavior and similarity in curve...

Energy balance methodology and modeling of supplementary forage production for cattle in Brazil Scientia Agricola
Romanelli,Thiago Libório; Milan,Marcos.
Cattle is the main protein source in Brazil and cattle production depends on preserving forage in order to decrease the influence of dry periods on grass production. To minimize such problems, some new techniques have been created to increase the yield which also leads to energy demand increase. Energy balance is a vital tool to evaluate the efficiency of energy consumption in production systems. There is no standard methodology established for this determination. It is also difficult to analyze different management options because of the complexity of the production systems and the interactions among variables. Therefore the purpose of this study is to develop a methodology that supports the development of a model, using a spreadsheet, and to use it to...

Material flow determination through agricultural machinery management Scientia Agricola
Romanelli,Thiago Libório; Milan,Marcos.
The approach of material embodiment in agricultural production systems is important because it determines the convergence of inputs (indirectly, the natural resources) to the field. Additionally, material flow is the basis for both environmental (energy analysis, emergy synthesis, life-cycle analysis and carbon inventories) and economical analyses. Since different materials cannot compose a single index, generally these flows are not shown, making comparisons among approaches difficult. Another aspect that makes comparisons difficult is the definition of the boundary of the studied system. If these boundaries differ, results will also be different, hiding actual distinctions among systems. The present study aims to suggest an arrangement of existing models...

Citizen science participation in research in the environmental sciences: key factors related to projects’ success and longevity Anais da ABC (AABC)
CUNHA,DAVI G.F.; MARQUES,JONATAS F.; RESENDE,JULIANA C. DE; FALCO,PATRÍCIA B. DE; SOUZA,CHRISLAINE M. DE; LOISELLE,STEVEN A..
ABSTRACT The potential impacts of citizen science initiatives are increasing across the globe, albeit in an imbalanced manner. In general, there is a strong element of trial and error in most projects, and the comparison of best practices and project structure between different initiatives remains difficult. In Brazil, the participation of volunteers in environmental research is limited. Identifying the factors related to citizen science projects’ success and longevity within a global perspective can contribute for consolidating such practices in the country. In this study, we explore past and present projects, including a case study in Brazil, to identify the spatial and temporal trends of citizen science programs as well as their best practices and...

The influence of fire on the assemblage structure of foraging birds in grasslands of the Serra da Canastra National Park, Brazil Anais da ABC (AABC)
Reis,Matheus G.; Fieker,Carolline Z.; Dias,Manoel M..
Grasslands are the most threatened physiognomies of the Cerrado biome (Brazilian savanna), a biodiversity hotspot with conservation as a priority. The Serra da Canastra National Park protects the most important remnants of the Cerrado's southern grasslands, which are under strong anthropogenic pressure. The present study describes the structure of bird assemblages that directly use food resources in burned areas, comparing areas affected by natural fire to the areas where controlled fires were set (a management strategy to combat arson). The tested null hypothesis was that different bird assemblages are structured in a similar manner, regardless of the post-fire period or assessed area. Between December/2012 and January/2015, 92 species were recorded...

Environmental fragility and vegetation cover dynamics in the Lapa Grande State Park, MG, Brazil Anais da ABC (AABC)
CAMPOS,JASMINE A.; AIRES,UILSON R.V.; SILVA,DEMETRIUS D. DA; CALIJURI,MARIA LÚCIA.
Abstract: The environmental fragility analysis evaluates the susceptibility of an environment to degradation. Thus, the goals of this work are to analyze and map the environmental fragility of the Lapa Grande State Park (PELG), Brazil, and its buffer zone (ZA) and also quantify the changes in the vegetation cover before and after the implementation of the PELG. The environmental fragility was evaluated through multicriteria analysis using the factors: slope, geology, pedology and land use and land cover. The changes in the high vigor vegetation cover were determined from the normalized difference vegetation index (NDVI) for 1996, 2006 and 2016. It was verified that the central-east and northeast regions of the PELG presented the greatest environmental...

A predictive index based on environmental filters for the bioassessment of river basins without reference areas in Atlantic Forest biome, Brazil Biota Neotropica
Souza,Natália Freitas de; Baptista,Darcílio Fernandes; Buss,Daniel Forsin.
Abstract: Biological assessments that use the reference condition approach are based on the concept of comparing a site's observed biology to sites where disturbance is minimal or absent. However, in many regions of the world, such areas are scarce or nonexistent. In this study, an alternative approach proposed by Chessman and Royal for bioassessment without reference areas based on environmental filters was tested in Brazil. This approach assumes that key environmental features act in the selection of potential colonists, from a regional pool of taxa, based on the ecological traits (tolerances) possessed by each taxon. We developed the approach by: 1) determining the regional pool, based on a large Atlantic Forest biome database; 2) selecting...

Adoption of cleaner production practices by dairy farmers in southern Chile Ciencia e Investigación Agraria
Nahuelhual,Laura; Engler,María A; Carrillo,Bernardo; Moreira,Víctor; Castro,Ingrid.
Rising concerns about the environmental costs of dairy production have resulted in an increasing use of farm practices that diminish negative production externalities. Yet, little empirical evidence exists regarding the factors influencing the adoption of pollution-reducing strategies by dairy farmers. In this study, we estímate a logit probability model to explain first-stage adoption of capital-intensive cleaner production (CP) practices, using a sample of 100 médium and large-size dairy farms located in southern Chile. Voluntary approaches to pollution control in agriculture are relatively recent in Chile and diffusion has been slow and uneven among farmers. Only 43% of the farmers surveyed were using some CP practices at the time of the interview. The...

Potential impacts of using sewage sludge biochar on the growth of plant forest seedlings Ciência Rural
Silva,Maria Isidoria; Mackowiak,Cheryl; Minogue,Patrick; Reis,Alessandra Ferreira; Moline,Ederlon Flavio da Veiga.
ABSTRACT: Sewage sludge has long been successfully used in the production of nursery plants; however, some restriction may apply due to its high pathogenic characteristics. The process of charring the organic waste significantly reduces that undesired component and may be as effective as the non-charred residue. The aim of this study was to evaluate the effect of sewage sludge biochar on the growth and morphological traits of eucalyptus ( Eucalyptus grandis L.) seedlings, and compare results with those observed when using uncharred sewage sludge. Treatments were arranged in a completely randomized design, in a 2 x 2 factorial scheme, with four replications. Charred and non-charred sewage sludge were tested with and without NPK addition. A control treatment...

Hydrological simulation as subside for management of surface water resources at the Mortes River Basin Ciência e Agrotecnologia
Eduardo,Eliete Nazaré; Mello,Carlos Rogério de; Viola,Marcelo Ribeiro; Owens,Phillip Ray; Curi,Nilton.
ABSTRACT Hydrological models are tools which describe processes and allow predicting the results of making management decisions, and are an important water resource management tool, especially for small-sized watersheds. This work had as an objective to test different calibration strategies and apply the SWAT model for hydrological simulation of the Mortes River Basin, MG. We evaluated 6 fluviometric stations, with drainage area between 272 and 6070 km² for purposes of water resource management. The evaluation of the model performance was conducted by using Nash-Sutcliffe coefficients (CNS) and percent bias (PBIAS). The results obtained from the statistic indices applied in the analysis of the model performance qualified the SWAT hydrological model as...
