Towards the implementation of an integrated ecosystem fleet-based management of European fisheries ArchiMer

Using the Celtic Sea and the North Sea as case studies, the fleet-based approach is shown to be the pathway to implement an effective ecosystem approach to fisheries management (EAFM) in European seas. First, a diagnostic on the health of each ecosystem is proposed based on the reconstruction of long time-series of catch, the analysis of mean indicators or stocks trajectories derived from ICES stock assessment results, and the analysis of ecosystem indicators. Then, a fleet-based synthesis is presented using indicators of both the ecological impact and the economic performances of the major fleets operating within each ecosystem. Traditional advice for fisheries management, especially in the ICES world, focuses on short-term stock projections relative to reference points. Primarily, two numbers, spawning-stock biomass and fishing mortality rate, are considered in the advice, although a range of biological processes are included in the stock assessment models. Ability of spatial indicators to detect geographic changes (shift, shrink and split) across biomass levels and sample sizes ArchiMer

In the present study, we tested the ability of 11 spatial indicators to quantify changes in species’ geographic patterns: (1) spatial displacement of a patch of biomass (‘shift’), (2) a spatial decrease in a patch, accompanied either by a loss of biomass (‘shrink0’) or (3) a relocation of the same biomass (‘shrink1’), and (4) splitting of a patch into smaller patches (‘split’). We propose an approach where first the indicator time series is smoothed using a generalised additive model with optimal selection of the degree of smoothness. To assess the likely economic outcomes to fishing fleets of the Landing Obligation (LO), bioeconomic models covering seven European fisheries, ranging from the North East Atlantic to the Mediterranean, have been applied to estimate the economic performance of fleets before and after implementing the LO. It is shown that for most of the analysed fisheries, their economic outcome will be negatively affected in the long term by the LO, when compared to the expected outcome with no LO. Biological reference points are important tools for fisheries management. Reference points are not static, butmay change when a population's environment or the population itself changes. Fisheries-induced evolution is one mechanism that can alter population characteristics, leading to "shifting" reference points by modifying the underlying biological processes or by changing the perception of a fishery system. The former causes changes in "true" reference points, whereas the latter is caused by changes in the yardsticks used to quantify a system's status. This work investigated adult-mediated connectivity and spatial population structure of sardine in the European Atlantic waters. The spatial and temporal progress of cohorts was modelled using abundance-at-age survey data by area in the period 2000 to 2016, covering the region from the northern Bay of Biscay to the eastern Gulf of Cadiz.
