Science, Politics, and U.S. Forest Law: The Battle over the Forest Service Planning Rule AgEcon
Hoberg, George.
This paper reviews the battles over the Forest Service planning rule that culminated in the November 2000 revising of the regulations implementing the National Forest Management Act. In a departure from the agency's emphasis on multiple use, the rule established ecological sustainability as the key objective guiding planning for the national forests. The supporting material explicitly states that "it is based on the recommendation of an eminent committee of scientists." This paper examines the Committee of Scientists and the NFMA rule as a case study in the relation between science and politics in the development and implementation of statutory standards for management of the National Forest System. The conclusion considerations the broader question of...

Coastal planning in North Shore City, New Zealand: Developing responsible coastal erosion policy AgEcon
Wilson, Amanda.
North Shore City’s coastline has been subject to intensive development pressure over the last 15 years. In this time, new developments have established along previously undeveloped areas of coastline and existing sites have redeveloped with much larger houses. This paper provides a description of the planning controls that currently affect coastal development and an assessment of the effectiveness of these controls. This is followed by an analysis of the role of local government in controlling future development. Contention arises when attempts are made to control the property rights of landowners to protect their properties from coastal erosion. The impacts of private coastal protection works on the coastline have wider impacts than their immediate...

A EVOLUÇÃO DA AGROINDÚSTRIA CANAVIEIRA E OS MERCADOS DE AÇÚCAR E DE ÁLCOOL CARBURANTE NO BRASIL: A NECESSIDADE DE PLANEJAMENTO E CONTROLE AgEcon
Ramos, Pedro.

SUMMARY: This article analyses the...

Participatory Impact Pathways Analysis: A practical method for project planning and evaluation AgEcon
Douthwaite, Boru; Alvarez, Sophie; Thiele, Graham; Mackay, Ronald.
Participatory Impact Pathways Analysis (PIPA) is a practical planning, and monitoring and evaluation approach developed for use with complex projects in the water and food sectors . PIPA begins with a participatory workshop where stakeholders make explicit their assumptions about how their project will achieve an impact. Participants construct problem trees, carry out a visioning exercise and draw network maps to help them clarify their 'impact pathways'. These are then articulated in two logic models. The outcomes logic model describes the project's medium term objectives in the form of hypotheses: which actors need to change, what are those changes and which strategies are needed to realise these changes. The impact logic model describes how, by helping...

Rational Inefficiencies AgEcon
Bogetoft, Peter; Hougaard, Jens Leth.
In this paper, we suggest that inefficiency may be an indirect, on-the-job compensation to agents in an organization. We show how to use actual production data to reveal the trade-offs between different inefficiencies (slacks). Moreover, we discuss how to use this to improve productivity analysis as well as decision making and incentive provisions in organizations.

Land settlement planning issues in irrigation management: A review of experiences in Sri Lanka AgEcon
Stanbury, Pamela.
This document is meant to present a framework for analyzing the institutions related to water management in a river basin context. The design of the five-country regional study undertaken by IWMI on “Development of Effective Water Management Institutions” provided a new methodology and a framework for river basin studies. It consists of four key components of diagnostic investigations related to water resources management in a river basin, which are interrelated. These key components are the physical system, water accounting, socioeconomic situation and performance. This study design is given in the Study’s Inception Report of 15 June 1999, and the Methodological Guidelines of 1 October 1999. This document takes one step further, and provides a conceptual...

GROWTH, POLICYMAKING, TRADE AND ECONOMIC DEVELOPMENT IN MALAYSIA AgEcon
Salih, Thamir M..
For the period between 1957 and 1997, Malaysia’s development is analysed to determine the roles of inputs, planning, trade and government intervention in economic activity. Foreign investment is also analysed. During this period, by international standards, growth that Malaysia experienced was impressive. This growth was achieved through a policy framework that used government planning and investment in conjunction with incentives for the private sector. A unique feature of Malaysia’s planning was its call for social justice to advance the economic interest of its less economically privileged population. By adopting amalgam of development strategies and policies, policymakers were successful in improving the socio-economic status of the majority of the...

THE ROLE OF RESORT PLANNING IN SUSTAINING TOURIST DESTINATION IMAGE AgEcon
Ozdemir, Gocke.
The environmental quality is recognized to be an important factor while making decisions upon the destination to visit. The image of the resort will likely to be more realistic but also complex after the tourists’ visit. The complex image of the resort, where the tourist has about after visiting it, is crucial for creating loyalty and also word of mouth advertising. Therefore, if the tourists visiting the resort are to complain then the intermediaries will likely to reduce the tourism activities through that resort or the tourism activities will turn into a more hotel facility based activity. Resort planning is a continous process and defines the systemized and controlled development of the resort. Resort planning can be implemented in an actual resort or...

Stages for the More Sustainable Farm AgEcon
Marta-Costa, Ana Alexandra; Poeta, A..
Currently, agricultural farm units are faced with a double and most times contradictory challenge, in order to be successful: on the one hand the invested capital has to be profitable and the economic performance has to be maximised. On the other hand, given the socio-environmental situation, it is necessary to preserve and to protect the environment and natural resources. Given the potential conflict of the two aims, since the satisfaction of one implies the underperformance of the other (and vice versa), the question then is: which is the solution to choose? We intend, in this work, to formulate a farm plan with the purpose of reconciling the criteria of environmental sustainability with that of economic competitiveness. For this achievement we proceed...

Water governance in the Mekong region: the need for more informed policy-making AgEcon
International Water Management Institute (IWMI).
Recurring water crises, global water initiatives, and demands for water reforms by development banks, have all pushed water up the agenda of most Mekong-region countries. Many changes have already been made. Now decision makers need to know what has worked, what hasn’t, and why. To find out, IWMI has reviewed new water policies, plans and laws, and assessed participation, the new water ‘apex bodies’, and integrated water resources management (IWRM). The findings show that top-down state policies based on ‘blueprints’ are widely applied in a one-size-fits-all approach, without taking local realities into account. Water planning is still largely expert-driven, and focused on procedures and targets. There is little room for decision-making that is based on...
