Rural employment is one of the most important item of the Common Agricultural Policy reform. Attractiveness and development of rural areas are strictly linked to quality of job opportunities in rural areas. A market orientation has been shown to lead to improved firm performance in a variety of industries (Narver and Slater, 1990; Deshpande et al., 1993). In previous research, it has been argued that performance benefits are a result of a greater awareness of the sources of value the product provides to the consumer, without specifically describing how value was created. Treacy and Wiersema (1993) developed the concept of value disciplines, which are three distinctive means of value provision, namely operational excellence, customer intimacy and product leadership. Concerns about beginning farmers in Canada derive from trends in data that show that the population of farmers and the number of young farmers are declining. This paper discusses and analyses issues regarding the constraints and opportunities beginning farmers in Canada face. The discussion covers whether issues peculiar to beginning farmers are, from an economic policy point of view, a source of concern and whether there are motives for government intervention. The main conclusions are 1) the decline in the number of farms in Canada responds to economic forces, 2) the price of fixed assets constitutes the main barrier to entry and 3) government support to entry in agriculture would have a negligible effect on the number of farms and the entry of new farms. |

We evaluate the impact of USDA’s low-cost broadband loan programs on the U.S. agricultural sector. The broadband loan programs increase access to high-speed internet in recipient communities, which can raise farm sales by increasing both farm output and prices received by producers. Further, high-speed internet may drive down costs by providing information on cheaper inputs and better management practices, leading to an overall improvement in farm profits. En este trabajo se realiza un análisis comparado de dos métodos no paramétricos de medida de productividad total de los factores con datos de panel basados en programación: índices de Malmquist y un modelo DEA intertemporal que permite acotar las medidas de eficiencia y progreso técnico, suponiendo cambio técnico no regresivo. La aplicación se realiza sobre las agriculturas de los países de la Unión Europea, encontrándose algunas diferencias importantes entre ambos enfoques.
