This article solves and characterizes optimal decision rules to invest in irreversible land improvements conditional on land tenure insecurity. Economic model is a normative dynamic programming model with known parameter for the one period returns and transition equations. The decision rules are solved numerically conditional on alternative scenarios on the likelihood that the lease contract and, thus, farmer access to land is either renewed or expires. The model parameters represent Finnish soil quality and production conditions. The results suggest that irreversible land improvements decrease quickly and the yields decline gradually when the farmer is confronted with land tenure insecurity caused by uncertain renewal of the lease contract. |

In the past decade several certification schemes have been developed in order to promote sustainable resource use, especially in foreign countries where it is impossible to rely on direct enforcement of process standards. Based on the concept of 'Self-Enforcing Contracts' a model is developed simulating the simultaneous market equilibrium for certified natural resource units and physically identical units produced without observing certain environmental standards. The model along with some empirical evidence from tropical forestry yields that very likely certification will fall short in ensuring sustainable resource use. Basic natural resource management has to be primarily steered by governments and administrations, not by market forces. |

Fishers in quota-regulated fisheries find it to their advantage to discard less valuable fish at sea to increase the value of their catch. A theoretical model describing the high-grading behavior of fishers is presented, and an empirical model is derived as well as a testing strategy to test for high-grading and to estimate the discarded amount of each grade. The model is applied to data for the Icelandic quota regulated cod fishery during the period September 1998 to June 2001. The results indicate that highgrading occurs in the Icelandic cod fishery for both long-line and net vessels. Rapidly declining gasoline prices from their record high during the summer of 2008, while ethanol prices remained relatively high, made it difficult for many bio-fuel policy modelers to fully explain the impacts of U.S. bio-fuel policies on fuel prices. Using profit-maximization models for blenders, refiners, and distillers, we conduct a comparative static analysis to measure the relative magnitudes of the impacts of tax credits and blending mandates on fuel-energy market equilibrium prices. Forestry has been considered to have potential in reducing the atmospheric concentration of carbon dioxide by sequestrating carbon in above-ground timber and below-ground roots and soil. This potential has been noted in the Kyoto Protocol, which identified specific forestry activities for which carbon sequestration credits could be obtained. To date, a few forestry efforts have been undertaken for carbon purposes, but most of these efforts have been on a small scale. We develop and apply a new method for estimating the economic benefits of an environmental amenity. The method fits within the household production framework (Becker 1965), and is based upon the notion of estimating the derived demand for a privately traded option to utilize a freely-available public good. In particular, the demand for state fishing licenses is used to infer the benefits of recreational fishing. This study develops cumulative carbon 'supply curves' for global forests utilizing an dynamic timber supply model for sequestration of forest carbon. Because the period of concern is the next century, and particular time points within that century, the curves are not traditional Marshallian supply curves or steady-state supply curves. Rather, the focus is on cumulative carbon cost curves (quasi-supply curves) at various points in time over the next 100 years. This paper reports the results of a European agricultural outlook exercise that updates former studies in three ways, i.e. in terms of timeframes, spatial coverage and policy context. This updated European agricultural outlook constitutes a key component of the forthcoming 'State of the Environment and Outlook report' of the European Environment Agency (EEA). Following the example of Tiffen et al. on Machakos, Kenya, new macro-based evidence was collected in Machakos, the neighbouring Kitui district and in Benin, Cameroon and the Philippines, to assess the factors à la Boserup, inducing transitions towards sustainable land management, such as terracing, stone bands etc. We find that relative scarcity of land can be seen to induce technical changes, in the sense of Hayami & Ruttan, that correspond to the new relative scarcity, making higher man-land ratios the optimal choice. |

An RFF Workshop brought together experts from around the world to assess the feasibility of using biological sinks to sequester carbon as part of a global atmospheric mitigation effort. The chapters of this proceeding are a result of that effort. Although the intent of the workshop was not to generate a consensus, a number of studies suggest that sinks could be a relatively inexpensive and effective carbon management tool. The chapters cover a variety of aspects and topics related to the monitoring and measurement of carbon in biological systems. They tend to support the view the carbon sequestration using biological systems is technically feasible with relatively good precision and at relatively low cost. Thus carbon sinks can be operational. |
