Understanding and predicting the interannual variations of the whole monsoon climate system has been, and will continue to be, one of the major reasons for studying the oceanography of the Indian Ocean; but there are other reasons. Knowledge about Indian Ocean current systems may have diverse practical applications, from fisheries through search and rescue to management of Exclusive Economic Zones. Our discussion mainly concerns the open ocean and the climate applications, but the results are important for most continental shelves of the Indian Ocean region on all but the shortest timescales. Biotic surveys and a comprehensive literature review were undertaken to improve our knowledge of the biodiversity of Bioko and mainland Equatorial Guinea. Political normalisation in South Africa during 1994, and the drafting of the Marine Living Resources Act 1998, led to the imperative to transform the fishing sector to more equitably reflect the racial demographics of the country. The squid fishery, like most other South African fisheries, has historically been dominated by white ownership of access rights and vessels. The squid fishery is an effort limited hand-jig fishery with each operator possessing permits for a certain number of individual fishers. Nigeria, one of the world’s largest oil exporters, has a coastline of approximately 853km facing the Atlantic Ocean. This coastline lies between latitude 4o 10’ to 6o 20’ N and longitude 2o 45’ to 8o 35’ E. The Nigerian coast is composed of four distinct geomorphology units namely the Barrier-Lagoon Complex; the Mud Coast; the Arcuate Niger Delta and the Strand Coast. 90-95% of export revenues in Nigeria is from the oil sector. At present, the impact of accidental catch on sea turtle populations is one of the most urgent problems that must be solved to ensure the survival of all these species worldwide. In the Mediterranean, too, all marine turtle species are affected by fishing activities, in particular the loggerhead (Caretta caretta) and the green (Chelonia mydas) turtles, which are more common than the others and are the only ones breeding in this sea. Since the Mediterranean populations of both species seem to be genetically isolated from the Atlantic ones (Bowen et al., 1992; Bowen et al., 1993; Laurent et al., 1993), fishing-induced mortality probably cannot be counterbalanced by immigration. With a very high forest cover (over 80%) and low population density (below 5 inhbts/km2), Gabon is still a forest biodiversity rich country. Gabon's forests are amongst the richest in Africa in terms of botanical diversity and endemism for example, 22% of plants described in the Flora of Gabon are endemic and the forests of Gabon have more plant species (estimated at 8000 species) than all of the forests of West Africa combined. A traditional area of success for IODE has always been its Capacity Building Programme. Since the establishment of the Programme in 1961 many training courses and workshops have been established, missions to member states undertaken and through these training efforts the network has reached a total of 65 NODCs in 2002. However, despite these 4 decades of training the IODE Secretariat ‘discovered’ in 1998 that there existed no standard curriculum or even training material for ocean data and information management. Although an effort had been made in this direction with the OceanPC initiative, this had never been expanded to a more comprehensive training system and remained ‘only’ a software toolbox. |
