Public administration has been influencing society and individual citizens (or just "people”) since its beginning. In the theoretical or rhetorical as well as practical level, administrative activities were exercised in the way that can be described by principles in the most general (abstract) level. In relation to the values of democracy, the principles that may enhance the participation – it means the democratic character – of decision/policy making should be stressed. Although they may be explicit or implicit part of constitutional document, there practice is often very young and therefore it may be insufficient. The utilization of foreign top-down and bottom-up experience and – particularly with regards to the European integration – the cross-boarder... |

This paper examines the structural adjustments induced as China moved from a planned economy that subsidized capital-intensive industry at the expense of agriculture to a nationally integrated market economy more fitting with China's underlying resource endowments. We argue that there were few losers in the process because of 1) a gradual implementation process that maintained transfers to the favored groups under the planned economy, such as urban industrial workers, while the market economy developed benefiting the non-favored groups, such as farmers; 2) high growth rates allowed a large portion of the economy to benefit from the overall reform process and bolstered the government's commitment to further reform; and 3) labor, the most important resource... |

In this paper we present an empirical analysis of farmers’ contracting choice in the Hungarian milk sector using 2005 milk producer survey data, employing transaction cost economics. We focus on analysing some key determinants of farmers’ contracting choices: type of contracts, duration, number of contractors, incentives provided in the contract and business history of farmers and buyers. Some of the main results include the importance and effect of farm size, quantity of milk delivered, planned short and long run or contract related investment on farm, the possibility of farmer to influence prices on the contracting choices. |

The global economic crisis rescued Keynesianism. The current trends of the Brazilian economy, in what has been called "reprimarization", make timely reinvest structuralism in a position of greater prominence in the national economic debate. This is the main objective of this article. For this, we discuss a version of the macroeconomic model of "two-sectors," whereby it sought to show its relevance as a guide to thinking for a number of relevant socioeconomic issues, especially for third world countries. We seek also to demonstrate its consistency with certain empirical evidence and how it can be used as a basis for objective criticism of certain economic strategies that have been proposed for Brazil. |

Bullock, David S.. |
Rausser and Freebairn (1974) proposed a method for empirically measuring the political power of interest groups competing in real-world political economies. In the first half of the 1990s, staunch criticism of PPF methodology appeared. Von Cramon-Taubadel (1992) obtained counter-intuitive results in PPF simulations using a simple model of EU wheat and barley policy instrument use. Bullock (1994) emphasized that PPF methodology requires that observed policy be Pareto efficient policy, which requires researchers to manipulate the dimensions of their models so that the number of interest groups is exactly one more than the number of policy instruments. He concluded “[PPF methods] need not reveal anything meaningful about interest group political power, and... |

Since the seminal work of Adam Smith, markets have been considered an efficient tool for co-ordinating the behaviour of economic agents. The basic characteristic of a market economy is that the complex system of interaction among individuals is not centrally coordinated. Under the assumption of profit and utility maximisation (and a whole set of assumptions about the institutional framework), relative prices and their change over time provide the signals that guide, like an invisible hand, the allocation of resources, i.e., the structure of production and the intensity of input use in the various production processes. They do this by co-ordinating the activities of economic agents, i.e., of resource owners, producers, intermediaries, traders, and... |

Van-e azonban esély a megegyezésre? |

The work deals with the ideological clashes in Russian economic thought after 1991. Based on Schumpeter's distinction between economic analysis and economic thought, the paper focuses on a principal conflict that divides a new generation of Western-minded scholars and traditional Russian political economists. This conflict, on the one hand, is described as an attempt of traditional political economists to keep their positions at the economic departments of the universities. The most vivid manifestation of the resistance to economics is the so-called Tsagolov School at Moscow State University. On the other hand, the conflict might be regarded as the reaction of Russian nationalism to the penetration of "alien" influences that are rather incompatible with... |

We were asked by the Independent Evaluation Office to outline political science methods for assessing the chances of reform implementation in an ex-ante fashion. We agreed to illustrate how these tools 'work' by using Pakistan as a case study. The recent literature on IMF-sponsored reforms points out that successful implementation not only depends on the nature and severity of the economic crisis and on the design of the reforms, but very much also on the political economy of reform politics. We have identified the following as salient political factors for identifying chances of reform success: - the power of sections of the economy and polity that will lose from effective implementation; - the political independence of reform-minded branches of... |

Economic analyses of farm policies generally focus on the long run, steady state impacts while the transition dynamics are often overlooked. In this paper we develop a determinist dynamic computable general equilibrium analysis allowing agents to form imperfect versus pefect expectations. Using an illustrative CAP reform scenario, we simulate an abrupt versus a gradual implementation of this reform. Our results show that if economic agents are able to perfectly anticipate the impacts of the reform, then delaying its implementation is never optimal. On the other hand, if agents gradually learn from market developments, then we find some cases where a gradual implementation of this reform is welfare improving. Such gradual implementation allows minimizing... |

Variations of bilateral aid flows are difficult to explain on the basis of official development objectives or recipient need. At the example of US aid to Pakistan, this paper suggests alternative political economic explanations, notably the relevance of ethnic lobbying and the relevance of US business interests. Time series regressions for the period from 1980 to 2002 and logistic regressions based on votes for the Pressler and the Brown Amendment confirm the significance of these political economic determinants. While in case of the Pressler Amendment, the direct influence of population groups of Indian and Pakistani origins seems to have played a predominant role, the role of ethnic business lobbies appears to have dominated in the context of the Brown... |

The new institutional economics has recently developed the idea that the institutional environment can have an impact on economic actors' mental perceptions, and reciprocally, that these perceptions can impact on the institutional environment. This latter point seems particularly relevant in the field of economic organisations participation in the political making process. Nevertheless the empirical description of this role of mental perceptions in the political behaviour had not been made clearly. To contribute to this empirical description we lead a comparative study of 4 farm sectors in Costa Rica, based on a dynamic approach of mental perceptions in relation with the institutional change occurring during the liberalisation process. We carry out a... |

This paper aims to analyse the impact of changes in the monetary policy and the exchange rate on agricultural supply, prices and exports. The methodology used is based on the multivariate cointegration approach. Ten variables are considered: interest and exchange rates, money supply, inflation, agricultural output and input prices, agricultural supply and exports, income and the rate of commercial openness. Sample period covers annual data from 1967 to 2002. Due to the short-sample period, two subsystems are considered. First, long-run relationships are identified in each subsystem. Second, both subsystems are merged in order to calculate the short-run dynamics. Results indicate that changes in macroeconomic variables have an effect on the agricultural... |
