Linking Emergency Response to Need in “Food Emergencies” AgEcon

When an emergency occurs, agencies must make quick decisions on how to help people facing severe food insecurity. This paper addresses the challenges of designing appropriate responses that are linked to identified needs of affected households and individuals. The primary goal of any response is to save lives now and protect the food security of households and individuals now and in the future. However, instrumental goals and the specific means of achieving them are varied, and must be responsive to the setting in which the emergency occurs. THE RESPONSE OF CEREALS TRADERS TO AGRICULTURAL MARKET REFORM IN MALI AgEcon

The purpose of this chapter is to analyze how Malian traders of coarse grains (millet, maize, and sorghum) have reacted to the cereals market reforms since 1981. The focus is on the coarse grains trade because these cereals historically have comprised the majority of the cereals consumed by Malians and because the response of the rice sector to the reforms is discussed elsewhere in this book (Diarra and Staatz 1999; Dimithè 1999). Dioné (this volume) discusses coarse-grain farmers' response to the reforms, so that topic is only discussed briefly here. Poor child health and nutrition persist throughout West Africa. This research analyzes the impact of key economic variables, including income, education and background characteristics, on child health and nutrition across nine different countries. The results are interpreted in the context of differing levels of economic development among these nations. The findings do not show wealth and parental education to be robust across the sample, but maternal background characteristics have a positive, statistically significant and highly consistent effect across all the countries. The objectives of this report are to identify market-oriented strategies to alleviate both chronic and transitory food insecurity, and to examine the interactions between short-run targeting mechanisms and longer-run strategies designed to alleviate the chronic causes of inadequate access to food. This paper aims to identify the geographic extent of major staple food market sheds in West Africa as well as the major trade corridors that link surplus producing areas with the deficit markets they serve. The method employed combines data on the spatial distribution of rural and urban population, maps of differing food staple zones, crop production data and consumption patterns as described in an array of recent household surveys to map major urban food markets as well as principal surplus production zones. This paper examines the environment within which West African countries are designing their regional self-reliance food security strategy following the Uruguay Round Agreements on Agriculture (URAA). The self-reliance strategy combines regionally-coordinated domestic food production with food imports. Three aspects of the URAA-food security linkages were emphasized in this study. First, while the regional model may increase efficiency in regional food production and distribution systems, it may also restrain the flexibility and/or the effectiveness of using tariff protection when needed. There is no improved seed-fertilizer technology available that can generate the needed growth in agricultural production in Sub-Saharan Africa to meet food demand by the rapidly increasing population. This paper identifies factors associated with inland valley swamp rice farmers' decisions to adopt "improved" varieties and/or fertilizer. To achieve this objective, input-specific logistic models were estimated using survey-generated data collected from a random sample of 221 rice plots (one per farmer) selected from a purposive sample of 12 Mali-Sud bas-fond villages during the 1995-96 cropping season.
