Analysing investment drivers in fisheries is essential in understanding the long-term development of fishing capacity. This paper addresses the drivers of investment in the French commercial fishing fleets operating along the Atlantic coast, and the role of public policies have had on investment. First, we examine the changes in the capital value of the fleet, which was strongly impacted by decommissioning schemes during the nineties. We then examine drivers of investment using an unbalanced panel data set describing the investment decisions of a sample of firms over the period 1994-2004. This article provides a survey of the economic literature on investment behaviour and capacity adjustment in fisheries. An overview of the existing theoretical and the empirical work is provided, and areas that require more work are pointed out. The survey shows that while a large body of theoretical work has been developed on the issue of capital adjustment in fisheries, relatively less attention has been granted to the theory of investment, where this becomes a separate decision to the decision about capital levels: i.e., where capital is quasi-malleable. Individual transferable quotas (ITQ) were implemented in the Tasmanian red rock lobster fishery in 1998 and ten years later we assessed the impacts on the fishery. Particular attention was devoted to investigating the performances of the fishery with regard to three features identified as major impacts in the literature: rationalization of the fishing fleet, change in fishing strategy in order to maximise the fisher's profit and concentration of fishing rights and activity. On average, the fishery reacted as expected and reached its objective in terms of reconstruction of the biomass, but the overall assessment in terms of resulting profitability is not very conclusive. This paper investigates some economic consequences of creating a marine reserve on both fishing and ecotourism, when the range of controllability of fishing effort is limited and the impact of the reserve on ecosystem is considered. The issue is illustrated by the example of creating a no-take zone in part of a region where fishing is managed through a limited entry license system, and which is inhabited by two interacting stocks: a stock of prey (fish) and a stock of predators (seals). The commercial fishery for wedge clam, or telline (Donax trunculus) in the bay of Douarnenez in France started in the early 1980ies. During twenty years, the activity has developed, from an opportunistic fishery, into a regular fishing enterprise for 36 fishermen, who derive from it most, if not all, of their revenue. The fishery is nowadays strictly regulated. It is subject to natural variations in the productivity of clam stocks, in relation with meteorological conditions which can strongly affect the stocks. Market position and its evolution were analysed in nine key fish and cephalopod species subject to long-term changes, using the Bay of Biscay fisheries as a case study.
