This paper starts out from the optimistic assumption that the basic policies for environmental economic development are known but uncertainties surround the speed of their adoption. In many developing countries the key obstacle is poor governance: consequently, renewable resources continue to be mined, non-renewable resources are depleted irresponsibly, and reductions in pollution intensity lag. This article evaluates the effectiveness of ex-post targeting of the direct payment program for mountain agriculture in Japan. A regression analysis explaining the entry into the program shows that the farm profitability and the production cost were significant positive and negative factor, respectively, in determining the uptake, while the efforts by local governments were a robust factor in facilitating the enrollment. These findings imply ineffective ex-post targeting and call for the differentiation of the premium, alternative incentives to promote forestation for the un-enrolled fields and additional funds targeted to those prefectures with the low uptake ratio. This paper analyzes the effects of providing environmental amenities associated with open space in a discrete space urban model. The discrete space model assumes distinct neighborhoods in which developable land is homogeneous within a neighborhood but heterogeneous across neighborhoods. We solve for equilibrium allocation of development, prices and welfare given a pattern of open space provision. We also analyze the optimal provision of open space across neighborhoods. In equilibrium, housing density and price in a neighborhood is increasing in the amount of open space provided in that neighborhood. In Nigeria 90% of the agricultural primary produce is in the hands of small holders cultivating between 0.8-4 hectares. Farm size expansion is limited by population pressure, land fragmentation, poor market opportunities and lack of finance. This article presents estimates of soil erosion control(SEC) and soil erosion damage costs (SEDC) in small farmers' fields in Nigeria and examines the contents and direction of the country’s agriculture and environment policies vis-à-vis the SEC among small farmers. It was found that 24% of the farmers’ spending on tillage/cultural practices was directed at the institution of SEC measures, and that SEC-related defensive expenditures was 3.7 times more than the estimated SEDCs. This paper provides new empirical evidence on delinking trends concerning emission-related indicators in Italy. We discuss methodological issues regarding the analysis of delinking and examine the related Environmental Kuznets Curves (EKC) literature to explore and assess the most value added research lines after more than a decade of intensive research in the field. Environmental management systems [EMS] are now a well established management tool in the ‘greening’ of industry. There is a large body of literature on methodological procedures and application strategies for implementing EMS. Associated with this proliferation of ‘how to’ manuals has been a limited discussion of why a firm ought to implement a management tool that inevitably affects the bottom line of profitability. The past few years have seen a highly charged debate about whether contingent valuation (CV) surveys can provide valid economic measures of people's values for environmental resources. In an effort to appraise the validity of CV measures of economic value, a distinguished panel of social scientists, chaired by two Nobel laureates, was established by NOAA, to critically evaluate the validity of CV measures of nonuse value. With the release of the verified emissions for installations covered by the EU Emissions Trading Scheme for the first trading year 2005 we are able to compare actual emissions and allowances for each installation. Based on data available for 24 Member States as of January 2007, this paper uses a thorough data analysis for about 9,900 installations to investigate evidence on three issues: first, the stringency of the total allocation cap and allocation differences both among the Member States and a selection of emission intensive sectors; second, the distribution of the size of installations; and third, the spread of allocation discrepancies and possible allocation biases regarding the size of installations. |

Droughts, hurricanes and other environmental shocks punctuate the lives of poor and vulnerable populations in many parts of the world. The direct impacts can be horrific, but what are the longer-term effects of such shocks on households and their livelihoods? Under what circumstances, and for what types of households, will shocks push households into poverty traps from which recovery is not possible? In an effort to answer these questions, this paper analyses the asset dynamics of Ethiopian and Honduran households in the wake of severe environmental shocks.
