Improving Land-use modelling within CGE to assess Forest-based Mitigation Potential and Costs AgEcon

We present a computable general equilibrium model properly modified to analyse the potential role of the European forestry sector within climate mitigation. Improvements on database and modelling frameworks allow accounting for land heterogeneity across and within regions and for land transfers between agriculture, grazing, and forestry. The forestry sector has been modified to track carbon mitigation potential from both intensive and extensive forest margins, which have been calibrated according to a forest sectoral model. Two sets of climate policies are simulated. In a first scenario, Europe is assumed to commit unilaterally to reduce CO2 emissions by 20% and 30%, by 2020. Permanence of Carbon Sequestered in Forests under Uncertainty AgEcon

In this paper we examine the issue of permanence in the context of sequestering carbon through afforestation. We develop a dynamic nested optimal control model of carbon sequestration associated with the decision to afforest a tract of land given there are uncertainties associated with fire and insect/disease hazards. Conceptually, these potential hazards are similar in that their occurrence at any time t is uncertain and landowners can take specific actions – although generally different actions - in any time period t to reduce the probability of sustaining losses related to them. Australian tree species selection in China AgEcon

The Australian Centre for International Agricultural Research (ACIAR), through collaborative projects with the Commonwealth Scientific and Industrial Research Organisation (CSIRO), Australia, and the Chinese Academy of Forestry (CAF), has been involved in tree species selection trials in southern China since 1984. The trials were aimed at identifying fast-growing species of Eucalyptus, Acacia and Casuarina. The Chinese have been planting Australian tree species for more than 100 years, but before the ACIAR project there had been little progress in determining which species and provenances would be best for the local climate and soils. A LOGIT ANALYSIS OF PARTICIPATION IN TENNESSEE'S FOREST STEWARDSHIP PROGRAM AgEcon

This study determines the likely effect of cost-share incentives on participation in the Tennessee Forest Stewardship Program and identifies other factors that may contribute to participation. A random utility model is used to determine the probability that a landowner will choose to participate in the program. A binary choice model is specified to represent the dichotomous decision and a logit procedure is used to fit the model. Data are obtained from mail surveys of 4,000 randomly selected landowners. Results indicate that attitudes and knowledge of forestry programs may be more influential in a landowner's decision to participate than monetary incentives.

The Role of Forestry Sinks in the CDM - Analysing the Effects of Policy Decisions on the Carbon Market AgEcon

The details on rules and modalities for the inclusion of forestry projects in the Clean Development Mechanism (CDM) are one of the last non resolved implementation issues of the Kyoto Protocol. We examine in detail the implications of different policy decisions concerning the inclusion of CDM forestry sink enhancement projects in the first commitment period of the climate regime (2008-2012). Our analysis is based on the development of marginal forestry cost curves which are implemented into the carbon market model CERT. The latter is a partial equilibrium model of the international market for emissions permits under the Kyoto Protocol. Forestry in the Next Millennium: Challenges and Opportunities for the USDA Forest Service AgEcon

Throughout the globe, forestry faces predictable trends associated with the transition from reliance on natural forests to ones created through human stewardship. Laid over the ordinary economics of this transition are increases in the values of the environmental services that forests provide. The three general approaches to forest management--natural forest management, plantation forest management, and preserve management--are evaluated in this economic context. The USDA Forest Service has interesting opportunities to apply each approach, but doing so will require profound organizational changes.

Research on collective action confronts two major obstacles. First, inconsistency in the conceptualization and operationalization of collective action, the key factors expected to affect collective action, and the outcomes of collective action hampers the accumulation of knowledge. Inconsistent terminology obscures consistent patterns. Second, the scarcity of comparable data thwarts evaluation of the relative importance of the many variables identified in the literature as likely to influence collective action. Illegal logging is widely recognized as a major economic problem and one of the causes of environmental degradation. Increasing awareness of its negative effects has fostered a wide range of proposals to combat it by major international conservation groups and political organizations. Productivity in the New Zealand primary and downstream sectors AgEcon

The Ministry of Agriculture and Forestry maintains a total factor productivity series for the primary sectors. This topic is of growing interest as wildfire has caused huge losses for landowners, residents and governments in recent years. The Australian Centre for International Agricultural Research (ACIAR) project ANREI/90/20 assisted in the establishment of a number of protected areas in Vanuatu by improving information flows and by establishing appropriate institutional structures. Two-Part Tax Controls for Forest Density and Rotation Time AgEcon

Many forest amenities are derived not only from the age of the trees, but also from the density of the trees. When an externality such as erosion control is considered, clear-cutting results in much larger damages than occur with selective cutting. This paper extends current methodology, allowing firms to optimize over both rotation time and the commercial use percentage per acre. A two-part instrument, a “"clear-cut”" tax combined with a lump sum “"licensing fee"”, controls for commercial use percentage and rotation time in a firm that does not internalize non-timber benefits.
