Financing irrigation services: a literature review and selected case studies from Asia AgEcon

This study results from a two years' intensive research into a hitherto unexplored area of irrigation management - the aspect of financing irrigation in some Asian countries. The authors have analyzed the relationship between investment costs, level of irrigation fees, cropping intensity, type of crop, and secondary income. The studies conclude that the quality of irrigation system operations and maintenance is affected not only by the amount of resources made available to operate and maintain systems, but also by the institutional arrangements under which they are provided.

This document is meant to present a framework for analyzing the institutions related to water management in a river basin context. The design of the five-country regional study undertaken by IWMI on “Development of Effective Water Management Institutions” provided a new methodology and a framework for river basin studies. Driven largely by financial pressures, many governments are transferring full or partial management responsibility for irrigation systems from government agencies to farmers organized into Water User Associations (WUAs). In most cases, improving the situation of poor farmers has been a secondary aim of this reform. The objective of this paper is to study the problem of management of irrigation water. We analyse farmers' economic rules of tactical irrigation scheduling in a certain or uncertain environment under water scarcity. The optimal plans depend on uncertain weather conditions and expectations. We develop a dynamic economic model of irrigation water applications under certain or uncertain weather conditions and in the context of a limited total quantity of water. We program this economic model, introducing the agronomic model EPIC, which is used to obtain information on the crop yield. Although irrigation projects often provide water for more than crop irrigation, water allocation and management decisions often do not account for nonirrigation uses of water. Failure to account for the multiple uses of irrigation water may result in inefficient and inequitable water allocation decisions. This report provides a case study from the province of Esfahan, in central Iran, describing the struggle of a village to secure the water resources without which local agriculture, and altogether life in the village, would be impossible. It illustrates the endless ingenuity of farmers in their quest for water, how land and water rights have developed, how various legal repertoires may conflict with one another, and how the intervention of the state transformed the wider hydrological cycle of the valley and affected the delicate equilibrium between population and resources that had prevailed until then. Reducing poverty through integrated management of groundwater and surface water AgEcon

The full poverty-fighting potential of existing irrigation schemes is not being realized—largely because of inequitable water distribution and unsustainable land and water management practices. An integrated water resources management (IWRM) approach reveals opportunities to reduce poverty and improve overall agricultural productivity and sustainability in these systems.
