This staff paper provides (1) a summary of the proposed bill regarding the annual conservation and land preservation tax concept, (2) observations and a preliminary assessment of the impacts, and (3) an outline of potential issues, considerations, and related alternative concepts that policymakers, interest groups and citizens may wish to consider during the course of debate on the proposal. Ideas and concepts discussed in this staff paper should not be considered recommendation, but rather fodder consisting of alternative ideas to fully inform and assist policymakers in making informed choices and reducing unintended consequences.

Samoa is one of the five least developed Pacific island nations according to the classification of the United Nations. This article reviews the situation of Samoa in relation to its development generally but paying particular attention to: public and private finance; social issues such as education and health; its trade and external balance and economic infrastructure. Policy suggestions are made in relation to each of these matters and an assessment given of the development status of Samoa.

The paper extends the work of Deller et al (2001) by introducing a spatial component in a structural growth model to capture the role of spatially distributed variables using county-level data. The premise of the analysis is that what is true at a national level may provide a partial or misleading picture when we look at particular areas. Additionally, data available at the state level can often provide richer, more precise information than what is found at the national level, so we try to explore in more depth the role of spatially distributed amenities in economic development by examining, for instance the valuable Alabama countryside features such as natural habitats, scenic landscapes and warm weather amidst a poverty of infrastructure. Using Attitudes to Characterize Heterogeneous Preferences AgEcon
Moore, Rebecca.
This paper compares three approaches to using attitudinal data to describe heterogeneous preferences for non-market goods. Two latent class models and one random parameter logit model are included. Each model makes different assumptions about the role of attitudes in the decision process. Specifically, each model assumes a different relationship between attitudes and preferences and these differences are discussed in terms of economic and social psychology theory. The three models are then used to examine individual preferences for water clarity improvements in Green Bay, Wisconsin. THE ECONOMICS OF GREENING THE SOUTH AFRICAN NATIONAL ARTS FESTIVAL AgEcon

The paper analyzes the broad history underpinning the concept of sustainable development and its context within the events industry and specifically with regards to the South African National Arts Festival. A pilot contingent valuation study conducted at the 2010 National Arts Festival determined that the average visitor was willing to pay an extra ZAR 2.30 (approximately US$ 0.30) per ticket for a recycling programme to be established to process the waste generated by the event. While the paper concluded that the theoretical basis of the study was sound, a larger sample size would have been preferred so as to enhance the model‘s predictive power

Development impact of higher education in Africa: The case of Uganda AgEcon

Using macro data from a series of household surveys, the paper demonstrates that to some extent there is positive correlation between per capita GDP growth and student enrollment in public universities in Uganda. It also finds that the higher education graduates employed in those sectors which have recorded higher growth rates. The higher education graduates do contribute to the economy indirectly through tax revenues which are in turn used to support social programs among others that benefit the society at large. the paper also demonstrates that the share of taxes from higher education graduates has been increasing over time...

This report offers an English summary of the Landbouw-Economisch Bericht 2003. It presents a survey of the economic state of Dutch agriculture and horticulture. First, attention is paid to general economic and political developments and to the development of the agricultural complex. Next, the report deals with the rural area and with environmental issues. Following a description of the production structure and production factors in agriculture, profitability and income formation in the various subsectors are analysed.

As the remaining agriculture-related NAFTA clauses became fully implemented on January 1st, 2008, there is much evidence of the Agreement’s benefits to all three members in the forms of the agricultural trade expansion within the region and the growth of foreign direct investments in members’ agri-food value chains. Better coordination would help the three governments to successfully address ongoing challenges such as trade disputes, security measures and animal health diseases. It would also help their economies and the agricultural sectors to continue capitalizing on opportunities that freer trade offers.

Rates of Return to Public Agricultural Research in 48 U.S. States AgEcon

The internal rate of return to public investment in agricultural R&D is estimated for each of the continental U.S. states. Theoretically, our contribution provides a way of obtaining the returns to a local public good using Rothbart’s concept of virtual prices. Empirically, we use the spatial dependency among states generated by knowledge spillovers to define the ‘appropriate’ jurisdiction. We estimate an average own-state rate of 17% and a social rate of 27%. These figures should inform the policy debate on the allocation of federal funds to research in anticipation of a possible global food crisis.
