The role of farm dependence and size on rural economic growth is examined with data from 2,240 nonmetropolitan U.S. counties for the period 1990-1995. A simple neoclassical model of regional economic growth is set forth with a central question relating to the role of agriculture on rural economic convergence. Traditional neoclassical theory predicts that poor rural areas should grow proportionally faster than rich areas. As interpreted in the academic literature and popular press, a preponderance of small family farms should enhance growth. Results suggest that a higher level of local dependence on production agriculture could lower growth rates. |

The paper describes the main tendencies and perspectives of development of rural areas in Ukraine. It emphasizes that the key reason of existing socio-economic issues in rural regions is the absence of well-defined rural development policy. Thus, it is necessary for Ukraine to implement long-term rural policy, as it takes place in countries of the European Union. Rural development should be based on the territorial approach. The special attention should be paid to the creation of local action groups. In Canada, governments have historically promoted economic development in rural regions by promoting exploitation of natural resources, particularly forests. Forest resources are an economic development driver in many of the more than 80% of native communities located in forest regions. But forests also provide aboriginal people with cultural and spiritual values, and non-timber forest amenities (e.g., biodiversity, wildlife harvests for meat and fur, etc.), that are incompatible with timber exploitation. Some cultural and other amenities can only be satisfied by maintaining a certain amount of timber in an old-growth state. Williamson (1965) argued that catching up countries experiencing strong national growth tend also to see a widening in regional disparities, whereas in more developed economies strong national growth and falling regional disparities could go hand in hand. We find some evidence of a trade-off between national growth and regional dispersion in the EU's Cohesion countries, notably in Spain and Ireland. We also find some evidence of spread effects in some richer EU Member States, although no inevitable link between lower regional disparities and stronger national growth. The potential policy implications of this analysis are also examined. |

Many regions on the EU Eastern borders have developed favourably after the opening up of the border and the implementation of association agreements with the CEECs. This was often seen as a positive sign for the further perspectives of these regions after EU enlargement. In this paper we take a closer look at the mechanisms involved in a case study for Austria. Based on a very disaggregated data set at a regional as well as sectoral level we find that neither sectoral preconditions nor locational advantages can explain the good performance of (rural) border regions after 1989.
