This paper presents the evolution of aquaculture in North Africa during the 20 last years, and the assets and bottlenecks for each country. This work uses the results of the European project Aquamed (2011-2013). The analysis of the evolutions of this sector, including research and development allows to establish a diagnosis on the strengths and the weaknesses in the four countries (Morocco, Algeria, Tunisia and Egypt). The retrospective analysis helps in identifying solutions for a more sustainable development. It also contributes to select priorities for action in a long-term vision (2035). The data used, and the methods and assumptions fundamental to the development of an equilibrium displacement model (EDM) of the Australian sheep and wool industries specified in Mounter et al. (2007), are contained in this report. The national sheep flock is disaggregated into Merino and non-Merino sheep in the three agricultural zones of Australia using 2002-03 Australian agricultural and grazing industries survey data. Opening and closing sheep numbers, death rates and weaning percentages were used to derive the supply and use of sheep in each zone. CORPOICA and IFPRI implemented a research project in Ventaquemada, Colombia. The project’s goal was to asses the benefits of Integrated Pest Management (IPM) practices and the potential of Genetically Modified insect resistant (Bt) potatoes to manage damage caused by the Guatemalan Tuber Moth (Tecia solanivora Povolny). The Guatemalan Tuber Moth is particularly destructive because field spraying on the adult stage is ineffective and there exists damage specificity to the tubers. Excessive pesticide sprays have resulted in resistance to several insecticides. Insect resistant (Bt) potatoes has been shown an effective means to control other members of the Tuber Moth complex. In 1914, the Cooperative Extension Service was established to disseminate information about agriculture and home economics from land-grant universities to the U.S. public. At that time, about 30 percent of U.S. workers were in agriculture-related occupations; by the late 1990s, that share had declined to about 1 percent. Today, the Extension System ("Extension") is largely publicly funded and links the educational and research arms of the U.S. Department of Agriculture, land-grant universities, and related institutions. Despite the clear influence of European Union biotechnology restrictions on trade patterns, very little work has been done to model these influences or their long-run effects. This paper presents an economic trade theory model of biotechnology, biotechnology research and development (R&D), and biotechnology regulation. The model analyzes the impact of European Union consumer preferences on production and consumption of biotechnology products, the level and national origin of biotechnology R&D, trade patterns, and growth. Market failures associated with environmental pollution interact with market failures associated with the innovation and diffusion of new technologies. These combined market failures provide a strong rationale for a portfolio of public policies that foster emissions reduction as well as the development and adoption of environmentally beneficial technology. Both theory and empirical evidence suggest that the rate and direction of technological advance is influenced by market and regulatory incentives, and can be cost-effectively harnessed through the use of economicincentive based policy. Valuing State-Level Funding for Research: Results for Florida AgEcon

This study analyzes the value of agricultural research to Florida by examining the effect of research spending on agricultural productivity, as measured by a total factor productivity index, and profitability, as measured by net farm income. Results suggest that research expenditures do increase agricultural productivity in the state. However, agricultural productivity does not affect net cash income. Further, the economic rents to the productivity gains do not accrue to land values. Instead, the economic value of research innovations accrues more to consumers than to producers. Thus, consumers are the ultimate beneficiaries of agricultural research in Florida, thereby justifying public funding for agricultural research.

Since 2004, the Queensland Department of Primary Industries and Fisheries has embarked on a rigorous evaluation of its R&D Programs, with Benefit Cost Analysis being a cornerstone of this work. The analyses conducted to date have proved to be powerful tools in internal resource re-allocation. However, the process used has been time consuming, partly because there needs to be adequate time allowed for consultation both with scientists and with senior staff. Experience has highlighted the need for strong organisational support to the analysts carrying out the work.

Productivity growth and the returns from public investment in R&D in Australian broadacre agriculture AgEcon

Investment in R&D has long been regarded as an important source of productivity growth in Australian agriculture. Perhaps because research lags are long, current investment in R&D is monitored closely. Investment in R&D has been flat while productivity growth has remained strong, relative both to other sectors of the Australian economy and to the agricultural sectors of other countries. Such productivity growth, at a time when the decline in terms of trade facing Australian farmers has slowed, may have enhanced the competitiveness of Australian agriculture. Considerable evidence exists of high returns to public and private investment in commodity research and development programs. This study investigates the potential returns to product research, development, and marketing in a dynamic commodity-market model. Theoretical hypotheses derived from the solution to this model are tested in an empirical example of Washington apples. Estimation results show that, despite significant spillovers to research and promotion expenditure in this industry, there is nonetheless considerable latitude to increase annual sales.
