We study the management of a natural resource that supports ecosystems as well as human needs. The reduction in the resource base poses a threat of occurrence of catastrophic ecological events, such as the sudden collapse of the natural habitat, that lead to severe loss of biodiversity. The event occurrence conditions involve uncertainty of various types, and the distinction among these types affects the optimal exploitation policies. When uncertainty is due to our ignorance of some aspects of the underlying ecology, the isolated equilibrium states characterizing optimal exploitation for many renewable resource problems become equilibrium intervals, giving rise to hysteresis phenomena. This study results from a two years' intensive research into a hitherto unexplored area of irrigation management - the aspect of financing irrigation in some Asian countries. The authors have analyzed the relationship between investment costs, level of irrigation fees, cropping intensity, type of crop, and secondary income. The studies conclude that the quality of irrigation system operations and maintenance is affected not only by the amount of resources made available to operate and maintain systems, but also by the institutional arrangements under which they are provided. |

This paper provides a synthesis of recent literature dealing with the institutional environment, policy framework, and economic instruments used in policy analysis related to the conservation and sustainable use of biodiversity resources. The paper analyzes the economic consequences of alternative policy options and summarizes the application of these economic issues in the formulation of biodiversity protection policy. The paper also concludes that the proper understanding of underlying institutions and, if needed, institutional reforming procedures are also required to provide appropriate incentive structures for conservation and sustainable use of biodiversity resources.
