A special workshop has been held in Tulear, Madagascar from June 30 to July 11, 2003 as part of the ODINAFRICA-II program for ocean data management. This report describes the content and accomplishments of that special workshop. The workshop programme was based on the IOC OceanTeacher capacity building tool - an extensive collation of documents on marine data, formats, software, program and data management procedures, manuals, protocols, and associated tutorials. The workshop addressed the specific marine data identification, reformatting, and analysis methods needed by Madagascar’s National Oceanographic Data Centre to develop a new national marine atlas. The remedial course (held simultaneously) addressed the training needs of the ODINAFRICA-II student... |

A number of trends can be identified which are conducive to increased collaboration between fishers and government in fisheries management measures, as well as for an increased attention for livelihoods aspects. On the fishers’ side there are already existing (though not generally ‘traditional’) rules and committees governing fishing and there is an increasing awareness in communities for the need to protect stocks. The government has increasing interest in artisanal fisheries and already existing processes of consultation with fishers for the elaboration of management measures. In addition there are ongoing decentralisation processes which promote sharing of responsibilities with local institutions for the management of natural resources and already... |

It is estimated that approximately 50% of the worlds population live on the coastal fringes of landmasses and the likely trend is for this number to increase to 75% within a decade. For centuries people have been drawn to coastal regions for the rich soils for agriculture (of deltas and lowlands), the extensive fisheries resources, transportation opportunities and recreation, and just for the natural beauty of living on beachfronts. However, the air-sea-land boundary referred to as the coastal zone is dangerous, comprised of an extremely dynamic, complex physical / biological set of environments. Worldwide, the coastal zone is characterized by high population densities, extremely varied and important biological diversity, including coastal fisheries, rich... |

Environmental factors other than fishing effort, contribute to influencing marine pelagic fish population dynamics and abundance. There is evidence from environmental modelling and bioeconomic analysis of the Ghanaian marine inshore pelagic fisheries. Ghana is a West African country and lies on the Greenwich Meridian. It is bordered at the South by the Gulf of Guinea. The official language of Ghana is English, but is surrounded by French speaking countries. The inshore fishery is a multi-specie, multi-fleet fishery, consisting of artisanal and inshore purse seine fleets. The coastal inhabitants depend mainly on the marine fisheries as source of employment and livelihood. Fisheries constitute 5% of Agriculture GDP. The two fisheries types in the inshore... |

1. In the past 20 years, the world has been swamped with reports, action plans and recommendations aimed at curing the ills afflicting our planet. International conferences, environmental campaigns and scientific studies have all advocated precautionary measures and remedies. 2. Humanity must take account of the amount of pressure the Earth can stand, and adopt lifestyles and development methods that respect nature’s limitations, without necessarily having to forgo the benefits of modem technologies. 3. Biosphere reserves are designed to respond to this dilemma. Their effectiveness hinges on synergy between scientists, conservation and development groups, management authorities and local communities. Such requirements are confirmed by the principles of... |

Annual nominal catch statistics and fishery fleet statistics are presented for the Indian Ocean tuna fisheries for the period 1989-1998. The former are presented by species, country, year and by gear. Details are also given of the number of fisheries crafts in the national fleets, in order to provide information on the economic and technical development of the fisheries and to provide an approximate idea of fluctuations in fishing effort. Nominal catch data are also distributed together with a programme for data query and analysis, FISHSTAT PLUS, available through the IOTC Web site (http://www.iotc.org) or, on request, by e-mail, on magnetic media or CD-ROM. |

This paper reviews the state of the environment in Ghana and explores the potential for the use of institutional, legal and economic instruments in environmental management in the specific context of this developing country. The environmental situation in Ghana is characterised by desertification, land degradation, deforestation, soil erosion, desertification and inadequate water supply in the Northern regions of the country. The population as a whole is growing at a rate of 3% per annum, with even greater urban growth rates, due to rural out-migration. Large parts of the coastal zone in the south are rapidly developing to become one large suburbanised area. Water quality is particularly threatened in the urban and industrialised areas, which are mainly... |

The ICSU WDS concept aims at a transition from existing stand-alone WDCs and individual Services to a common globally interoperable distributed data system that incorporates emerging technologies and new scientific data activities. The new system will build on the potential offered by advanced interconnections between data management components for disciplinary and multidisciplinary scientific data applications. The WDS will enjoy a broader disciplinary and geographic base than previous ICSU bodies and will strive to become a worldwide ‘community of excellence’ for scientific data. To this end, WDS will work closely with ICSU’s Committee on Data for Science and Technology (CODATA) and with the new ICSU Strategic Coordinating Committee for Information and... |

Available information from literature and the results of surveys and studies conducted between 1986 and 1995 on the distribution and biology of trichechus senegalensis show that, the West African manatee occurs in the middle and lower reaches of rivers from Senegal to the Quanza in Angola (Powell, 1996; Dodman ,1999). The same study reported that manatees are common in Gabon and the country may contain one of the highest densities of the species in Africa. The last survey we conducted in the bassin of Ogooué River and in the interconnecting lakes between Port-Gentil and Lambaréné verified the existence of trichechus senegalensis, and differents informations collected around all Gabon by one of us confirm the presence of specie all over water plans with... |
