The Economic Value of Irrigation in the Texas Panhandle AgEcon

The Texas Panhandle relies largely on the Ogallala Aquifer for access to water for irrigated agricultural production. With current pumping rates and slow recharge rates, the aquifer will at some point in the future no longer be an economically viable source of water for agriculture. The objective of this study is to estimate the value of irrigated agriculture to the region. A hypothetical policy restriction is imposed which assumes a one hundred percent conversion to dryland agriculture. The study estimates the economic impact of such a change on producer income and the resulting socioeconomic impacts on communities in the region.

Future Opportunities for Rural Africa AgEcon
Hunger has become such a significant and strategic problem in Sub-Saharan Africa (SSA) that it can no longer be evaded. With the majority of Africans living in rural areas, rural and urban population both rapidly increasing, cereal and livestock production stagnant or falling, 194 million people living with food insecurity, child malnutrition doubling, poverty increasing, and economic growth lagging behind other developing regions, a new development strategy incorporating different approaches needs to be developed for this region. Efficiency Analysis of Rural Hospitals: Parametric and Semi-parametric Approaches AgEcon

This paper examined cost efficiency differences between rural hospitals participating in the Critical Access Hospital (CAH) Program and a group of non-converting, prospectively paid rural hospitals using both a two-stage semi-parametric approach as well as stochastic frontier analysis (SFA). CAHs receive Medicare cost-based reimbursement, in contrast with the rest of the hospitals reimbursed under Medicare prospective payment system (PPS). However, cost-based reimbursement has been associated with inefficiency in hospital operations and, consequently, concerns have been raised about the efficiency of CAHs. Los productos agrícolas son uno de los ejes más importantes de las economías globales y nacionales, por lo que la agricultura ecuatoriana enfrenta grandes desafíos y oportunidades, teniendo en cuenta que el pequeño y mediano productor se encuentra en absoluta desventaja e inferioridad de condiciones en relación a muchos países de la región y del mundo, y de los grandes productores nacionales. Esta realidad obliga al sector productor a innovar en la tecnología y en la reconversión de su estructura para poder lograr la seguridad agroalimentaria, y con los excedentes insertarse con éxito en los mercados internacionales.

The paper emphasizes the importance of embedded institutions for the transformation of the agricultural sector and rural economies in the transition countries and identifies and analyses institutional aspects regarding agriculture and rural development common to the transition countries. Lessons of best practice in rural development: is there a pan-European consensus? AgEcon

This paper analyses expert attitudes to managing rural development in both established (EU15) and New Member States (NMS). It draws on case studies of five regions in the EU15 that have undergone, at least in some respects, successful rural development post-accession. Lessons of best practice were identified from interviews and supporting documentation, and verified / refined using a policy Delphi exercise. The results highlight the importance of creating appropriate national and regional structures to implement EU funded projects, capacity building, decentralisation, social capital and networking, and the role of “institutional memory”.

This paper surveys the main issues and controversies in the economic literature on infrastructure in developing countries. Section I reviews the evidence on the role of infrastructure in promoting economic growth. It is argued that, although infrastructure may be more important for growth than other types of capital, the exact size and form of its effect is less clear than is often assumed. Section II looks at the issue of infrastructure “needs”, estimates of which are pervasive in both the academic and policy literature. This paper seeks to develop a methodology that will be useful for rural water districts in assessing the future of their water systems infrastructure. In particular, the use of free water simulation software and publicly available data on population, roads, and terrain present rural water systems with the opportunity to analyze their existing distribution system and forecast where problems are likely to occur. Determinants of Cost Inefficiency of Critical Access Hospitals: A Two-stage, Semi-parametric Approach AgEcon

This study examines, post-conversion, cost inefficiency of Critical Access Hospitals (CAH) using a two-stage approach. While the results suggest that Medicare cost-based reimbursement and longer participation in the CAH program may increase the cost inefficiency of CAHs, the extent of this inefficiency increase is lower than what previous literature showed.
