Agriculture, Income Risks and Rural Poverty Dynamics: Strategies of Smallholder Producers in Kenya AgEcon

Poverty in Kenya has been on the increase over the last decade. It is estimated that 56% of the total population live in absolute poverty. Most of the poor reside in rural areas where agriculture is the main livelihood activity. Majority of Kenya's farmers are smallholders. They account for 75% of the total agricultural output and about 70% of marketed agricultural produce. The fate of smallholder agriculture in this country is therefore central to poverty reduction. A collapse in output and incomes from smallholder agriculture is likely to have damaging welfare effects and retard pro-poor economic growth. Potential Impact of the Kwacha Appreciation on Zambia Agriculture AgEcon

The rapid recent appreciation of the Kwacha has placed these gains at risk. The sudden strengthening of the Kwacha since November 2005 has reduced the Kwacha value of agricultural exports by 30%, forcing reductions in farmgate prices and eroding exporter profit margins. As in a classic case of Dutch Disease, large inflows of foreign exchange–whether from surging international copper prices, foreign aid or speculative financial inflows–have contributed to the strengthening Kwacha. The subsequent rapid appreciation of the Kwacha risks making much of Zambia’s export agriculture uncompetitive on world markets.

Parametric or Nonparametric Approaches to the Estimation of Marginal Cost in Dairy Production? A Comparison of Estimation Results AgEcon

This paper compares various nonparametric models for the estimation of farm specific marginal costs function in the dairy sector. Specifically, locally weighted regression approaches using theory-consistent cost function frameworks as polynomials in the nonparametric approach are applied. A comparison of average marginal cost levels as well as marginal cost distributions across farms illustrates the different approaches.

Agricultural Insurance as an Environmental Policy Tool AgEcon

This paper examines the possibility that insurance for row crops, livestock, and aquaculture can be used effectively to encourage producers to adopt practices that will improve environmental behavior. Examples of agricultural environmental insurance are provided and considered in the context of alternative policy mechanisms. The current state of agricultural insurance and the nonagricultural environmental insurance market are explored. We also lay out the characteristics of an insurable risk along with the theoretical basis of insurance provision. An empirical example of an environmental insurance design is provided, and the behavioral implications of such a design are examined. Modelling the Impact of Compulsory FMD Insurance AgEcon

This paper compares two ways of financing the combating of Foot and Mouth Disease (FMD) in the EU and uses a simulation model to determine the welfare and production implications of the two systems. The two systems analysed are (i) financing by the tax payers, resembling the system currently in place, and (ii) a compulsory insurance scheme where all costs are converted into regionally differentiated insurance premiums that are paid by the producers. The analysis indicates that welfare gains may be realised by shifting from the former to the latter financing system.

Rural development programs (RDPs) are currently envisaged as a means to foster the provision of a broad range of non-commodity outputs emanating from multifunctional rural environments. This paper presents a Contingent Valuation survey that analyses individuals’ perceptions of and willingness to pay (WTP) for the implementation of a RDP in Cantabria, Spain. Uncertainty in individuals’ preferences is explicitly acknowledged and introduced into our analytical framework. This paper analyses the impact of the 2003 CAP reform on Spanish agricultural sector in the context of the recent CAP Health Check and high food prices, using PROMAPA, a positive mathematical programming model for representative farms. The analysis compares the model results for base year 2002 to the findings for a scenario with the CAP reform measures in place, taking into account recent modifications. The effect of adopting a full decoupling scheme instead of the present partial decoupling is also studied. With the collapse of the socialist regime in East Germany in late 1989 and the rising political call for unification in early 1990, a radical and abrupt change of the institutional structure became necessary. Among others, the (agricultural) administration had to be totally restructured. This referred not only to substance, functions and tasks which had to be adjusted, similar to most other transition economies, to the market-economic and pluralistic democratic system, but also the whole administrative set-up had to be re-established in line with the West German system (territorial re-organisation). The paper examines the effects of the phenomenon of soaring world food prices in a typical Low Income Food Deficit Country (LIFDC), Nepal. Meat demand flexibilities for Tanzania: Implications for the choice of long-term investment AgEcon

This study uses the inverse almost ideal demand system (IAIDS) to estimate demand flexibilities for beef, small ruminant (sheep and goat) meat, pork and poultry in Tanzania. Own uncompensated price flexibilities were less than one in absolute value, implying that both direct and indirect induced price effect through a change in total expenditure have little impact on budget shares. Estimated scale flexibilities were all negative, suggesting that increases in income will increase the quantities of meat consumed. Production of small ruminant meat was the most attractive investment compared to other meat commodities.
