MSY objectives are being adopted as major fisheries management targets worldwide. However, in fisheries where discards account for an important share of the catches, the yield, effort, and biomass at MSY can be significantly different when accounting or not for discards and thus when, basing the yield estimations on landings or catches. Also whether accounting for a certain survival rate, of discards can lead to different MSY targets estimates. Hence, both decisions have important, implications on catch and effort reduction recommendations, and consequently on the quota, calculations for fisheries managed by quotas. The regional management of fisheries in European Western Waters ArchiMer

A survey of past and existing management measures applied to different fisheries in European Western Waters is analyzed as a typology of co-management between governments and stakeholders. Faced with increasing constraints on accessing fish stocks, management measures have evolved toward fishing rights individualization, limited access and various other specific measures. Restrictions on access have changed fishermen’s behaviour in several significant ways. A comparative analysis, based on qualitative data collected through interviews and focus groups, is developed for fisheries from the following European countries: France, Ireland, Spain and the United Kingdom. Past and existing individual harvesting rights in the four countries are reviewed and compared.

A cost-benefit analysis of improving trawl selectivity in the case of discards: The Nephrops norvegicus fishery in the Bay of Biscay ArchiMer

The Nephrops trawl fishery is one of the most important fisheries in the Bay of Biscay. The fishery management essentially relies on conservation measures, a total at I owed catch (TAC) for Nephrops together with a mini mum landing size (MLS) and minimum trawl mesh size (70 mm stretched mesh). These measures have failed to prevent high discard levels of many species that characterize the fishery. Nephrops trawlers thus discard about half of their Nephrops catches in numbers (a third in weight) of which only 30% survive. Nephrops discards mainly occur in younger Nephrops age groups below the MLS. This is a waste for the already overexploited Nephrops stock as well as for the fleet. Ensuring representative economic data: survey data-collection methods in France for implementing the Common Fisheries Policy ArchiMer

Since 2001, Ifremer has implemented an economic data collection programme (EDCP) within the Data Collection Framework of the EU. It aims to obtain economic data from a sample of vessels representative of the entire French fishing fleet. This paper presents the strategies used for vessel sampling selection in the French EDCP and its implementation over several consecutive years. The approach is illustrated by the sampling plan for the fleet in the North Sea Channel Atlantic region. We show that the EDCP allows precise economic indicators such as gross revenue or fuel costs to be estimated for the whole fishing fleet, including small vessels (< 10 m), and consequently, it facilitates sound scientific advice regarding the Common Fisheries Policy. There are two ways of assessing the costs of environmental degradation: as the costs associated with the loss of benefits resulting from the degradation of natural capital, and as the maintenance costs required to compensate for the actual or potential degradation of natural capital. The first of these methods is based on the Total Economic Value (TEV) of benefits forgone because of the depletion of ecosystem services delivered by marine biodiversity. The second method is based on the costs required to maintain a good state of marine biodiversity, one which makes it possible to deliver ecosystem services.
