Implementing Electricity Restructuring: Policies, Potholes, and Prospects AgEcon

Electricity is one of the last U.S. industries in which competition is replacing regulation. We briefly review the technology for producing and delivering power, the history of electricity policy, and recent state and international experience. We then outline the major questions facing policymakers as they decide whether, when, and how to implement restructuring. We conclude with some thoughts on the California electricity crisis and other political controversies. Although the California experience has come to define what it means for electricity markets to fail, most of the problems it raised are among those we know how to solve or prevent. A STUDY ON SUBSTITUTION AND SEQUENCING EFFECTS USING CHECK-OFF MECHANISM AgEcon

Voluntary donations to non-game species protection through state income tax checkoffs are analyzed. An analogy between the contingent valuation method and check-off scheme is drawn by observing the existence of agenda effects in the latter. Results reveal that substitution and sequencing effects exist between species protection and other public goods.

This summary is an attempt to piece together the current status of operational state-level and state-wide, i.e., regional, forecasting systems in the United States and Canada. The focus is on the operational use and design of ongoing state and regional forecasting systems and how they are developing. A Minnesota economic forecasting system is presented, finally, to highlight issues in the use of such a system for economic impact analysis and forecasting.

Matching Grants and Charitable Giving: Why People Sometimes Provide a Helping Hand to Fund Environmental Goods AgEcon

Matching grants are a prevalent mechanism for funding environmental, conservation, and natural resource projects. However, economists have largely been silent regarding the potential benefits of these mechanisms at increasing voluntary contributions. To examine the behavioral responses to different match levels, this research uses controlled laboratory experiments with generically framed instructions and introduces a general-form matching-grant mechanism, referred to as the proportional contribution mechanism (PCM). Results show that contributions are positively correlated with both the match and the induced value of the public good even when a dominant strategy is free-riding. Regulatory Impact Assessment in Developing and Transition Economies: A Survey of Current Practice AgEcon

Regulatory impact assessment (RIA) involves a systematic appraisal of the costs and benefits associated with a proposed new regulation and evaluation of the performance of existing regulations. So far, most research has been concerned with the adoption of RIA in OECD countries. The purpose of this paper is to assess the co tribution that RIA can make to "better regulation" in developing and transition economies. The results reported in this paper from a survey of RIA use in a sample of developing and transition countries suggest that a growing number of low and middle-income countries are beginning to apply some form of regulatory assessment, but that the methods adopted are partial in their application and are not systematically applied across government....

Protecting Our Homeland: Incorporating Vulnerability to Terrorism in State Homeland Security Grants AgEcon

Vulnerabilities realized following the terrorist attacks of September 11, 2001 highlight the need for the Federal government to allocate funding for the prevention and response to terrorist events based on vulnerability to terrorism. However, the funding formula used by the State Homeland Security Program (SHSP) is based on a lump sum to all states plus an incremental amount distributed by population. Therein the formula does not explicitly address varying risks across States. STRUCTURAL SHIFTS IN THE TREATMENT OF INTERGOVERNMENTAL AID: THE CASE OF RURAL ROADS AgEcon

The effects of structural shifts in the treatment of intergovernmental aid during the 1980s are tested using a sample of 1,929 rural counties with local road responsibilities. A dynamic model is used to test the hypothesis that local public officials treated intergovernmental aid differently after the Reagan/Bush policy of Fiscal Federalism was implemented. Empirical findings from the dynamic model are that federal aid was much more simulative at the end of the decade than in earlier years but the effects of state aid remained the same throughout the 1980s. These differences are attributed to a perception that federal aid is less certain and more transitory than permanent.

An Empirical Investigation of Interproduct Relationships Between Domestic and Imported Seafood in the U.S. AgEcon

This study seeks to identify interproduct relationships between domestic catfish and a representative selection of imported seafood. In doing so, this study uses multivariate cointegration and structural analyses. Multivariate cointegration analysis suggests that six imported seafood product groupings form a common market with domestic catfish. Structural analysis reveals that 1) domestic and imported catfish are net and gross quantity substitutes; 2) domestic catfish and imported seafood are normal goods; 3) six imported seafood products are identified as gross quantity substitutes for domestic catfish; and 4) according to the derived Allais coefficients, interaction intensities of imported seafood for domestic catfish (from greatest to least) are as...

Territorial brand has a social dimension reflected in the social equilibrium and measurable with social effectiveness indicators. The paper offers social effectiveness analysis of territory using investigation object “territorial and social systems (TSS)” with their further classification according to social types based on cluster analysis. This method allows the authors to distinct four social types of TSS in Sverdlovsk region in accordance with such characteristics as financial activity, quality of life, social stability and ill-being levels. The results of investigation could be useful for brand policy of territorial authorities.
