Electricity is one of the last U.S. industries in which competition is replacing regulation. We briefly review the technology for producing and delivering power, the history of electricity policy, and recent state and international experience. We then outline the major questions facing policymakers as they decide whether, when, and how to implement restructuring. We conclude with some thoughts on the California electricity crisis and other political controversies. Although the California experience has come to define what it means for electricity markets to fail, most of the problems it raised are among those we know how to solve or prevent. This summary is an attempt to piece together the current status of operational state-level and state-wide, i.e., regional, forecasting systems in the United States and Canada. The focus is on the operational use and design of ongoing state and regional forecasting systems and how they are developing. A Minnesota economic forecasting system is presented, finally, to highlight issues in the use of such a system for economic impact analysis and forecasting. |

Regulatory impact assessment (RIA) involves a systematic appraisal of the costs and benefits associated with a proposed new regulation and evaluation of the performance of existing regulations. So far, most research has been concerned with the adoption of RIA in OECD countries. The purpose of this paper is to assess the co tribution that RIA can make to "better regulation" in developing and transition economies. The results reported in this paper from a survey of RIA use in a sample of developing and transition countries suggest that a growing number of low and middle-income countries are beginning to apply some form of regulatory assessment, but that the methods adopted are partial in their application and are not systematically applied across government.... |

Vulnerabilities realized following the terrorist attacks of September 11, 2001 highlight the need for the Federal government to allocate funding for the prevention and response to terrorist events based on vulnerability to terrorism. However, the funding formula used by the State Homeland Security Program (SHSP) is based on a lump sum to all states plus an incremental amount distributed by population.
