POLAND’S ADJUSTMENT TO CHALLENGES OF CHANGING AGRICULTURAL POLICY OF THE EUROPEAN UNION AgEcon

Paper is aimed in assessment of first period of Poland’s membership in EU and covering agriculture and rural areas with the support under the Common Agricultural Policy in the context of future challenges faced by the agricultural policy. Analysis shows that accession to EU became a strong impulse for growth of the Polish food economy, however the main challenge for the Common Agricultural Policy in future, from Poland’s perspective, will be strengthening the multifunctional agriculture, i.e. territorial cohesion and positive effects of agricultural activity on natural environment.

Halving Hunger: Meeting the First Millennium Development Goal through "Business as Unusual" AgEcon
Fan, Shenggen.
In 2000, the world’s leaders set a target of halving the percentage of hungry people between 1990 and 2015. This rather modest target constitutes part of the first Millennium Development Goal, which also calls for halving the proportion of people living in poverty and achieving full employment. However, the effort to meet the hunger target has swerved off track, and the world is getting farther and farther away from realizing this objective. The goal of halving hunger by 2015 can still be achieved, but business as usual will not be enough. What is needed is “business as unusual”—a smarter, more innovative, better focused, and cost-effective approach to reducing hunger.

In today’s world, rural areas are confronted with a spectrum of changes. These changes have multiple characters, varying from changes in ecosystem conditions to socioeconomic impacts, such as food- and financial crises. They present serious problems to rural management and largely affect future perspectives of rural areas. Rural resilience refers to the capacity of a rural region to adapt to changing external circumstances in such a way that a satisfactory standard of living is maintained, while coping with its inherent ecological, economic and social vulnerability. Desarrollando mercados rurales: el rol de la incertidumbre y la restricción crediticia AgEcon

El estudio evalúa cuáles son los factores más relevantes para que un pequeño productor agrícola demande asistencia técnica con el propósito de incursionar en mercados “dinámicos”; es decir, en mercados que puedan absorber cantidades crecientes de su cultivo. Los resultados muestran que existe un segmento de productores cuya “distancia” a estos mercados no es tan significativa como para que no puedan incursionar en ellos. Sin embargo, restricciones asociadas al grado de organización de los productores, a su percepción del riesgo y a las posibilidades de acceso al mercado de crédito les impiden acceder a los beneficios adicionales que estos mercados ofrecen.

O artigo analisa a implementação dos contratos territoriais de exploração (CTE´s) na agricultura francesa. Esta modalidade de contrato foi criada em 1999, durante o Governo de Leonel Jospin, pelo Ato de Orientação Agrícola, com o objetivo de introduzir mudanças tanto no âmbito das políticas agrícolas quanto no plano das estratégias dos agricultores. This study describes organizational structure, functions, and facilities of forestry cooperatives in the United States. It evaluates their economic performance and explores current problem areas and potentials for future development. Cooperative organization provides woodland owners professional forestry assistance, in terms of forest management, marketing, and educational activities. Some cooperatives consistently provide these services at less than prevailing rates and obtain higher than average stumpage prices on a local basis. Structural Change and Agricultural Protection: Costs of Korean Agricultural Policy, 1975 and 1990 AgEcon

The economic development of South Korea is often considered a model for developing countries. We use 1975 and 1990 data in a general equilibrium framework with a highly disaggregated sector specification to evaluate the opportunity cost of its agricultural protection. We show that although agriculture's share of the gross domestic product (GDP) declined between 1975 and 1990, the cost of agricultural protection, as measured by the loss in GDP, did not fall. The larger gap between domestic and world prices for the protected sectors exacerbated the distortions in resource allocation. Simulated removal of 1990 agricultural border protection reduced the share of agricultural GDP to the level actually observed in 1996, demonstrating how protection can impede...

A fenntarthatóság jelentősége és aktualitása nem szorul különösebb bizonyításra, mert tapasztalható, hogy a természeti rendszerek körforgásának, vagy az anyagi javak újratermelésének zavarai már az emberi létezést veszélyeztetik. A vizsgálat tárgyául a Tisza-tó térsége, illetve a Tisza-tó Térségi Fejlesztési Tanácsba tömörült 73 település szolgált. Hazánkban a fenntarthatósági vizsgálatok szerepe a vidékfejlesztésben kiemelt jelentőségű. The Impact of Romania's Accession to the EU. An Analysis of the Effects of Regional Development Policy Through a Multi-regional I-O Model AgEcon

The aim of this paper is to assess the impact of labour income and employment in Romania which will be produced by rural development and structural policies defined in the proposed 2007-09 financial package related to accession to the EU. The methodology used is based on a multi-regional I-O model derived from a three-stage estimation procedure. The main results show that accession to the EU will lead to great positive effects in Romania, which vary according to the region considered. Regarding these, the Southern and the North-Eastern regions are those in which benefits tend to be concentrated. In all the regions, policy seems to be able to absorb unemployment. EU Accession has had the most impact on the agricultural sector and rural dwellers’ living conditions. Currently the first phase of EU Structural Funds benefits is coming to an end. The objective of this study is to provide an international overview on how to make use of rural development support within the new EU Member States. It also seeks to determine the importance of rural development in national development programmes, and the nature of measures intended to improve the quality of rural life, and whether these can possibly mesh with the objective indicators of agriculture.
