The Helpdesk of European Evaluation Network for Rural Development supported by a group of external experts has prepared a Working Paper on ”Capturing the impacts of Leader and measures to improve the Quality of life (QoL) in rural areas”. The working paper provides methodological support for evaluators, managing authorities and other interested parties. O artigo analisa a implementação dos contratos territoriais de exploração (CTE´s) na agricultura francesa. Esta modalidade de contrato foi criada em 1999, durante o Governo de Leonel Jospin, pelo Ato de Orientação Agrícola, com o objetivo de introduzir mudanças tanto no âmbito das políticas agrícolas quanto no plano das estratégias dos agricultores. This study describes organizational structure, functions, and facilities of forestry cooperatives in the United States. It evaluates their economic performance and explores current problem areas and potentials for future development. Cooperative organization provides woodland owners professional forestry assistance, in terms of forest management, marketing, and educational activities. Some cooperatives consistently provide these services at less than prevailing rates and obtain higher than average stumpage prices on a local basis. Main objective of this paper is focusing on local institutions and their ability to effectively respond to local needs in designing and implementing rural development policies. The main unit of analysis is the Province of Grosseto. In this area a great number of public national and regional programmes provided for development funds during the last decade. The Province tried to co-ordinate these funds according to some strategy, but the real success in doing so is unknown and, more important, the driving forces and the conflicts/alliances which permitted this co-ordination have been explored.
