FROM GLOBAL COMPETITION TO REGIONAL GOVERNANCE; NEW PARADIGMS FOR REGIONAL POLICY IN THE 1990S AgEcon
Maki, Wilbur R..
The purpose of this paper is to present some elements of one or more paradigms for assessing a region's economic growth prospects and related infrastructure requirements. These concerns are central to a regional policy that offers guidance for individual decision makers of local governments and their resident populations. A paradigm for regional policy is a model of regional structure and activity that provides a basis for understanding and foresight about regional growth and change. It is a framework for well-targeted infrastructure investments, vigorous and sustained capacity-building, and continuing efforts in intra-regional cooperation. Critical infrastructure for globally-competitive business enterprise includes air transportation and the accompanying...

Linkages between poverty and sustainable agricultural and rural development in the uplands of Southeast Asia AgEcon
Zeller, Manfred; Beuchelt, Tina; Fischer, Isabel; Heidhues, Franz.
Most of the upland areas of Southeast Asia are characterized by insufficient infrastructure, low productivity in smallholder crop and animal production, mounting environmental problems such as soil and forest degradation and loss of biodiversity, increasing population pressure, and widespread poverty, particular in rural areas. While some upland areas in South East Asia have been experiencing considerable progress during the past twenty years, others have stagnated or even declined with respect to economic, social and environmental objectives of development. The purpose of the paper is to describe major trends regarding sustainable development in the upland areas of selected countries in South East Asia, and review explanatory approaches for the observed...

Policies, Natural Resource Governance and Local Development AgEcon
Massuanganhe, Israel Jacob.
The role that agriculture should play in economic development has been recognised for years. In recent years, concern has been expressed over rising agricultural and food prices. The world market prices for major food commodities have risen sharply to historic highs of more than 60 percent above levels just two years ago. Many factors have contributed to the rise in food commodity prices. Some factors reflect trends of slower growth in production and more rapid growth in demand that have contributed to a tightening of world balances of grains and oilseeds over the last decade. Other factors that have added to global food commodity price inflation include the declining value of the US dollar, rising energy prices, increasing agricultural costs of...

DECOMPOSIÇÃO DOS FATORES DE CRESCIMENTO PRÓ-POBRE: EVIDÊNCIAS PARA A ZONA RURAL BRASILEIRA AgEcon

HOW SUCCESSFUL ARE BR&E IMPLEMENTATION EFFORTS? A FOUR-STATE EXAMPLE AgEcon
Morse, George W.; Ha, Inhyuck.
For several years, Business Retention and Expansion professionals have pointed out that BR&E visitation programs appear to be relatively successful until it comes time to implement the plans developed in the BR&E visitation program. At the implementation stage, however, there have been very mixed reports. A number of articles have documented the benefits of BR&E visitation programs. Yet, none of these have examined the implementation of the strategic plans developed by BR&E visitation programs. Few communities would undertake the program if they did not expect to see some action on their plans. Likewise, few state agencies or universities would continue to support BR&E educational efforts if the BR&E programs do not implement...

Adoption of Conservation Agriculture Technologies by Smallholder Farmers in the Shamva District of Zimbabwe: A Tobit application AgEcon
Chiputwa, Brian; Langyintuo, Augustine S.; Wall, Patrick.
Conventional agricultural practices such as the use of the moldboard plough are no longer sustainable due to their extensive soil degradation effects. As a panacea, several Conservation Agriculture (CA) technologies have been promoted to improve soil structure and water conservation. However, adoption of these technologies has been resisted by smallholder farmers and identifying causes of the low adoption rates to facilitate intervention strategies remains a challenge to development practitioners. Using data from 100 farmers, this paper uses a Tobit application to assess the underlying factors important in determining farmers’ adoption of zero-tillage, crop rotation and contour ridging technologies. Empirical results suggest that adoption and use intensity...

Economic Growth in the Philippines: A Spatial Econometrics Analysis at the Provincial Level, 1991 – 2000. AgEcon
Pede, Valerien O.; Huelgas, Zenaida M.; Villano, Lorena; Garcia, Cornelia; McKinley, Justin D.; Mohanty, Samarendu.
Investigating the determinants of economic growth remains a long research tradition in the economic growth literature. Most studies in this literature have tried to link economic growth and different economic factors using either neoclassical growth theories or endogenous growth approaches. These studies apply these growth theories to identify the factors responsible for the observed differences/disparities between regions or countries. While early studies focused on cross-country analyses, the recent most studies consider regions or sub-national entities as unit of analysis. This has raised the question of whether theories developed for cross-country analysis could be automatically applied for regional or sub-national analysis. Given the profound...

Farmers' Subjective Valuation of Subsistence Crops: The Case of Traditional Maize in Mexico AgEcon
Arslan, Aslihan; Taylor, J. Edward.
Shadow prices guide farmers' resource allocations, but for subsistence farmers growing traditional crops, shadow prices may bear little relationship with market prices. We econometrically estimate shadow prices of maize using data from a nationally representative survey of rural households in Mexico. Shadow prices are significantly higher than the market price for traditional but not improved maize varieties. They are particularly high in the indigenous areas of southern and southeastern Mexico, indicating large de facto incentives to maintain traditional maize there.

Poverty Reduction during the Rural-Urban Transformation - The Role of the Missing Middle AgEcon
Christiaensen, Luc J.M.; Todo, Yasuyuki.
As countries develop, they undergo a structural transformation from agriculture to manufacturing and services as well as a spatial transformation from rural to urban. Historically, this process has been far from uniform across countries, with some fostering rural diversification out of agriculture and others undergoing rapid agglomeration in mega cities. This paper examines whether the nature of these transformations (rural diversification versus agglomeration in mega-cities) affects the rate of poverty reduction. Using cross-country panel data for developing countries spanning 1980-2004, it is found that migration out of agriculture into the missing middle (rural nonfarm economy and secondary towns ) is strongly associated with poverty reduction, while...

Integration Effects in Border Regions - A Survey of Economic Theory and Empirical Studies AgEcon
Niebuhr, Annekatrin; Stiller, Silvia.
Border regions and border effects currently attract a lot of attention in political practice and economic research. Substantial interest in regions located along the frontiers of integrating countries is predominantly inspired by the presumption that their specific geographic position might cause peculiarities in economic adjustments to integration. This survey explores whether economic theory and empirical studies support the assessment that integration effects concentrate in border regions. Economic theory alone allows only very vague conclusions about the spatial effects of integration. Depending on specific circumstances, border regions might benefit, lose or not be affected by integration. Empirical research on border regions - undertaken so far -...

Changing Food Purchasing and Consumption Habits among Urban Middle-Classes in Hyderabad AgEcon
Lohr, Kerstin; Dittrich, Christoph.
This preparatory case study provides an overview on the issue of changing food purchasing and food consumption habits among urban middle-classes in the South Indian emerging mega-city of Hyderabad. It analyses how food purchasing and dietary habits in this specific urban stratum are subject to profound changes due to increasing spending capacity and changing lifestyles in the context of economic liberalisation and globalisation processes. Another objective of the study examines health aspects of the changing food consumption habits. While nutrition research previously focused on the serious problem of undernutrition- related nutrient deficits, recent data shows that overweight and nutrition-related chronic diseases are more and more becoming serious...

Pastoral Communities in Nigeria: Another Case of Marginalisation AgEcon
Aderinoye-Abdulwahab, S.A.; Adefalu, L.L..
The study which was conducted in rural communities of Kwara State, Nigeria set to uncover how pastoralists‟ families cope with their livelihoods when their husbands have gone grazing with the cattle. It examined the social and financial coping strategies of their families through Focus group discussions and interviews with pastoralists, their wives and some extension agents. The findings revealed that the pastoralists live in marginalised conditions and they lack access to social services needed to boost their living conditions. The study recommended increased social networks by government and agricultural bodies to improve on the livelihoods of these people.

Tourism and the Construction of Community Boundaries in a Galilee Kibbutz AgEcon
Grossman, Ronit.
The mounting focus on the tourist industry by kibbutzim in the last decade, calls for an assessment of the implications of tourism development on the life of kibbutz members and the changes in the local identity and boundaries. In the present study, based on anthropological fieldwork, identity and structural changes in one kibbutz are placed in the context of local tourism development. The core of the article is the description of two celebrations to which tourists were invited to celebrate the festivities together with the kibbutz members. These celebrations from different periods of kibbutz life and stages of development of the tourism project, shed light on the changes occurring in the local identity and boundaries.

Women's Cooperatives and their Contribution to the Local Development of the North Aegean Region, Greece AgEcon
Vakoufaris, Hristos; Kizos, Thanasis; Spilanis, Ioannis; Koulouri, Maria; Zacharaki, Anna.
In the last twenty years Greece has witnessed the emergence and establishment of women’s cooperatives, a form of productive agricultural cooperatives. This paper explores their importance and their contribution to local development. Evidence is presented for an island region, the North Aegean. Personal interviews, using structured questionnaires, were conducted with the chairwomen of all the region’s cooperatives in order to obtain an insight into their structure and dynamics. According to the findings of this study, women’s cooperatives are characterized by substantial potential on the one hand and by serious drawbacks on the other. The economic performance of the cooperatives is satisfactory, while the use of local resources and ‘know how’ contribute to...

Natural Resource Dependence in Rural Mexico AgEcon
Lopez-Feldman, Alejandro; Taylor, J. Edward; Yunez-Naude, Antonio.
The relationship between poverty and natural resources is complex and the empirical evidence to date, mostly from studies of forest activities and poverty, is inconclusive. The main purpose of this paper is to empirically identify the effects of household characteristics and of inequality at the village level on natural resource extraction and dependence. To do so we use data from the Mexico National Rural Household Survey (ENHRUM). Our results show that in rural Mexico natural resource extraction is predominantly an activity carried out by poor households. The same is true for dependence. We also show that there are important differences across Mexico in terms of both participation and dependence on resource income. These differences are most evident...

Is the Protected Designation of Origin (PDO) Policy Successful in Sustaining Rural Employment? AgEcon
Bouamra-Mechemache, Zohra; Chaaban, Jad.
This paper seeks to establish whether public agro-food interventions like food quality labels contribute or not to the promotion of rural employment. To this end, the paper uses original longitudinal firm and plant level datasets on the French cheese industry to assess the impact of the Protected Designation of Origin (PDO) label on rural employment. The data is used to test the impact of the PDO label on equilibrium market structure in the downstream cheese processing segment, and to establish backward linkages this segment has on upstream plant-level employment and the number of dairy farmers. Our results show that the PDO label has increased the equilibrium number of firms at the national level, because the introduction of this label has created market...

Poverty and Distribution: Twenty Years Ago and Now AgEcon
Kanbur, Ravi.
This paper adopts the “Rip Van Winkle” stratagem, of asking what differences would be noticed, in the domain of poverty and distribution, by someone who fell asleep in 1987 (the year I published my paper on poverty in the IMF Staff Papers, and woke up only in 2007 (the year I visited the IMF to work on the present paper). I highlight, somewhat idiosyncratically, ten such differences under three broad headings: Facts and Empirics, Concepts and Theory, and Policies and Interventions.
