Abstract: The objective of this work was to compare uni- and multivariate biometric methods to evaluate the adaptability and stability of an important group of white oat (Avena sativa) cultivars grown in Southern Brazil. The used experimental design was a randomized complete block, in a factorial arrangement of 12 environments x 7 cultivars, with three replicates. The analysis of variance and the methods of Eberhart & Russel, Annicchiarico, and the harmonic mean of the relative performance of predicted genetic values (MHPRVG) were assessed. In the general comparison of the methods, the 'UPFA Gaudéria' and 'URS Guapa' genotypes were more stable regarding grain yield. This article demonstrates that when finite lifetime is introduced in a Lucas (1988) growth model, the environmental policy may enhance growth both in the short- and the long-run, while pollution does not influence educational activities, labor supply is not elastic and human capital does not enter the utility function. This is because finite lifetime and the appearance of newborns at each date creates a turnover of generations which disconnects the aggregate consumption growth to the interest rate. Watershed Development Programmes (WDPs) in India were conceived as tools for correcting the regional imbalances in agricultural development created by Green Revolution, through investments in soil and water conservation (SWC) and natural resource management (NRM) in rainfed areas. The object of this paper is to analyze, in a general equilibrium setting with four markets, the efficiency of a biofuel subsidy policy. The analysis takes into account environmental externalities associated both with the production and the consumption of biofuels, as well as associated with the production of agricultural raw material. Our preliminary numerical results, applied to the biodiesel subsidy policy in France, first show that this policy increases the utility of the representative consumer compared to the laissez-faire solution. The same policy action leads, however, to an increased level of agricultural and GHG emissions, in comparison with the laissez-faire solution. |

This paper examines the possibility that insurance for row crops, livestock, and aquaculture can be used effectively to encourage producers to adopt practices that will improve environmental behavior. Examples of agricultural environmental insurance are provided and considered in the context of alternative policy mechanisms. The current state of agricultural insurance and the nonagricultural environmental insurance market are explored. We also lay out the characteristics of an insurable risk along with the theoretical basis of insurance provision. An empirical example of an environmental insurance design is provided, and the behavioral implications of such a design are examined. Use of chemical inputs such as pesticides have increased agricultural production and productivity. However, negative externalities, too, have increased. The externalities include damage to the environment, agricultural land, fisheries, fauna and flora. Another major externality has been the unintentional destruction of beneficial predators of insects which has led to a virulence of many species of agricultural pests. Mortality and morbidity among agricultural workers, especially in developing countries from exposure to pesticides, are also common. Este trabalho visa contribuir com este debate identificando a relação entre desmatamento e variáveis indicativas do uso de solo, tais como a área plantada com as principais culturas, o rebanho bovino e as taxas de variação destas entre 2001 e 2006 em cada município do estado. The considerable difficulties associated with cross-border environmental management are compounded when polluters are unlicensed micro-enterprises such as auto repair shops and traditional brick kilns; such "informal sector" firms are virtually impossible to regulate in the conventional manner. This paper describes an example of an innovative and promising approach to the problem: the Cd. Juarez Brickmakers' Project, a private-sector-led, binational initiative aimed at abating highly polluting emissions from Cd. Juarez's approximately 350 informal brick kilns. The lay of the policy land for addressing and managing environmental risk includes the hillock of the precautionary principle, the mountain of the practice and ethics of monetary valuation, and the tectonic plates of real-world innovations in markets and trading exchanges for nonmarketed environmental goods. This paper offers an overview of these contemporary and as yet unresolved issues and asks how each might be addressed in disparate environmental risks such as lightning, climate change, and severe weather.
