The analysis of the situation and perspectives on food security in Sub-Saharan Africa shows a growing gap between consumption and nutrition needs and food availabilities at the national, household and individual levels. The frailty of gains of productivity in food production and import capacities constitutes a major constraint to the realization of food security in the region. Throughout Africa, per capita food production has been declining since the early 1960s. Cameroon has sought to counter this trend by increasing agricultural productivity through research and extension. In order to establish future investment priorities, policy makers need to know if past agricultural research investments have earned sufficient returns to justify continued funding. Further, national experiences need to be compared to see if returns varied across programs, and in cases where they did, explanations need to be sought to discover why these variations exist. This paper explores how Zambia's policy and organizational environment has shaped the development, spread, and more recently, the disadoption of maize technology. It also traces the political motivations that drove the establishment of the policy and organizational framework supporting maize production and impeded the efficient operation of the parastatal-managed marketing system. Options facing Zambian policy makers for increasing food production under evolving political and economic conditions are discussed in the light of these experiences.

Recommendations on Sample Design for Post-Harvest Surveys in Zambia Based on the 2000 Census AgEcon

The Central Statistical Office (CSO) has been conducting the annual Zambia Post-Harvest Survey (PHS) for many years. The current sampling frame for this survey is based on the census supervisory areas (CSAs) and standard enumeration areas (SEAs) defined for the 1990 Zambia Census of Population and Housing. A new listing of households is conducted in the sample SEAs each year for selecting the sample households. Although this is still a representative sample of households, changes in the population distribution during the past decade have made the 1990 sampling frame for the PHS less efficient. This paper describes an arrangement where a producer undertakes certain steps in the production process done by individuals working in their own homes in Thailand. The paper also provides a description of how this system operates in four different industries, presents survey data on people engaged in subcontracting work, evaluates the subcontracting system, and determines the advantages and disadvantages of its operation.

One objective of this paper is to examine the trends and changes in crop production before and after the implementation of the partial market liberalization policies starting in the early 1990s. Another objective of the paper is to assess agricultural production performance and its implications for household food security. These issues are examined on the basis of the Crop Forecast Survey (CFS) data, Post Harvest Survey (PHS) data, Central Statistical Office (CSO) price data, data from the Agricultural Market Information Centre (AMIC) at the Ministry of Agriculture, Food and Fisheries (MAFF), and other data.

The objective of this paper is to present a framework and process that can be used by Ethiopians for strategic planning in the cereals system, to highlight the most important constraints to increased productivity and identify critical investments to alleviate them. The paper uses the framework to take a "first cut" at identifying major constraints and opportunities, and areas requiring further research, drawing on findings from a rapid appraisal of major food surplus and deficit areas.
