Pessimists on globalization claim that liberalization of markets allows multinational corporations free reign, constraining local autonomy and precipitating a "race to the bottom" that will endanger recent democratic gains. The optimists see the end of dirigiste economic models as favorable for political liberalization, envisioning foreign direct investment (FDI) as one way in which to transfer wealth to poor societies, leading to democracy. The most recent literature assesses this debate using FDI flows. We believe that FDI stocks is a superior variable, and captures the underlying idea of "saturation point" better. This paper is an essay in political economy. It defines globalization and discusses its key role in economic development over the past two centuries as well as today. Globalization may have broadened markets, thereby affecting the nature of competition within those larger markets, or it may have simply introduced more trade or foreign direct investment to existing markets. One conclusion is that there is no global market for high value food, or for any particular high value food. This study examines the change over time in agricultural congressional market power and production concentration using the Herfindahl-Hirschman Index and concentration ratios. Results indicate that the number of congressional districts representing the production of several crops has declined substantially and that greater concentration within crop and livestock variables has occurred.

Complex assessment of poverty using composite indicator AgEcon

The article deals with measuring poverty whereas poverty is considered to be a multidimensional phenomenon and is represented by various dimensions. It aims to propose a methodical instrument for complex evaluation of poverty and the differences in poverty among the EU Member States. This instrument is also appropriate for regional comparison among the regions of Czech Republic. Methodical instrument on the basis of composite indicator has been suggested and it has been verified on selected poverty indicators. The introduction of decoupled direct payments in the EU was a substantial change of the Common Agricultural Policy (CAP) in 2003. After decoupling direct payments from production, it has become evident, that distributional objectives are the major justification of farm payments. There are three facets: the distribution of payments among farmers within member states, the distribution of payments among member states, and the distribution of household incomes within member states. The Political Economy of Agricultural Protection: Europe in the 19th and 20th Century AgEcon

Important changes took place in agricultural policies in Europe in the 19th and 20th century. The dramatic nature of the changes are illustrated by two years, a century apart: 1860 and 1960. In the 1860s European nations agree on a series of trade agreements which spread free trade across the continent. In the 1960s European nations conclude an international agreement which spreads heavy government intervention and protection against imports across the continent. This paper reviews the nature and the causes of these dramatic changes in agricultural and trade policies, from the beginning of the 19th century to the second half of the 20th century, when agricultural policies are integrated in (what is to become) the European Union.

When are Private Standards more Stringent than Public Standards? AgEcon
Vandemoortele, Thijs.
Retailers’ private standards are increasingly important in addressing consumer concerns about safety, quality and social and environmental issues. Empirical evidence shows that these private standards are frequently more stringent than their public counterparts. I develop a political economy model that may contribute to explaining this stylized fact. I show that if producers exercise their political power to persuade the government to impose a lower public standard, retailers may apply their market power to install a private standard at a higher level than the public one.

The armed conflict over economic and political power in Colombia has led to the massive displacement of people living in the areas of violence. The design of appropriate policies of prevention, assistance, and resettlement requires improved information on the determinants and effects of displacement. The Determinants of the Brazilian Farm Prices AgEcon

The findings presented in this paper come from our study of the effects of Brazilian macroeconomic policy on the Brazilian Farm [product] Price Index using an adapted version of Frankel’s (1986 & 2006) theoretical model. The study examined the connection between Brazilian farm prices and external variables (worldwide importation of agribusiness products, international commodity prices, and foreign real interest rates) and between Brazilian farm prices and domestic variables (GDP, the real exchange rate, and local interest rates).

We present a general model of two players contest with two types of efforts. Contrary to the classical models of contest, where each player chooses a unique effort, and where the outcome depends on the efforts of all the players, contestants are allowed to reduce the effort of the opponent. Defence increases one’s chance of winning while attack annihilates the defence of the opponent. This model has many applications like political campaigning, wars, competition among lobbies, job promotion competitions, or sport contests. Tariff-Rate Quotas, Rent-Shifting and the Selling of Domestic Access AgEcon

Tariff-rate quotas (TRQs) have replaced quotas at the end of the Uruguay Round. We analyze TRQs when a foreign firm competes against a domestic firm in the latter’s market. Our benchmark is the strategic rent-shifting tariff. We show that the domestic price-equivalent TRQ is a better instrument welfare-wise, as it can extract all of the rents from the foreign firm. We show that different pairs of within-quota tariff and quota can support full rent extraction. The implication is that reduction of the former and enlargement of the latter, holding the above-quota tariff constant, may have no liberalizing effects. The MODERE, the Ministry of the Environment Irrigation Decision Model, is a simulation tool which uses mathematical programming methods to reveal the implicit multiattribute objective function lying behind the observed cropping decision. The model takes different criteria such as profit maximization, risk aversion, avoidance of management complexities and so forth into account. Minority rights play a significant role in development policy, especially within inhomogeneous societies. The justification of minority rights is linked to the justification of human rights. The study develops elements of a new typology of minorities against the background of the question of legal claims of minorities and groups. This typology can become part of a mechanism to decide which type of minority may make justified claims to special rights.

A feature of the research contribution of Konrad Hagedorn is his proposals for the integration of economic, social and political dimensions of agricultural policy. His wholistic approach involves, in part, an extension of new institutionalism to public policy. This article identifies a number of difficulties that arise in choosing public policies for regulating externalities generated by agricultural activity.
