This publication provides an overview of developments and future prospects from the perspective of public policy support and market growth. EU agricultural and food policies continue to have a significant impact on the development of organic farming not only in the EU-28, but also across Europe influencing market trends in EU Candidate and Potential candidate countries as well as countries within the European Free Trade Association (EFTA). Divided into three sections the publication firstly assesses the latest developments in EU organic food and farming policy, secondly it considers case studies of organic farming policy in action both in the EU and other European countries and finally it provides a detailed overview of organic farming and market... |

On national as well as on EU level, research funds should be directed substantially towards organic farming in order to improve the economic and ecological performance of organic farming. The impact of research funds is very high in this field of food production, because, as yet, the potential of organic farming has been scarcely tapped by research. Integrating organic farming research into conventional research structures means disintegrating organic farming itself. Therefore, special attention should be given to how research activities are organised. National or regional centres of competence (hubs) are needed in order to provide and maintain an appropriate quality of research. These hubs can be organised as real or virtual centres. Organic agriculture continues to develop dynamically in Europe. In most countries the organic area is on the increase and the market continues to grow. This positive development is also due to several policy support measures; such as funding under rural development programmes, legal protection, action plans as well as support for research and advice The organic sector, represented by the EU Group of the International Federation of Organic Agriculture Movements (IFOAM EU Group), plays an important role in the development of organic food and farming in Europe. |

Organic agriculture in Belarus began to develop later in comparison even with other post-soviet countries. The main barriers were absence of organic legislation and certification, lake of financial support for organic farmers, administrative system of management in agricultural sector. During last 5 years, NGOs ware main actors in the field of organic farming development. In cooperation with international NGOs they organized seminars, published books, brochures, provided information for all stakeholders via web-page, articles in mass-media. We encourage Belarusian farmers to use organic farming methods and support them. First producers started certification process accordingly with EU legislation 3 years ago. The first marketing study of consumers’... |

The country reports presented in this section provide a snapshot in time of the prospects in different countries as well as outlining the diversity of European organic farming and markets. This section builds on the information and analysis in Chapter 5, with reports from over 30 countries. The reports begin by summarising the key indicators for 2012, from developments in the area of agricultural land under organic production and the number of different organic operators to the latest information on the organic market and trade. In addition the authors observe the sector’s current highlights and history, key institutions, production base and the market for organic products. The reports also consider the application of organic standards, legislation and... |

Characteristics models have been found to be useful in many areas of economics. However, their empirical implementation tends to rely heavily on functional form assumptions. In this paper we develop a revealed preference approach to characteristics models. We derive the necessary and su¢ cient empirical conditions under which data on the market behaviour of heterogeneous, price-taking consumers are nonparametrically consistent with the consumer characteristics model. Where these conditions hold, we show how information may be recovered on individual consumer’s marginal valuations of product attributes. In some cases marginal valuations are point identi…ed and in other cases we can only recover bounds. Where the conditions fail we highlight the role which... |

The transition to 100% organic feed ingredients for organic livestock is expected to take effect from January 1st 2020 in Europe. In order to contribute to the goal of 100% use of organic and regional feed for monogastrics, this knowledge synthesis “Feeding monogastrics 100% organic and regionally produced feed“ aims to describe: • the protein need for organic monogastric animals (pigs, layers and broilers), including different breeds and rearing conditions • different protein feed resources, mostly new or not commonly used protein sources, their nutrient content, production prerequisites, and their potential feeding value • small-scale, on-farm equipment for feed processing • different feeding strategies. The knowledge synthesis should enable... |

This paper analyses the institutional development of organic food and farming from 2004 to 2012 in six European countries: Austria, Bulgaria, Czech Republic, Estonia, Hungary and Romania. Based on document analysis and expert interviews with key informants on organic farming development in each country; similarities and differences in the development of the organic sector were analysed to evaluate if countries gaining accession to the EU at different times undergo similar organic sector development. Furthermore, the development of the organic sector was explored against the background of increasing involvement of the mainstream agricultural sector in organic farming development. To conclude, the uptake and support of organic farming by mainstream... |

In Europe today, organic agricultural land, operators4 and markets5, in almost all countries, continue to develop and grow. Furthermore in a global context Europe continues to be a forerunner in organic agriculture. This positive development in Europe and in particular in the European Union (EU) is due to a number of reasons, including strong consumer demand, legal protection and requirements for organic production and labelling as set out in EU and national legislation, and the development of private organic standards. In addition, policy support measures, such as conversion and maintenance payments for organic production and other relevant measures, provided for in most countries under the Common Agricultural Policy (CAP), Rural Development Programmes... |
