NATURE'S BLESSING OR NATURE'S CURSE: THE POLITICAL ECONOMY OF TRANSITION IN RESOURCE-BASED ECONOMIES AgEcon

This paper analyses the reform progress made in the energy-rich states of the Commonwealth of Independent States (CIS), Azerbaijan, Kazakhstan, Turkmenistan and Uzbekistan (AKTU for short) and contrasts their development to that in the resource-poor countries at the CIS periphery. The main argument of the paper is that far from being a blessing that would have allowed energy-rich countries to cushion the impact of reforms and thus make faster progress, energy rents have often been wasted or appropriated by the ruling elites. Progress in key structural reforms has in some cases lagged even behind other CIS countries and significant policy challenges need to be addressed if natural resource wealth is not to turn into a curse for the region.

AGRI-ENVIRONMENTAL MEASURES ADOPTION: NEW EVIDENCE FROM LOMBARDY REGION AgEcon

As a consequence of the ‘greening’ process of the Common Agricultural Policy (CAP) the demand for evaluation of actual agri-environmental measures (AEMs) calls for a deeper analysis of this policy instrument implementation. The idea behind this paper is that farmers’ willingness to participate is a necessary but not a sufficient condition in explaining the AEMs local uptake. Specifically, we test whether AEMs adoption depends both on farms and farmers’ characteristics, and on the local political and institutional framework, as well. Discriminating between genuine farmer incentive and attitude towards AEMs from the role played by the local institutional environment, appears a crucial step toward a better understanding of agri-environmental schemes....

THE SINGLE PAYMENT SCHEME IN THE IMPACT ASSESSMENT OF THE CAP "HEATH CHECK" AgEcon

Based on the comprehensive Impact assessment of potential changes to the CAP that accompanied the HC legal proposals tabled by the Commission on 20th May 2008, this paper focuses on the impact analysis of options for adjustment of the Single Payment Scheme. It is put in evidence the distributional implications of the current SPS models as well as the link between the payment distribution with structural variables. Open issues that lead to the need of adjusting the system are also presented. The economic impact of alternative options are analysed based on Eurostat, audit, and microeconomic data. Past Performance Evaluation in Repeated Procurement: A Simple Model of Handicapping AgEcon

When procurement contracts are awarded through competitive tendering participating firms commit ex ante to fulfil a set of contractual duties. However, selected contractors may find profitable to renege ex post on their promises by opportunistically delivering lower quality standards. In order to deter ex post moral hazard, buyers may use different strategies depending on the extent to which quality dimensions are contractible, that is, verifiable by contracting parties and by courts. Economic Analysis of U.S. Immigration Reforms AgEcon

In January 2004, President George Bush proposed the creation of a temporary worker program to allow more migrant workers to enter the US legally. This new temporary worker program would be open to undocumented workers in the US, as well as to prospective migrants currently residing abroad. The program would temporarily allow immigrants to fill jobs that, according to employers, would otherwise go unfilled at the current wage. The US Congress vetoed the presidential proposal, however, and requested a stricter enforcement of immigration law and the consequent deportation of undocumented immigrants. Policy Innovation and Institutional Capacity Building: Putting Market-Based Instruments Into Practice in South Australia AgEcon

As market-based instruments (MBIs) become a buzzword, there is an emerging expectation among policy makers and natural resource managers that MBIs should be more widely adopted. However, without the change of existing ideas and institutions, governments tend to continue to use the default regulatory and voluntary instruments. This paper provides an overview of policy instruments and the general expectations about the instrument choice when governments face policy implementation. Although it does not provide specific choice of individual instruments, some key issues and opportunities are identified for the wide adoption of MBIs in South Australia for sustainable NRM and economic development.

Profits and Politics: Coordinating Technology Adoption in Agriculture AgEcon

This paper examines the political economy of coordination in a simple two-sector model in which individuals' choice of agricultural technology affects industrialization. We demonstrate the existence of multiple equilibria; the economy is either characterized by the use of a traditional agricultural technology and a low level of industrialization or the use of a mechanized technology and a high level of industrialization. Relative to the traditional technology, the mechanized technology increases output but leaves some population groups worse off. We show that the distributional implications of choosing the mechanized technology restrict the possibility of Pareto-improving coordination by an elected policy-maker, even when we allow for income redistribution.

A Dialectical Approach to Social Restructuring and Technical Change in Greek Agriculture AgEcon

This paper investigates the dialectic between social restructuring and technical change within the transition to capitalism in Greek agriculture. Contrary to neo-populist interpretations, it is argued that capitalism has developed considerably, and that technical change has played a major role in the process of class differentiation and capitalist development. A SPATIAL ECONOMETRIC STAR MODEL WITH AN APPLICATION TO U.S. COUNTY ECONOMIC GROWTH, 1969–2003 AgEcon

Spatial regression models incorporating non-stationarity in the regression coefficients are popular. We propose a spatial variant of the Smooth Transition AutoRegressive (STAR) model that is more parsimonious than commonly used approaches and endogenously determines the extent of spatial parameter variation. Uncomplicated estimation and inference procedures are demonstrated using a neoclassical convergence model for United States counties.

The present paper considers briefly some conceptual issues associated with, the measurement of protection and presents estimates of the level of protection received by a number of Australia's rural industries. It then discusses briefly some factors relevant to the interpretation of these measures, particularly in making comparisons between protection accorded to agriculture and that accorded to secondary industry. A jövő alakításában pedig mi magyarok is részt veszünk. Kivételes lehetőség tehát, hogy hazánk adottságai (erősségek, gyengeségek) alapján határozott agrárorintációt fejezzen ki, s ennek fő törekvéseire építse az ország KAP-álláspontját. Decentralization has the potential to improve the accountability of government and lead to a more efficient provision of public services. However, accountability requires broad groups of people to participate in local government. Thus, voter turnout at local government elections is an important component of government accountability.
