We report results of an analysis of the attribution of relative responsibility across the stages of the food chain for ensuring food safety. Specifically, we identify perceptions of the share of the overall responsibility that each stage in the food chain has to ensure that the meat people cook and eat at home does not cause them to become ill. Results are reported for two groups of stakeholders: consumers and farmers, and for two types of meat: chicken and beef. Lack of access to nutritious and affordable food has become an important public policy issue in the U.S.: various interest groups are seeking to reverse a trend whereby certain areas lack larger, full-service grocery stores that provide “higher” quality foods. Based on game-theoretic findings suggesting that lack of food access can be an equilibrium outcome, we specify a model relating access to higher quality food stores to a vector of supply and demand factors, using seven years of county-level data for the contiguous U.S., and a constrained generalized ordered logit estimator. Estimating the panel gravity model with bilateral pair and country-by-time fixed-effects separately for each seafood product, we found that food safety regulations have differential effects across seafood products. In all three industrialized markets, shrimp is most sensitive, while fish is the least sensitive to changing food safety policies. The enforcement of the US HACCP, the EU Minimum Required Performance Level and the Japanese Food Safety Basic Law caused a loss of 90.45%, 99.47%, and 99.97% to shrimp trade in these markets, and a reduction associated with fish trade was 66.71%, 82.83%, and 89.32%. |

This paper analyses the effects of the Common Agricultural Policy (CAP) on gross transfers over time and across regions. Depending on the type of instrumentation to support agriculture, the volatility of gross transfers differs. While assistance arising from market price supports, regarded as independent from the world market levels, fluctuates intertemporally, direct payments are constant. Empirical findings for the CAP show a reduction of the transfer volatility on grain markets. For beef and veal this effect is not significant, because price support is still large in these markets. This report discusses the potential for procurement of food aid in local/regional markets to improve the effectiveness of response to food emergency victims. The paper examines the relevance of local/regional procurement (LRP) to donors and the rationale for using it, reviews LRP’s efficiency relative to in-kind food aid and to local prices in the markets in which it occurs (focusing on Africa), proposes a classification of risks involved in LRP, discusses a range of potential LRP modalities, and closes by proposing a framework of guiding principles, information systems, and operational procedures for responsible and effective LRP. |
