The Action Paper will be the main working document for the 21th Session of the IOC Committee on IODE. It includes (i) the draft introductory text that will be used for the summary report of the Meeting; (ii) (in yellow text boxes) the decisions requested from the Committee; (iii) draft recommendations and resolutions; and (iv) resource requirements. The emphasis of the meeting was placed on bigeye tuna (Thunnus obesus), but a number of the conclusions and recommendations reached apply equally to all tropical tunas. A review of fisheries and available data confirmed that both longline and purse seine fisheries for bigeye tuna have been expanding rapidly over the current decade. There are however major gaps in catch and effort data available, in particular major longline fleets operating from Indonesia and several eastern Indian Ocean ports and some which are engaged in illegal, unregulated and unreported (IUU) fishing. At the end of 1999 there were 233 offshore oil and gas fields in production in the West African region between Angola and the Ivory Coast. These fields currently produce some 3.1 million barrels of liquids per day. The region thus bears itself well in comparison with other shallow water areas of the world such as the North Sea and South East Asia. But it is the immense promise of the giant deepwater 'elephant' fields that is fuelling the current boom in exploration and development in the region and raising the levels of investment coming into it. |

The cooperative versus non-cooperative management of the South African west coast hake stock is explored using game theoretic modelling in conjunction with an age-structured model. The age-structured model is used to produce a physical flow account for input into national resource accounts. Between 1989 and 1998, the average catch of hake on the west coast was 92000 tons, most of which was harvested by the demersal trawl sector. Relations between coastal countries and fishing fleets from non-adjacent countries changed radically in the 1970s and early 1980s. This was primarily a consequence of the declaration of exclusive economic zones (EEZs) by many coastal states in the years leading up to the close of the negotiations of the United Nations Convention on the Law of the Sea (UNCLOS) in 1982.
