Le programme d’observation des marées au débarquement, appelé « ObsDEB », contribue à l’estimation de l’effort de pêche et des captures des flottes de pêche françaises. Il vise tout particulièrement les flottilles de petite pêche côtière et procède à la collecte des informations requises selon un plan d’échantillonnage adapté à chaque région suivie. Ce rapport est le Rapport annuel de Convention DPMA-Ifremer 2015 et présente les estimations 2014 des efforts de pêche et des productions dans les régions Méditerranée continentale, La Réunion, Martinique, Guadeloupe et Guyane. |

Many sectors such as the fishery show classic examples of technological lock-in and path dependence, even though some economists might predict smooth switching toward technologies that are more cost effective and sustainable. We use ideas from the evolutionary economics and public choice literatures to explain why trajectories of technological change, especially in fisheries, may not be smooth at all, but rather punctuated. Based on challenges and bottlenecks initially identified for each of the case studies covered by the SUCCESS project, the report reviews and analyses initiatives taken by producers to improve their competitiveness and sustainability. Fishing activities have a significant role in socio-economic base for a few coastal areas. In this respect, fleets operating mainly in coastal fisheries deserve a special interest due to their narrow links with the home base. However, coastal fleet activities are not very known, restricting the capacity to deliver a diagnosis on their economic viability. This article suggests an assessment of the influence and the economic performance of the coastal fleets in Brittany. Results show similar economic performances for coastal units compared to offshore units. The report presents a survey of marine related activities in France and an assessment of their economic weight in terms of value added and employment estimates. A brief outline of the recent past and present economic situation of these activities, and of their position on international markets is given. The survey presents the commercial sector, including marine resource exploitation, manufacturing activities and services, followed by the public sector, including the Navy, state intervention at sea, coastal environment protection and marine sciences. Thirty French fleets fishing primarily in the Bay of Biscay were defined based on techno-economic input criteria: i) 18 fishing gear or gear combinations ii) the location of fishing grounds visited during a year (<12 nautical miles from coast, beyond 12 nm or both) and iii) total vessel length (<20 m for trawlers and other gears <24 m). The fleets were then characterised in terms of horse power, economic dependence on a list of nine dominant commercial species (sole, Nephrops, sea bass, hake, monkfish, anchovy, cuttlefish, sardine and squid) and their contribution to the landings of these species from the Bay of Biscay. The identikit of Breton fishing in 2004 can be drafted through a few figures: 1,537 vessels in activity, 315,000 kW of nominal engine power, 7,053 sailors on board, 302,000 tonnes of catches (not including algae), about 466 million euros in profit. However, this global data does not take into account an essential characteristic of this activity: its great diversity. This latter can be declined based on different criteria. According to portfolio theory applied to fisheries management, economic returns are stabilised by harvesting in a portfolio stocks of species whose returns are negatively correlated and for which the portfolio economic return variance is smaller than the sum of stock specific return variances. Also, variability is expected to decrease with portfolio width. Using a range of indicators, these predictions were tested for the French fishing fleets in the Bay of Biscay (Northeast Atlantic) during the period 2001–2009.
