In its Progress Report on Biofuels the European Commission proposes a more restrictive biofuel directive which sets a mandatory minimum share of biofuels in total fuel consumption in the transport sector of 10% per Member State by 2020. This is likely to have a strong impact on demand for biofuel inputs such as plant oils, cereals and sugar beet. To analyze the effects of this proposal on land use and agricultural markets, an extended version of the partial equilibrium model ESIM of the European agricultural sector is developed and applied which covers the production of and demand for biofuels. WHAT CAN TURKEY GAIN FROM FULL AGRICULTURAL MARKET INTEGRATION WITH THE EU WITHOUT BEING A MEMBER? AgEcon

Turkey established a customs union (CU) with the EU in 1996, which excludes agricultural products. This article analyses the effects of an inclusion of agriculture in the CU as well as alternative policy options on the Turkish agricultural sector. To this aim, a comparative-static, partial equilibrium model of the Turkish agricultural sector is developed. The complete liberalisation of the agricultural sector leads to significant comparative static welfare gains of about €670 million compared to the continuation of current policies. For most products an inclusion of agriculture in the CU leads to similar results as the complete liberalisation of agricultural trade.

Decoupling of direct payments can be expected to have complex effects and the net effect on crop and fodder acreage is unclear. A literature review reveals that various simulation models uniformly project a decline of the cereal and silage maize acreage as well as ruminant production in the EU-15 in the course of decoupling of direct payments. In contrast, model results are mixed with respect to the direction of the decoupling effect on oilseed and pasture as well as voluntary set aside area. The model type is not found to have a systematic effect on model results. EU imports of oranges are restricted not only by ad valorem tariffs but also by the entry price system establishing a minimum import price. In addition, the EU applies a comprehensive system of trade preferences. The hypothesis of this paper is that, in contrast to its complexity, the effectiveness of the EU import system for oranges is low with respect to its goals, i.e. protecting EU producers and creating imports from preference receiving countries. The comparison of import prices for oranges from extra-EU countries with the EU entry price shows that the former are about 40% higher than the latter on average. Turkey's Accession to the EU: What Will the Common Agricultural Policy Cost? AgEcon

At the EU Council in December 2004, European heads of governments will decide on a potential date for the start of EU accession negotiations with Turkey. Various recent analyses assess the cost of applying the Common Agricultural Policy of the EU (CAP) to Turkey without taking into account the specific structure of the agricultural sector in Turkey, which would determine the receipts from EU funds. This paper assesses potential budgetary effects resulting from the application of the CAP to Turkey, if Turkey should accede in 2014. Due to their complexity, especially private industry standards are often expected to have a negative impact on agricultural export sectors in developing countries. The Development and Future of EU Agricultural Trade Preferences for North-African and Near-East Countries AgEcon

The EU recently completed negotiating a series of Association Agreements with Mediterranean countries. Trade preferences for agricultural goods granted under these Agreements, as well as under former arrangements, are analyzed by calculating the value of preference margins at several stages in the evolution of preferences. The total value of preference margins for all countries covered was about €130 million under the agreements of the mid-1970s and increased by 48 per cent until 1995; by 2000 this value declined by about 14 per cent due to reduced EU MFN tariffs. Farm level effects of EU policy liberalization: Simulations based on an EU-wide agricultural sector model and a supply model of the German agricultural sector AgEcon

The impact of sectoral or economy wide policy scenarios is often of strong political and public interest, yet it is a scientific challenge. When analyzing different levels of aggregation, the use of single models may not be sufficient. In this paper we establish an interface between the European Simulation Model (ESIM) and the Farm Modelling Information System (FARMIS). The linkage of the two models allows us to quantify adjustment processes both at the sectoral level and at the farm group level for the German agricultural sector. This document describes the Israeli Social Accounting Matrix (SAM) for the year 2004, developed by the Agricultural and Food Policy Group at the University of Hohenheim. The SAM is a part of a larger research project which aims to analyse several economic, trade, and labour policies in the context of economic integration of agriculture between Israel and the West Bank. EU Trade Preferences for Moroccan Tomato Exports--Who Benefits? AgEcon

The EU applies a complex system of preferences for tomato imports from Morocco. Quantities are fixed and serve as entry price quotas and tariff rate quotas at the same time. This paper provides empirical evidence of i) the existence of an economic rent under the EU preferential scheme for tomato imports from Morocco of about €24-36.5 mill. per year, and ii) the distribution of that rent. Due to the structure of the Moroccan export sector as well as the EU method of allocating import licenses, it is likely that a large part of the quota rent ends up at the Moroccan side and that a dissipation of the rent in physical rent-seeking activities is limited.
