In the past decade, systematic conservation planning tools have been increasingly and successfully used to set spatial conservation plans that meet quantitative protection targets while minimizing enforcement and socioeconomic costs. However, when applied to fisheries, systematic conservation planning fails to account for (1) changes in fleet dynamics induced by new conservation constraints and their associated feedbacks on conservation costs or (2) their influence on fish population dynamics and distributions, which may in turn alter the achievement of conservation targets. Spatio-seasonal explicit simulation models can predict the impact of spatial management measures on marine fish populations and fishing activities. As fisheries are complex systems, fisheries simulation models are often complex, with many uncertain parameters. Insights from genetic and demographic connectivity for the management of rays and skates ArchiMer

Rays and skates have no larval phase hence population connectivity can only result from active  movement of individuals. Using thornback ray (Raja clavata) in European waters as a case study, demographic  and genetic connectivity were studied for 11 putative populations for unequal population abundances and two  hypotheses of dispersal rates. Under the Landing Obligation (LO) fishers will need to reduce or land fish that were previously discarded. In this chapter we look at how they might be able to do that by summarising a number of studies conducted in various European regions. We start by describing a series of “challenge” trials where fishers tried to reduce their discards by whatever (legal) means they thought best. In some cases, they were able to reduce unwanted catches, in others they were less successful. We also interviewed fishers not involved in the trials to ask them what they thought they could do. To assess the likely economic outcomes to fishing fleets of the Landing Obligation (LO), bioeconomic models covering seven European fisheries, ranging from the North East Atlantic to the Mediterranean, have been applied to estimate the economic performance of fleets before and after implementing the LO. It is shown that for most of the analysed fisheries, their economic outcome will be negatively affected in the long term by the LO, when compared to the expected outcome with no LO.
