New Zealand legislation sets standards for water quality. Nitrogen leaching from dairy effluent compromises these standards, with the consequent move being toward land‐based effluent disposal. The cost of this to the dairy sector was estimated and a Computable General Equilibrium (CGE) model (GTAP) was used to investigate the impact of additional production costs on NZ’s dairy export trade. Two scenarios were analysed: first, NZ acts unilaterally in imposing water quality regulations, second, the other principal dairy exporters act in a similar fashion. Changes in trade patterns vary from insignificant to large, depending on the scenario analysed. |

In New Zealand the Resource Management Act 1991 has put standards in place regarding surface and ground water quality. Nitrogen leaching from dairy effluent compromises these standards; consequently the nation-wide aim is to have all dairy farms operating land-based effluent disposal. An estimate has been made of the cost of this to the New Zealand dairy sector. An Applied General Equilibrium approach (GTAP) is used to look at the possible impact of these additional production costs on New Zealand’s dairy export trade. The introduction of cross-compliance mechanism in the European Union with its 2003 CAP-reform might affect the costs of production and thus competitiveness of the EU. Little evidence is available to asses the costs of compliance with regulations and it implication for trade. In this study a farm level competitiveness analysis of the impacts of the Nitrate Directive and the Identification & registration Directive focuses on the dairy sector in Germany, France, Italy, Netherlands and UK (within EU), and the US and New Zealand (outside EU).
