This paper evaluates the degree of integration between the world market and the major European marketplaces of frozen and canned tuna through both vertical and horizontal price relationships. Spatial linkages are investigated horizontally in order to estimate the connection between the European market and the world-wide market on the primary stage of the value chain. One of the key results is the high level of market integration at the ex-vessel stage, and the price leadership of yellowfin tuna over skipjack tuna. The same approach is applied at the ex-factory level. Basically, the European market for final goods appears to be segmented between the Northern countries consuming low-priced canned skipjack tuna imported from Asia (mainly Thailand) and the... |

The general purpose of assessment is to provide decision-makers with the best valuable data, information, and predictions with which management decisions will be supported. Using case studies taken from four scientific projects and dealing with the management of marine bivalve resources, lessons learned allowed identifying some issues regarding assessment approaches. The selected projects also introduced methodological or institutional frameworks: ecosystem approach to aquaculture (EAA), system approach framework (SAF), marine spatial planning (MSP), and valuation of ecosystem services (ES). The study on ecosystem services linked ES to marine habitats and identified ES availability and vulnerability to pressures. The results were displayed as maps of... |

The report presents a survey of marine related activities in France and an assessment of their economic weight in terms of value added and employment estimates. A brief outline of the recent past and present economic situation of these activities, and of their position on international markets is given. The survey presents the commercial sector, including marine resource exploitation, manufacturing activities and services, followed by the public sector, including the Navy, state intervention at sea, coastal environment protection and marine sciences. A summary gives an overall estimation of marine value added and employment. |

Ecosystem services assessments are increasingly being used to inform marine policy and planning. These assessments involve significant time, effort, and expertise. It is important at the outset to determine which of many ecosystem services should be quantified and which measures of ecological output, economic impact, or value should be assessed. Furthermore, the literature shows that in practice such assessments are unevenly applied and rarely used effectively in decision-making processes. We develop a structured decision-making approach, called a triage, to assess what types of ecosystem services should be assessed to improve the uptake and usefulness of such information in marine planning. Two case studies, in France and the United Kingdom, provide... |

This paper describes the building of an integrated simulation tool based on a systems approach, and its contribution to local political discussion of the mitigation of microbiological contamination of the water in a coastal area. Local management schemes view water quality as a high-priority environmental objective. In practice, how far this objective is achieved depends on trade-offs between the costs of improved water treatment facilities and the acceptable impacts of water contamination. An in-the-field experiment in collaboration with local managers was carried out in the Thau lagoon on the French Mediterranean coast during the SPICOSA (Science and Policy Integration for Coastal System Assessment) project, from 2007 through 2011. It consisted of... |

While economic valuation of ecosystem services (ES) is widely acknowledged as a tool to support decision-making processes, studies have also shown that there exists a literature blindspot on the effective use of economic valuation (Laurans et al. 2013; Marco ne and Mongruel 2014). The VALMER project seeks to bridge this gap between theory and practice by looking at how ecosystem services assessment (ESA) can support marine management and planning. Natural scientists, economists and marine environment managers from various institutions undertook ESAs in six pilot sites over the two sides of the Channel. The objectives of this paper are to share some results of two French ESAs, and to discuss issues and perspectives of ESAs from a marine management... |

An Ecosystem Service Approach (ESA) is increasingly advocated for use in both environmental management and academic applications. However, despite extensive conceptual development, there are still very few examples of the effective use of the ESA for operational management. This contribution reports on the field application of the ESA at six marine and coastal case study sites. Each case study demonstrates a variation on an interdisciplinary approach to translate complex natural science data into ecosystem service terminology, and then explores the usefulness of this information in a management context. From these experiences 6 key recommendations are made to aid the future application of the ESA: (1) Invest resources in collective planning of ESA; (2)... |

Most marine aquaculture activities remain strongly dependent on coastal ecosystems. In the case of shellfish farming, this dependency is related mainly to water quality and to the various ecological interactions resulting from the dynamics of coastal food webs. Such ecological constraints have influenced the overall evolution of blue mussel farming in the Mont-Saint-Michel Bay, leading producers to negotiate collective arrangements regarding production capacity and techniques and to develop production strategies at the farm level. This article presents an analysis of the location choices of mussel farmers in the Mont-Saint-Michel Bay based on an empirical investigation conducted in 2002. A typology of farms with respect to their land structure is developed... |

Cooperation between the social and natural sciences has become essential in order to encompass all the dimensions of coastal zone management. Socio-economic approaches are increasingly recommended to complement integrated assessment in support of these initiatives. A systematic review of the academic literature was carried out in order to analyze the main types of socio-economic assessments used to inform the coastal zone management process as well as their effectiveness. A corpus of 1682 articles published between 1992 and 2011 was identified by means of the representative coverage approach, from which 170 were selected by applying inclusion/exclusion criteria and then classified using a content analysis methodology. The percentage of articles that... |

This short paper presents the approach which has been implemented in France for estimating the costs of ecosystem degradation in the context of the Marine Strategy Framework Directive (MSFD). Among the possible approaches, forgone benefits assessment or maintenance costs assessment, France decided to use the latter. The paper contains an introduction, a section which explains how to choose an economic approach coherent with the MSFD rationale, a section which exposes the methodology developed for implementing the approach, and a section on the main results. |

The contribution of soft institutional change to improve freshwater governance in the coastal zone will be examined. Freshwater management seeks to reduce losses due to overexploitation of the common-pool resources provided by river catchments and their associated ecosystems. Due to the complexity of the governance system, improving the performance of one coastal social-ecological system means searching for the appropriate “soft” institutional change. In the Pertuis Charentais region, increasing scarcity of freshwater in summer threatens the health of the coastal ecosystem and the sustainability of human activities, which depend on the use of natural resources. The allocation of freshwater among competing uses or concerns is a core issue for integrated... |
