This is the final report for Defra Project OF0159. The Organic Conversion Planner (OrgPlan) is a computer program for farmers and advisors reducing the time input necessary for planning a conversion to organic farming. Conversion planning can help to identify whether organic management is suited to the farm and potential problems during the conversion period itself. This involves an assessment of the current situation of the farm, based on which proposals for an organic 'target (endpoint)' can be developed. In a world where more and more organic products are mass produced, and where most consumers have little – if any – contact with the organic farmers who have produced their food, many people feel that the underlying principles of the organic movement are coming under threat. According to our research consumers are mostly interested in additional ethical attributes like “higher animal welfare standards”, “regional/local production” and “fair producer prices” and they are willing to pay more for organic products which are produced following these higher standards. Organic and in-conversion land area in the EU-15 has grown in 2002 to approximately 5.1m hectares and 3.6 per cent of utilisable agricultural area on 165,500 holdings. In this period land area grew by an estimated 10 per cent with increases in the number of farms at 6 per cent. The EU Commission has recognised the importance of organic farming in encouraging more environmentally farming methods has taken further steps to improve policy support. A consultation for the development of an EU Action Plan for organic farming took place during 2002 and the publication of further steps is expected at the end of 2003. This paper argues that the systematic complexity of agriculture requires a methodological pluralism, and that case studies, used hitherto as an ad hoc and exploratory approach, might be developed as a rigorous and appropriate investigational tool in their own right, with particular relevance for the organic sector. It provides a review of the main outlines of the approach and illustrates its application in the context of marketing initiatives and their impact on rural development processes. It concludes that important insights into how and why policies work can be obtained from a comparative case study framework, which cannot be wholly obtained from other approaches. |

We report a social science study of farmers’ experience of transition towards agroecological approaches in the UK with the aims to (i) identify motivations, challenges and opportunities encountered, together with the perceived benefits and disadvantages associated with the transition and (ii) gain an understanding of individuals’ trajectories in context, including social, economic, biophysical, cultural and psychological dimensions. Der Beitrag schildert die Entwicklung und politischen Rahmenbedingungen des ökologischen Landbaus in der EU, wo er in den letzten Jahren aufgrund einer Reihe von Faktoren stark zugenommen hat. Politische Maßnahmen in den Bereichen direkte Flächenförderung zur Umstellung und Beibehaltung des ökologischen Landbaus, staatlich anerkannte Richtlinien und Förderung der Marktstruktur, Regionalentwicklung, Beratung und Forschung werden betrachtet. Dabei zeigt sich, dass einzelne Maßnahmen entgegengesetzt wirken können. In einigen Ländern wurden gute Erfahrungen mit integrierten Aktionsplänen gemacht, ein Weg, der jetzt auch auf europäischer Ebene diskutiert wird und auch in Zukunft dem ökologischen Landbau günstige Rahmenbedingungen schaffen könnte. |

This report describes the attitudes of converting and conventional producers in England to organic production. In 2000, a telephone survey was conducted of farmers in three groups: those who were converting, those who had contacted OCIS but decided not to convert, and a random sample of conventional farmers. The majority of converting farmers gave concerns about agrochemicals and fears about the future profitability of conventional farming as their main reasons for going organic. Marketing was not seen as an obstacle to conversion. We have recently been involved in an EU project which is looking at farm accountancy cost estimation, the FACEPA (Farm Accountancy Cost Estimation and Policy Analysis of European Agriculture) project. Our part of this project was a relatively small section but very interesting as it involved looking at costs of production for a variety of organic products across several EU countries. The main products considered were milk, wheat and potatoes and the countries were UK, Denmark, Sweden, Poland, France, Italy, and Netherlands. The data were obtained for the year 2006 and all currencies were converted to Euros for ease of comparison. The CORE Organic pilot project ‘Farmer Consumer Partnerships’ aims to strengthen the partnership between producers and consumers through better communication. Values are at the centre of organic farming. The paper examines ethical concerns that are important to consumers, producers and other stakeholders in relation to organic farming practice and how this relates to current standards and the four IFOAM principles of health, ecology, fairness and care. Most concerns can be categorised under four headings but important issues are cross cutting.
