Environmental constraints and aquaculture development ArchiMer
Paquotte, Philippe; Bailly, Denis.
Aquaculture is an economic activit y which is characterised by a great dependence on environmental conditions. Therefore, aquaculture development is subdued to institutional context which defines the rules for use and conservation of natural resources. This paper analyses the impact of marine environment regulations on economic operating of aquaculture enterprises and on industrial d ynamics. Because aquaculture enterprises use common goods, an economic approach of aquaculture has to take into account not only the relations between enterprises and environment, but also the relations between the enterprises themselves, through production externalities. In this study, several economic tools are considered in order to incite enterprises to integrate parr of...

Project analysis and market analysis, two complementary tools to help aquaculture fit demand : the cases of scallop and sea-bass ArchiMer
Paquotte, Philippe.
Despite its youth, aquaculture is faced with market difficulties which make profitability of the activity more and more difficult to reach. Time is long gone when the price ofsome top-grade sea products was very high and the demand seemed limitless. In a context of uncertainty concerning economic conditions, institutional rules and characteristics of the demand, it is very important to have tools to facilitate decision-making by investors, bankers, entrepreneurs, researchers and public-policy makers. The first tool we propose is the market analysis. This is necessary to check adequacy between supply and demand. It is aimed at describing the present state of the market for a range of products (origin, characteristics, seasonality, volume and price) in order...

Recirculation is it viable ? Is it insurable ? ArchiMer
Paquotte, Philippe.
Recirculation techniques in aquaculture exist and are applied at an industrial scale in sea-bass, sea-bream and turbot rearing for sho rt (incubation, larval rearing, weaning) or long (broodstock) rearing phases whatever the biomass. Experiments are carried out by IFREMER in partnership with producers and equipment makers to develop super intensive fish production in closed system. From the economic viewpoint, recirculation makes it possible to reduce fingerling production cost while it is still unknown in the case of ongrowing. From the insurance viewpoint, recirculation will make risk appraisal and risk m anagement easier. [NOT CONTROLLED OCR]

Lacroix, Denis; Paquotte, Philippe.

Fleury, Pierre-gildas; Paquotte, Philippe.
This report is a technical and financial analysis of a project of a shellfish farm in open sea which diversifies with the implementation of a scallop activity. It lays out first the technical description of the project, its size and the choice of rearing standards. After the working out of investments, operating costs and expected receipts, the analysis deals with the marginal profitability of the scallop activity and the financial consequences of its implementation in the farm. Then, there is a discussion on the sensitiveness of the results to the variations of the technical and economic parameters and on different possible rearing strategies

Intensive marine fish farming in the Mediterranean islands : present state and perpectives ArchiMer
Paquotte, Philippe; Lacroix, Denis.
Due to favourable environmental conditions and political will, marine fish farming has developed recently around the Mediterranean. The Mediterranean area is characterised by a large number of islands which are extremely diversified from geographical, political or socioeconomic point of views. As a matter of fact, it turns out that almost a third of the Mediterranean fish farming production comes from these islands which have proven to offer good conditions for the development of that new activity. The reasons why somany enterprises have been established on islands are very diverse. Taking advantage of good environmental conditions is the most common motivation, since islands are usually less submitted to constraints due to town extension, industry...

Houel, S; Falguiere, Jean-claude; Paquotte, Philippe.
The availability in interesting sites and the zootechnical performances of tropical fish are two impo rt ant assets in favor of the development of fish farming in the Caribbean islands. This repor presents a technical and financial analysis of red drum farming projects in floating cages in Martinique(French West Indies). This project analysis makes it possible to compare the economic feasability of a small-scale production system with that of a semi-industrial one submitted to different technical constraints. The main criteria of the project analysis are the profitability of the funded capital, the financial feasability during the buildup period, the profitability at a steady state and the cost price. Production costs are hi gher in the the small-scale...

Paquotte, Philippe.
After a period of high growth in the 1970s and the early 1980s up until 1985-a record year with 838 000 tonnes (FAO data)-, landings are now on the decline and did not total more than 750 000 tonnes in 1988. Production in continental waters represents one-fourth of total production. States in southern Brazil provide three-fourths of landings but only half of their value because the states in the north-east (Nordeste) compensate the relatively low volume of their catches with the high market value of the fished species. Industrial fishing represents 60% of landings and is particularly developed in the south while, in the Nordeste, artisanal fishing prevails (40% of landings) and is most often done using non-motorised vessels. The main obstacles to fisheries...

Aquaculture : activité économique déconcentrée ou intégrée ArchiMer
Paquotte, Philippe.

Paquotte, Philippe; Harache, Yves.
In a general context of low progression, European aquaculture has been characterized by the development of intensive fish farming. The most notable fact is the recent increase in intensive salmonid farming, with a turnover of almost two million ECU. More recently, the intensive farming of sea bass and sea bream has increased very rapidly in the Mediterranean Basin, although on a more reduced extent. Although research has started as soon as the seventies with a strong public incentive both for salmon, sea bass and sea bream, the development of these different types of aquaculture has not been done at the same pace. Some elements of sectorial dynamics are analysed such as research planning and financing, organization of the production and public policy. For...

Organisation of the production in aquaculture : a comparison between eastern Europe and western Europe ArchiMer
Paquotte, Philippe.
For Eastern European countries which have limited coastlines or have not access any more to foreign fishing zones in Africa or Asia, aquaculture is a major issue in aquatic products supply. Following the political and economic transformations which have occurred since 1989, the fish farming production has been decreasing in most of countries of the former Eastern bloc. Meanwhile, many enterprises have been restructured and new forms of organisation production have appeared. The transition from State-owned status to private entrepreneurship is not realised at the same pace in all the countries, but is a general trend. Not only the producers have to adjust to this new economic context, but they have to shift from production-driven to market-driven behaviour....

Paquotte, Philippe.
In the framework of French-Brazil co-operation, the French Institute of research for exploitation of the sea (IFREMER), the State of Bahia and the company Littoral Sul Maricultura have developed a new technique for shrimp farming (Penaeus vannamei) using floating cages. After trials carried out during three years, this technique turns out very interesting from several viewpoints. The growth speed and the survival rate are very good, the negative effects on the environmental quality are weak and local fishermen have proved eager to adopt this technique as a part-time activity. In the same time, a technico-economic analysis, using a computerised simulation tool, as well as a market analysis in the State of Bahia have been carried out in order to assess the...

Ferlin, Philippe; Michel, Alain; Paquotte, Philippe.
On a global scale, aquaculture produced around 17 million tonnes in 1991, compared with 11 million tonnes in 1985 and 6 million tonnes in 1975. Since the beginning of the 80s, this production increased by an average of 7.5% per year in volume, and more than 13% in value. This amount represents only 17 tonnes of the global volume of sea and fresh water products, but more than 25% of its value. On a worldwide scale, water products account for an important part of the animal product supply in human food. For example, aquaculture accounts for a larger part than ovine production and represents around 5% of the world's animal protein supply. Aquaculture is an activity that is still booming from a technological development point of view and should be one of the...
