Improving the Impact of Market Reform on Agricultural Productivity in Africa: How Institutional Design Makes a Difference Abstract: This paper reviews the emerging empirical record of agricultural marketing policy reform and agricultural productivity, drawing from research on food access and agricultural productivity supported by USAID’s Africa Bureau on seven countries in West, Eastern, and Southern Africa. We also examine key factors constraining past and future performance of the food systems in these countries. The paper concludes by identifying a set of policy issues for further consideration that would help provide the investment incentives to promote productivity growth for the millions of low-input semi-subsistence rural households in the region.

This paper aims to identify the geographic extent of major staple food market sheds in West Africa as well as the major trade corridors that link surplus producing areas with the deficit markets they serve. The method employed combines data on the spatial distribution of rural and urban population, maps of differing food staple zones, crop production data and consumption patterns as described in an array of recent household surveys to map major urban food markets as well as principal surplus production zones. This chapter focuses on how changes in the rules regarding who could compete in rice milling in the ON combined with technological change in rice production and new macro-economic policies (particularly the CFA franc devaluation) to lead to a transformation of rice production and marketing in the ON. The chapter also pays particular attention to the synergies between technological changes in rice production, the introduction of new marketing and macroeconomic policies, and the evolution of institutions governing rice production in the ON on the transformation of agriculture in this region of Mali.

The African Growth Opportunity Act (AGOA) provides preferential access to Africa's products in US markets. While proponents expect that AGOA will expand Africa's exports to the US, opponents argue that such increases are unlikely, particularly regarding agricultural exports. This paper offers new empirical evidence that is inconclusive regarding the impact of AGOA on African exports to the US.

This paper briefly examines how social capital affects overall economic growth processes and individual firm development, both positively and negatively, in low- and middle-income countries. The paper discusses how the concept of social capital is related to simple economic growth models and to the analysis of economic networks these countries. The degree to which social capital can substitute for or complement other forms of capital investment is examined. The paper concludes with suggestions for future research and policy analysis by agricultural economists in this area. Keywords: social capital, economic development, marketing networks

Recent studies have shown that agricultural research can have high payoffs in Africa, but impact depends on how well technology fits with evolving needs and capacity in the agricultural sector and the rest of the economy. Structural adjustment policies (e.g., market liberalization, currency devaluation) and political change are transforming user demands for new technology and the economic environment in which technology must perform. The challenge is how to design agricultural research as a strategic input to promote broad-based economic growth, structural transformation, and food security in the increasingly market-driven, but fragile, economies of Africa.

Poor child health and nutrition persist throughout West Africa. This research analyzes the impact of key economic variables, including income, education and background characteristics, on child health and nutrition across nine different countries. The results are interpreted in the context of differing levels of economic development among these nations. The findings do not show wealth and parental education to be robust across the sample, but maternal background characteristics have a positive, statistically significant and highly consistent effect across all the countries. There is no improved seed-fertilizer technology available that can generate the needed growth in agricultural production in Sub-Saharan Africa to meet food demand by the rapidly increasing population. This paper identifies factors associated with inland valley swamp rice farmers' decisions to adopt "improved" varieties and/or fertilizer. To achieve this objective, input-specific logistic models were estimated using survey-generated data collected from a random sample of 221 rice plots (one per farmer) selected from a purposive sample of 12 Mali-Sud bas-fond villages during the 1995-96 cropping season.
