Dynamics of policy networks. The case of organic farming policy in the Czech Republic Organic Eprints
Moschitz, Heidrun; Hrabalova, Andrea; Stolze, Matthias.
To better understand the potential for successful and long-term establishment of environmental policy, the aim of this paper is to explore the network dynamics of a policy field that has become well established in the EU: organic farming. We look at the dynamics of the organic farming policy network in the Czech Republic over a period of ten years by applying a comparative formal network analysis. We focused in particular on the distribution of power between actors and how capacities of policy actors have evolved between 2004 (its year of accession to the EU) and 2014. We conclude that the organic farming policy network in the Czech Republic has been highly dynamic and has changed from one that was decidedly influenced by organic sector organizations to a...

Consumer concerns regarding additional ethical attributes of organic food Organic Eprints
Zander, Katrin; Hamm, Ulrich; Freyer, Bernhard; Goesssinger, Katharina; Naspetti, Simona; Padel, Susanne; Stolz, Hanna; Stolze, Matthias; Zanoli, Raffaele.
In a world where more and more organic products are mass produced, and where most consumers have little – if any – contact with the organic farmers who have produced their food, many people feel that the underlying principles of the organic movement are coming under threat. According to our research consumers are mostly interested in additional ethical attributes like “higher animal welfare standards”, “regional/local production” and “fair producer prices” and they are willing to pay more for organic products which are produced following these higher standards. This gives producers the opportunity to differentiate their products in the organic market. When communicating these additional ethical attributes of organic food producers must take care to use a...

Using social network analysis to evaluate the impacts of the research: on the transition to organic farming in the Camargue Organic Eprints
Quiédeville, Sylvain; Barjolle, Dominique; Stolze, Matthias.
This paper evaluates the relevance of undertaking a Social Network Analysis (SNA) to better understand the role played by the network of actors during innovation processes as well as validate stakeholders’ views on actors’ relationships in a case study on the transition to organic farming in the Camargue territory (South of France). The SNA method is part of a set of methods that forms an approach that was developed to evaluate ex-post the impacts of agronomic research in the framework of the European research project IMPRESA. The analysis particularly confirms, through the indicator of Betweenness, the growing role played by INRA (French National Institute of Agronomic Research) in the network and its contribution to the transition to organic...

Governance Structures for the Multifunctionality of Agriculture in the EU - Bottom-up View of Local Stakeholders in Europe Organic Eprints
Schader, Christian; Stolze, Matthias.
The multifunctional character of agriculture has gained increasing attention in both policy and research over the last few years. The most relevant policy initiative for the programming period 2000-2006 in terms of multifunctionality is Council Regulation (EC) No 1257/1999, while LEADER+ is of particular interest due to its innovative approach to governance (Schader and Stolze, 2005a). In order to improve governance structures it is necessary to find out what the governance situation is at the regional level and what regional stakeholders think about the multi-level governance system. So far, there is little empirical evidence regarding the way local stakeholders perceive governance processes in the EU in terms of rural development. The aims of this study...

The societal demand for multifunctionality – priorities from the perspective of regional stakeholders Organic Eprints
Schader, Christian; Stolze, Matthias; Moschitz, Heidrun.
In order to foster a multifunctional agriculture that is adapted to the societal demand, the preferences of the regional population for functions provided by agriculture have to be identified. This demand, however, is difficult to measure economically, since multifunctionality is partly concerned with public goods. Our study aimed at identifying the societal demand for economic, ecological and sociocultural functions of agriculture and the underlying reasons within the framework of multifunctionality. Therefore, methods which can measure several functions at the same time and which include also qualitative information in addition to revealing Willingness-to-pay (WTP) values were regarded as most appropriate. For our research question, we opted for an...

Effects of garden management practices, by different types of gardeners, on human wellbeing and ecological and soil sustainability in Swiss cities Organic Eprints
Home, Robert; Lewis, Olivia; Bauer, Nicole; Fliessbach, Andreas; Frey, David; Lichtensteiner, Stéphanie; Moretti, Marco; Tresch, Simon; Young, Christopher; Zanetta, Andrea; Stolze, Matthias.
Gardens have effects on the local ecology as well as on the wellbeing of the gardener, but few studies have attempted to study gardens using both ecological and social outcome variables. The aim of this exploratory study is to address this research gap by identifying the characteristics of gardens and the management practices of gardeners that enhance the outcomes of gardening, which we separate into three dimensions: human wellbeing, biodiversity, and soil quality. Data were collected from 18 gardens in Zurich, Switzerland and a typology of gardeners was dentified, which included ‘conservationist’, ‘functional’, ‘minimumeffort’, ‘child-friendly’, and ‘aesthetic’ gardeners.

Impacts of feeding less food-competing feedstuffs to livestock on global food system sustainability Organic Eprints
Schader, Christian; Müller, Adrian; El-Hage Scialabba, Nadia; Hecht, Judith; Isensee, Anne; Erb, Karl-Heinz; Smith, Pete; Makkar, Harinder P.S.; Klocke, Peter; Leiber, Florian; Schwegler, Patrizia; Stolze, Matthias; Niggli, Urs.
Increasing efficiency in livestock production and reducing the share of animal products in human consumption are two strategies to curb the adverse environmental impacts of the livestock sector. Here,we explore the roomfor sustainable livestock production by modelling the impacts and constraints of a third strategy in which livestock feed components that compete with direct human food crop production are reduced. Thus, in the outmost scenario, animals are fed only from grassland and by-products from food production. We show that this strategy could provide sufficient food (equal amounts of human-digestible energy and a similar protein/calorie ratio as in the reference scenario for 2050) and reduce environmental impacts comparedwith the reference scenario...

Participatory guarantee systems: organic certification to empower farmers and strengthen communities Organic Eprints
Home, Robert; Bouagnimbeck, Hervé; Ugas, Roberto; Arbenz, Markus; Stolze, Matthias.
Participatory guarantee systems (PGS) can provide guarantees to consumers while avoiding the entry barriers of third-party certification. This study investigates farmers’ motivations for, and experiences and outcomes from, participation in PGS. Interviews with 84 farmers from seven countries were analyzed in light of empowerment theory and social process theory. The results suggest that participation in PGS can empower farmers by basing their activities on long-lasting social processes and connection to their communities. Combining tradition and bottom-up collaboration within local level social structures enables PGS to overcome their challenges and ensure their future as an alternative system to third-party certification.

Direct payments coupled to labour force – socio-economic consequences to organic farming – Organic Eprints
Stolze, Matthias.
Discussion Labour input on organic farms in Switzerland and Germany is on average 20% higher than on comparable conventional farms (Offermann and Nieberg 2000). Therefore, it is not surprising, that policy-makers expect positive impacts both on organic farming development and on rural employment by modifying the current direct payment approach. However, Dabbert et al. (2002) expect only minor effects to agricultural employment due to the small size of the sub-sector. The supporters of modified payment schemes argue, that coupling direct payments to labour force might lead to a fairer allocation of subsidies. ‘Fairer allocation’ in this context means reallocation of payments from large farms with low labour input per hectare to small family farms where...

Impacts of science-based research and innovation program: The case of farmers’ transition to organic production in Camargue Organic Eprints
Quiédeville, Sylvain; Barjolle, Dominique; Stolze, Matthias; Mouret, Jean-Claude.
This paper attempts to assess the impacts of science-based research and innovation program (ISRIP) of farmer’s transition to organic rice in Camargue. We applied a methods-mix revolving around the Impact Pathway Analysis (IPA) with the goal of shedding light on complex mechanisms that occur along innovation processes and ex-post reconstructing the impact pathway of the “basket of innovations” which was identified as the main innovation in the theory of change of the program. The analysis allows identification of the specific role of the research. We demonstrate that the French National Institute of Research Agriculture (INRA) contributed to change in supporting growers through experimental trials, discussions and leaflets even though the rice producers...

Klimaneutraler Acker- und Gemüsebau - Auswirkungen von reduzierter Bodenbearbeitung und Gründüngungen auf Bodenfruchtbarkeit, Klima und Ökonomie – bisherige Erkenntnisse und aktuelle Versuche Organic Eprints
Mäder, Paul; Berner, Alfred; Fließbach, Andreas; Messmer, Monika; Koller, Martin; Weibel, Franco; Stolze, Matthias; Schader, Christian; Sanders, Jürn; Dierauer, Hansueli; Clerc, Maurice.

Policy for organic farming: Rationale and concepts Organic Eprints
Stolze, Matthias; Lampkin, Nicolas.
Since the mid 1980s, organic farming has become the focus of significant attention from policy-makers, consumers, environmentalists and farmers in Europe and state institutions have become increasingly involved in regulating and supporting the organic sector. Reflecting the multiple goals for organic farming and for agricultural policy, a varied and complex range of policy measures have been developed and implemented to support the organic sector. However, balancing societal and consumer/market goals and balancing institutional and private stakeholder interests in the organic sector present particular challenges for policy-making. The key issues of current organic farming policy addressed in this special issue therefore specifically consider the two...

Applicability of analysis techniques to determine consumer behaviour Organic Eprints
Stolz, Hanna; Hamm, Ulrich; Stolze, Matthias.
To explain consumers’ actual buying behaviour, a choice experiment and a standardised interview shall be combined in a twofold methodological approach. While the choice experiment provides information about consumers’ buying behaviour, the interview shall examine backgrounds and reasons for the choice decision by investigating the internal factors consisting of consumer attitudes, motivations and emotions, as well as the external factors, which are socio-demographic characteristics. The data provided by this twofold methodological approach need to be linked in the analysis procedure. Thus, the aim of this paper is to discuss the applicability of single multivariate analysis techniques and their ability to explain consumer behaviour. To identify causalities...

Evaluation of cost-effectiveness of organic farming support as an agri-environmental measure at Swiss agricultural sector level Organic Eprints
Schader, Christian; Lampkin, Nicolas; Christie, Michael; Nemecek, Thomas; Gaillard, Gérard; Stolze, Matthias.
The economic efficiency of financial support of organic farming has been questioned by economists and policy makers. However, little empirical research has been done in order to evaluate the economic performance of these payments. Thus, the aim of this paper is to calculate the cost effectiveness of organic farming support in achieving environmental policy targets compared to other agri-environmental measures. The cost-effectiveness of agri-environmental measures can be understood as a function of policy uptake, environmental effects, and public expenditure. Taking the Swiss agricultural sector as an empirical case study, cost-effectiveness of organic farming support and other single agri environmental measures was calculated. For this purpose, the...

Aktionspläne für biologische Landwirtschaft – Planung, Durchführung und Evaluation Organic Eprints
Schmid, Otto; Stolze, Matthias; Lampkin, Nicolas; Dabbert, Stepan; Eichert, Christian; Michelsen, Johannes; Zanoli, Raffaele; Vairo, Daniela; Gonzalvez, Victor.
Within the EU funded project ORGAP a toolbox was developed for the evaluation of the European as well as national action plans fror Organics food and farming. Recommendations and a resource manual for policy makers and stakeholders were published, based on the analysis of national Organic Action Plans as well as stakeholder and expert consultation. The analysis showed that several EU member states have emphasised the need to balance supply-push policies with more market-focused demand-pull policies. An integrated approach is required through the formulation of multi-functional Organic Action Plans (OAPs), which also adress the dual roles of organic farming to provide public goods and satisfy consumer demand. Eight analysed Organic Action Plans...

In 2004, the European Action Plan for Organic Food and Farming was launched. Many European countries have also developed national Organic Action Plans to promote and support organic agriculture. As part of the EU funded ORGAP project (“European Action Plan of Organic Food and Farming - Development of criteria and procedures for the evaluation of the EU Action Plan for Organic Agriculture”) a toolbox to evaluate and monitor the implementation of national and European Action Plans has been developed. In order to communicate the results of this project as widely as possible, a practical manual for initiating and evaluating Organic Action Plans has been produced. This manual has been created to inspire the people, organisations and institutions...

EU governance structures for the multifunctionality of agriculture Organic Eprints
Schader, Christian; Stolze, Matthias.
This report on EU governance structures for the multifunctionality of agriculture represents Deliverable 6.1 of the MEASCOPE project. Executive Summary In order to adapt to external and internal necessities, Europe’s Common Agricultural Policy (CAP) the emphasis is gradually shifted from market price support measures to direct payments and rural development policy. This results in a stronger focus on the multifunctional character of agriculture, which comprises the fact that the agricultural sector not only produces food and fibre, but also shapes the landscape, provides environmental benefits and contributes to socio-economic aspects of life in rural areas. The way how this new policy area of rural development is governed on the various levels, is an...
