This paper investigates some economic consequences of creating a marine reserve on both fishing and ecotourism, when the range of controllability of fishing effort is limited and the impact of the reserve on ecosystem is considered. The issue is illustrated by the example of creating a no-take zone in part of a region where fishing is managed through a limited entry license system, and which is inhabited by two interacting stocks: a stock of prey (fish) and a stock of predators (seals). While the former is targeted by commercial fishing, the latter is not subject to harvest but is a potential basis for a commercial non-extractive activity (seal watching). Analysis is conducted with the help of a bioeconomic model combining the features of marine reserve... |

Fisheries management must address multiple, often conflicting objectives in a highly uncertain context. While the bio-economic performance of trawl fisheries faces high levels of biological and economic uncertainty, the impact of trawling on broader biodiversity is also a major concern for their management. The purpose of this study is to propose a model-based framework to formally assess the trade-offs associated with balancing biological, economic and non-target species conservation objectives in a mixed fishery. This framework is applied to the Australian Northern Prawn Fishery (NPF). We apply a stochastic co-viability framework of analysis to a multi-species bio-economic model of the NPF considering multiple management objectives. In particular, we... |

Most marine aquaculture activities remain strongly dependent on coastal ecosystems. In the case of shellfish farming, this dependency is related mainly to water quality and to the various ecological interactions resulting from the dynamics of coastal food webs. Such ecological constraints have influenced the overall evolution of blue mussel farming in the Mont-Saint-Michel Bay, leading producers to negotiate collective arrangements regarding production capacity and techniques and to develop production strategies at the farm level. This article presents an analysis of the location choices of mussel farmers in the Mont-Saint-Michel Bay based on an empirical investigation conducted in 2002. A typology of farms with respect to their land structure is developed... |

P>To explore the drivers of change in the complex system relating small pelagic fisheries and fishmeal/fish oil markets, to identify the interactions between these drivers and their overall impacts, we propose a bio-economic model, coupling the ecological and the economic dynamics of these global commodities. The model enables an analysis of the consequences of both global and local changes in the environment of production systems. Through sensitivity analysis of specific input parameters, we evaluate the robustness of the overall system to such changes and show that local responses of production systems and markets cannot be considered in isolation from the set of interactions at global level. |

The present paper aims at identifying and assessing indicators of the effects of Marine Protected Areas (MPAs) in coral reef regions, based on a bibliography review in ecology, economics and social sciences. First the various effects Studied within each of these domains and the variables used to measure them were censused. Potential ecological indicators were assessed through their link with the question used (here termed "relevance") and their "effectiveness" which encompasses the issues of precision, accuracy and statistical power. Relevance and effectiveness were respectively measured by the frequency of use of each indicator and the proportion of significant results in the reviewed articles. For social and economic effects, the approach was not... |

Implementation of Ecosystem Based Management in fisheries has led to higher integration of knowledge in advices and higher engagement of stakeholders in the decision support Process. As part of the process, fisheries scientists contribute in different ways and at different levels to decision support and experienced partnership approaches in the context of research projects or institutional decision support. Role of scientists in the process is however not trivial to define and operationalize. Several pitfalls can occur that scientists may have experienced through partnership projects or in the expert assessments done for authorities. A workshop was organized from 15 to 17 January 2018 as part of the ScipaDe ... |

Non-use values (i.e. economic values assigned by individuals to ecosystem goods and services unrelated to current or future uses) provide one of the most compelling incentives for the preservation of ecosystems and biodiversity. Assessing the non-use values of non-users is relatively straightforward using stated preference methods, but the standard approaches for estimating non-use values of users (stated decomposition) have substantial shortcomings which undermine the robustness of their results. In this paper, we propose a pragmatic interpretation of non-use values to derive estimates that capture their main dimensions, based on the identification of a willingness to pay for ecosystem protection beyond one's expected life. We empirically test our... |

The ecosystem model Atlantis was used to investigate the key dynamics and processes that structure the Eastern English Channel ecosystem, with a particular focus on two commercial flatfish species, sole (Solea solea) and plaice (Pleuronectes platessa). This complex model was parameterized with data collected from diverse sources (a literature review, survey data, as well as landings and stock assessment information) and tuned so both simulated biomass and catch fit 2002–2011 observations. Here, the outputs are mainly presented for the two focus species and for some other vertebrates found to be important in the trophic network. The calibration process revealed the importance of coastal areas in the Eastern English Channel and of nutrient inputs from... |

The diversity of reef ecosystems, the multiplicity of reef resource uses and the breadth of the range of the island socio-cultural contexts concerned make coral reef fisheries (CRF) management in the South Pacific a complex task. The health and state of the targeted resources depend both on ecosystem characteristics (as determined by ecological and biological factors) and on fishing pressure, whose effects are only partly known. Increasing harvests from commercial and recreational fishing increasingly overlap with traditional Subsistence activity, creating an important CRF management challenge. This paper presents a new approach to CRF assessment and monitoring by providing a set of multidisciplinary indicators. The fisheries system is assessed from three... |

A theoretical basis is required for comparing key features and critical elements in wild fisheries and aquaculture supply chains under a changing climate. Here we develop a new quantitative metric that is analogous to indices used to analyse food-webs and identify key species. The Supply Chain Index (SCI) identifies critical elements as those elements with large throughput rates, as well as greater connectivity. The sum of the scores for a supply chain provides a single metric that roughly captures both the resilience and connectedness of a supply chain. Standardised scores can facilitate cross-comparisons both under current conditions as well as under a changing climate. Identification of key elements along the supply chain may assist in informing... |

This document presents a survey of the marine-related activities in France, i.e. those of the commercial sector (exploitation of minerai and living resources, manufacturing industries, services) and those of the public sector (Navy, State services, education, safety, marine research). A chapter is devoted to the protection of the coastal and marine environment, and the chapter on tourism gives quantitative data on the impacts of the pollution caused by the Erika oil-tanker. Each activity of the commercial sector is described by key-figures (turnover, value added, employmentl. The description of the non-commercial public sector includes data on costs, including personnel costs. In addition to these figures, qualitative information is given on the recent... |

This paper provides a classification of fisheries management measures which is based on a typology developped by Boncoeur and Troadec (2003). This typology was discussed as part of the TECTAC research project, and amended to provide the following conceptual framework. Fisheries management tools may be classified according to their purpose, to the regulation method on which they rely, and to the control variable(s) which they use. The typology presented in this paper relies on these three criteria |

The identikit of Breton fishing in 2004 can be drafted through a few figures: 1,537 vessels in activity, 315,000 kW of nominal engine power, 7,053 sailors on board, 302,000 tonnes of catches (not including algae), about 466 million euros in profit. However, this global data does not take into account an essential characteristic of this activity: its great diversity. This latter can be declined based on different criteria. The most immediate criterion, that of the size of the vessels, is strongly correlated to that of the location of the activity. The class of the "less than 12 metres", the more numerous with a little more than a thousand vessels, exercises most of its activity on the coast (12 miles off the base lines). With about 260 vessels, the "12 to... |
