A agricultura familiar. Infoteca-e
MORGADO, L. B..

Food security policy in a stochastic world AgEcon
Adelman, Irma; Berck, Peter.
Food security may be increased by variance-reducing strategies, by food aid, or by development strategies. This paper uses a Korea CGE model, subjected to random fluctuation in world-prices and domestic food productivity, to evaluate these policies. We find that poverty-reducing development strategies are the most effective food-security strategies.

KÍNA AGRÁRGAZDASÁGÁNAK NÉHÁNY JELLEMZŐJE AgEcon
Tompe, Ferenc.
Kína a mezőgazdaság átalakítása terén is elindult azon az úton, amely a WTO-csatlakozás után megkövetelt piacgazdasági környezet kialakítását célozza. A ko-rábbi központi vezérlésű gazdaságirányítás mind a belföldi, mind a külföldi kap-csolatokban lényegesen megváltozott.

Policies and Measures for Multifunctional Agriculture: Experts' Insight AgEcon
Arovuori, Kyösti; Kola, Jukka.
Multifunctionality of agriculture is with the growing importance in agricultural policies. The main argument behind multifunctionality is that agricultural production and thus, the whole agricultural sector has multiple roles, not just to produce food and fiber, but also to provide several non-market commodities. Although agricultural policies in Europe set more and more emphasis on the importance of these non-commodity outputs it is hard to find policy measures designed directly for multifunctionality. The aim of our study is to find out actual and preferred policy measures in order to improve and/or to maintain the multifunctional role of agriculture. We have interviewed 24 Finnish experts about multifunctional agriculture and agricultural policy related...

Revenue and Cost Functions in PMP: a Methodological Integration for a Territorial Analysis of CAP AgEcon
Arfini, Filippo; Donati, Michele; Grossi, L.; Paris, Quirino.
An integrated policy evaluation tool is proposed for assessing the effects of agricultural policy measures using all the information available at farm level. The tool combines the positive mathematical programming methodology with the cluster analysis technique by using the same panel of data. The PMP model proposed here allows to measure the effects of policy in term of agricultural supply responses including output market price variations. The novel procedure by which the PMP model is articulated permits to recover the set of farm level demand functions for agricultural products and the cost function characterizing the given sample of farms. Cluster analysis is useful for better appreciating the behaviour of farms before and after the policy scenario...

Reconciling Actors' Preferences in Agricultural Policy - Towards a New Management of Public Decisions AgEcon
Jesus, Franck; Bourgeois, Robin.
To attain sustainable development in the 21st century, the world's population still has to overcome many challenges; hunger, poverty, environmental degradation and depletion. Policy design in such a context is and will remain a complex task. On one hand, policy makers often lack information on stakeholders' strategies and constraints as well as on potential options for improvement. On the other hand, stakeholders do not always adhere to policies for lack of understanding of the pursued goals. It is not unusual to observe that often, real policy effects are not those initially expected. Furthermore, existing decision-making mechanisms for public intervention are increasingly questioned due to pressure for market liberalization, decentralization processes...

THE SINGLE PAYMENT SCHEME IN THE IMPACT ASSESSMENT OF THE CAP "HEATH CHECK" AgEcon
Velazquez, Beatriz E..
Based on the comprehensive Impact assessment of potential changes to the CAP that accompanied the HC legal proposals tabled by the Commission on 20th May 2008, this paper focuses on the impact analysis of options for adjustment of the Single Payment Scheme. It is put in evidence the distributional implications of the current SPS models as well as the link between the payment distribution with structural variables. Open issues that lead to the need of adjusting the system are also presented. The economic impact of alternative options are analysed based on Eurostat, audit, and microeconomic data. Issues examined include the impact of options on the distribution of payments, on land values, and on farmers income by size and specialisation. Results put in...

Natural Protection from International Competition in the Livestock Industry: Analysis, Examples and Vietnam's Pork Market as a Case AgEcon
Tisdell, Clement A.; Lapar, Ma. Lucila A.; Staal, Steven J.; Que, Nguyen Ngoc.
In some countries, local agricultural products (particularly livestock products) are shielded from international competition by ‘natural’ factors influencing the purchase of products. These factors include strong local tastes (or preferences) that favour the local product and the absence (or relative absence) of complementary retail outlets or home appliances suitable for storing and preparing potential imported substitutes. The desire for fresh meat rather than chilled or frozen meat, the absence or limited accessibility of supermarket outlets and limited refrigeration possibilities in homes can limit imports into developed countries of meat supplied by developed countries. From consumer’s perspectives these fresh or raw products are significantly...

Latin America's Agricultural Exports to China: Recent Trends AgEcon
Caballero, Jorge; O'Connor, Ernesto; Amado, Blanca.
Latin America is becoming the fastest growing agricultural production region and Brazil has by far the fastest growing agricultural sector. China from being a small agricultural importer (1.4% of world imports in 1990/01), became the fifth largest importer at 5.4% of world imports in 2006/07. China's overall trade with Latin America has expanded substantially during the last two decades -the rate of growth has been greater than any other region in the world since 2005. Most exports from Latin America to China are primary products while Chinese exports to Latin America are mostly industrial products. The Chinese demand for agricultural products is concentrated in food products such as grains and oilseeds. Countries specialised in those commodities –eg....

AN INTEGRATED TERRITORIAL SIMULATION MODEL TO EVALUATE CAP REFORM ON MEDITERRANEAN AGRICULTURE. METHODOLOGICAL PROPOSAL AND FIRST APPLICATIONS IN APULIA REGION (SOUTHERN ITALY) AgEcon
Scardigno, Alessandra; Bazzani, Guido Maria.
The implementation of most recent CAP and water policy reforms calls for simulation analytical tools able to quantify socio-economic and environmental impacts that can be different in terms of regions and farm type. This work proposes a territorial mathematical programming model that integrates hundreds of farm models clustered in a single meta-model at regional level that can be easily standardized having the FADN as the main data source. The tool has been experimentally applied to Apulia region and several simulations have been conducted in scenarios differing in terms of agricultural policies (total decoupling, increase of the modulation rate and introduction of a flat rate system for the Single Farm Payment), price of the water resource, market...

An Economic Study of Small Pigholders in Vietnam: Some Insights Gained and the Scope for Further Research AgEcon
Tisdell, Clement A..
Some relevant background to this research project is provided by outlining selected features of Vietnam’s pig industry. Then the main findings (in the view of the author) from this ACIAR-funded research are presented. These results include (1) natural protection given to Vietnam’s pig producers from imports as a result of the nature of the preferences of Vietnamese consumers: (2) the importance of household labour, especially that provided by females, in the husbandry of pigs held by households; (3) the existence, or otherwise, of scale economies as a function of the number of pigs held by households, (4) the import dependence for pig food of Vietnam’s pig industry and the way in which it varies with the number of pigs kept by households; (5)...

Tell Me Where It Hurts, an' I'll Tell You Who to Call: Industrialize Countries' Agricultural Policies and Developing Countries AgEcon
Diao, Xinshen; Diaz-Bonilla, Eugenio; Robinson, Sherman; Orden, David.
This paper accomplishes two objectives. First, it provides simulation results from a computable general equilibrium (CGE) model that have helped focus the debate about the potential effects of agricultural trade liberalization on developing countries. The aggregate numbers show modest net positive effects over a medium-term period (five years out). First, when developed countries fully remove their subsidies and trade barriers, welfare and GDP of the developing countries rise, as do value added in agricultural production and agro-industries, and agricultural exports. Focal point estimates that we provide are increases in welfare and GDP of $10 billion and $15 billion, respectively, while agricultural value added increases $23 billion and agricultural...

Ukraine's Agriculture Policy Review AgEcon
Kwiecinski, Andrzej.
Recently, the OECD prepared a detailed review of Ukraine's agricultural policies and potential that included Producer Support Estimates (PSE) calculations. Canada provided a peer-review of this paper. It provides a preview of the caliber and range of information that can be expected from the proposed consortium reviews. The Ukraine review included discussions of how Ukrainian agricultural policies have evolved and the nature of agricultural support. It also highlighted macroeconomic conditions in the agroprocessing sector and rural infrastructure. In this way, the review drew out Ukraine's path as they grew from a struggling economy to a potential agricultural competitor.

Finnish Citizens' Attitudes towards Multifunctional Agriculture AgEcon
Hyytia, Nina; Kola, Jukka.
This paper examines Finnish citizens' attitudes towards multifunctional agriculture and further, the connections among these attitudes, consumers' willingness to pay, and some socio economic factors. Attitudinal dimensions were executed by using factor analysis. The respondents (N=1300) were distributed into clusters based on their attitudes. It would be expected that people who have positive attitudes, would also state high values of WTP. Instead, this study suggests that attitudes and open-ended WTP do not have a positive relation. People are willing to support domestic agriculture as a provider of safe and high-quality food. However, a remarkable proportion of Finnish citizens have a positive attitude towards externalities and joint products of...
