Última Organic Farming and the New CAP - Results for the Austrian Agricultural Sector AgEcon Schmid, Erwin; Sinabell, Franz. In 2003, the Common Agricultural Policy (CAP) has been reformed and decoupling direct payments from farm output is one of its core elements. We estimate the likely responses in organic product supply due to the reform at regional and sectoral levels. In addition, we analyse how the new programme for rural development, to be implemented in 2007, might affect organic farming. Our results show that organic farming will become more attractive after the 2003 CAP reform in Austria. Our results support the view that interactions among agri-environmental measures affect farmers' choice to maintain, abandon or adopt organic farming practices. The methodological challenge addressed here is modelling multi-regional development of agricultural production and structural change, including land competition, in a dynamic partial equilibrium setting. The model applied in this study is a dynamic recursive model simulating the development of the agricultural investments and markets annually from 1995 up to 2020. Results show that land prices play a role when animal production increases in most competitive regions and gradually decreases in less productive regions. The framework can be applied when analysing how various new techniques, practices and regulations for land use affect regional production structures. The paper investigates the CAP impacts on the EU agriculture by means of policy simulations conducted with the AGMEMOD model. To isolate the policy effects in the historical period 2000-2005, counterfactual simulations for this period are run. To simulate the response of the EU agriculture on different policy changes in the period 2006-2020, a ‘no-policy change’ baseline scenario is developed and then policy experiments are conducted such as the abolition of milk quota, the implementation of the regional payments and some budget cuts. To identify the policy effects, the policy scenarios are compared with the ‘no-policy change’ baseline. Empirical studies on the valuation of externalities should be integrated into quantitative modelling. MULTSIM is a national supply model of agriculture. We analyse whether the 2003 CAP reform and the anticipated new program of rural development will lead to an expansion or a reduction of organic farming. An extended version of the Positive Mathematical Programming (PMP) method is developed in order to differentiate organic farming from conventional and other agri-environmental management practices in a sector model. Austria is chosen for the case study because 8 % of its farmland are managed organically, and detailed data on alternative management practices are available. The results suggest that the recent agricultural policy reforms will make organic farming more attractive for farmers, given the price premiums relative to conventional products will remain at observed levels. This paper presents a quantitative analysis of the impacts of the „Luxembourg Compromise” as compared to a continuation of Agenda 2000 to the year 2010. The employed new version of the CAPRI model allows us to represent the different member states’ implementations of the CAP reform and to reflect endogenous world market prices based upon a spatial global trade model. The specific contribution of the analysis is a detailed look at the impacts of national differences in the CAP implementation and regional production structures with respect to changes in land allocation. The CAP reform increased the importance of LFA payments and other payments which are still partly coupled to production. We evaluate if any significant environmental damage can be avoided without risking maintenance agricultural production in less favoured areas. We also evaluate the relative effectiveness of alternative policy measures to decrease nutrient surplus, promote biodiversity, and maintain production and farm income.
