Food supply and food distribution have been and are important issues in the global political arena. The recent emergence of biofuel policies has increased the influence of the policy arena on agricultural production. In this paper we show the regional impact of changes in the European Common Agricultural Policy and biofuel policy. Shifting trade patterns, changes in agricultural production, and expansion of agricultural area or intensification of agriculture result in changes in land use and land use emissions. The aim of the paper is to provide an econometric, dynamic, multi-product and partial equilibrium model for the Spanish agriculture able to analyse the effects of the SFP and subsequent reforms in both the irrigated and non-irrigated cultivation. In the case of the EU Mediterranean countries, irrigated agriculture is very relevant because farmers in irrigated land get higher productivity and returns. However, irrigation is also the source of a number of environmental concerns, such as over-abstraction of water from subterranean aquifers, irrigation driven erosion, soil salinisation, etc.. The main objective of this paper is to evaluate ex-post the effects of the 2003 reform, in particular decoupling, of the Common Agricultural Policy (CAP) in the European Union (EU), with a specific focus on farm investment behaviour. In the past years a number of studies have addressed the issue of the impact of EU policy reforms. However, long-term effects of policy changes and related impacts on structural and investment behaviour received relatively little attention. The arable crop sector in Spain is highly dependent of the Community subsidies and account for 33% of total transfers received by the Community. Then, it is expected that the introduction of the Single Farm Payment (SFP) will drive important changes in the arable crop production in Spain. Environmental and socioeconomic impact of the new cotton reform AgEcon

Following the decoupling of the cotton subsidies in 2006 the production system has become less intensive in input usage with an average yield reduction of 40 per cent. Albeit the farm income has not been reduced, the reform has had a negative effect on the economy of some rural areas of Southern Spain, where there are few productive alternatives to cotton, with a 39% reduction of direct farm labour. Besides, the reform has been borne by the ginning industry (60% reduction), the agrochemical suppliers and the auxiliary sector. In this paper we investigate the impacts of abolishing the Common Agricultural Policy (CAP) for the post-2013 European Union (EU) financial perspective and the impacts of re-investing the released funds on research and development (R&D). We apply a linked system of models to analyze the impacts for the EU member states. The linked system consists of five land-use sector models (agriculture, forestry, urban area, tourism and transport infrastructure), which are connected to a macro-econometric model. Additionally, a land cover model is used to disaggregate land use countries to a 1 km² grid. Three scenarios are analysed. Modelling Regional Agricultural Output Adjustments in Scotland in Response to CAP Reform AgEcon

The purpose of the paper is to present an agricultural supply model for Scotland used to estimate regional changes in agricultural outputs due to the 2003 Common Agricultural Policy (CAP) reform. Supply functions were estimated for several farm types based on generalised trans-logarithmic multiproduct cost functions (Caves, Christensen and Tretheway, 1981). The data used for the estimation were an unbalanced panel dataset constructed using farm level data from the Scottish Executive’s Farm Accounts Scheme (FAS) survey. Using the estimated supply adjustments, individual farm level responses to subsidy and price changes were aggregated using agricultural census weights to estimate the output changes for different regions.

This paper analyzes the effect that the imminent reform of the EU sugar beet regime will have on United Kingdom (UK) sugar beet farms. Specifically, we estimate a multi-product cost function to analyze the effect the changes on the sugar beet price support and quota will have on the crop allocation of sugar beet farms and their aggregate use of inputs. Based on these estimates we discuss the implications that changes in the crop patterns may have on farm environmental variables such as soil loss and groundwater pollution.

The process of change in the Common Agricultural Policy (CAP) from trade and market distorting measures to more neutral interventions has been long, but in this process the 2003 reform (the so-called Fischler reform) has been the most important step, leading to a more decoupled, and hence less market distorting, support (Oecd, 2004) and introducing the fully decoupled Single Farm Payment Scheme (SFP). In this paper, we estimate a model of operators’ off-farm labour participation from a panel of Italian COP farms drawn from the FADN. This paper analyses the impact of the 2003 CAP reform on Spanish agricultural sector in the context of the recent CAP Health Check and high food prices, using PROMAPA, a positive mathematical programming model for representative farms. The analysis compares the model results for base year 2002 to the findings for a scenario with the CAP reform measures in place, taking into account recent modifications. A net trade model that includes environmental variables is used to analyze economic and environmental implications of various EC policies. There are environmental benefits from CAP reform, but a fertilizer tax results in greater nitrate and phosphate abatement. The input tax also results in smaller drops in EC farm income compared to CAP reform.

MODELLING THE EFFECT OF EU POLICY REFORMS ON FARM INVESTMENT BEHAVIOUR AgEcon

The objective of this paper is to analyse farm strategies and investment behaviour in a sample of selected Italian farm-households facing different scenarios, with a particular focus on the effects of the 2003 CAP reform. Models were built for individual households using multi-criteria dynamic programming, including investment choice. A total of 24 farms were selected for modelling, all located in Emilia Romagna (Italy). The simulations show a strong effect of both policy and markets scenarios on household investment, though the latter seems more relevant than the former. We argue in this paper that available econometric estimates of farmers’ risk aversion do not measure true farmers’ preferences towards risky outcomes. Available analyses are mostly of static nature and indeed measure the parameters of the synthetic optimal value function rather than the deep parameters of the utility functions. We derive analytical and empirical results in a simple dynamic and stochastic framework showing that that there is not a simple relationship between utility functions and value functions when agents have many decision variables.
