Energy efficiency improvement for broiler production using non-parametric techniques CIGR Journal
Ebrahimi, Sajjad; Mesri Gundoshmian, Tarahom; Abdi, Reza; Raei Jadidi, Mehri.
The goal of this study was to evaluate the sustainability and efficiency of broiler production with regard to energy consumption in Ardabil province, Iran. To reach the goal, linear programming model and Data Envelopment Analysis (DEA) were employed.  Data were collected from the farmers using a face–to–face questionnaire performed in September–December 2014 period.  The DEA application results showed that the average values of technical, pure technical and scale efficiency scores of producers were 0.949, 0.988 and 0.960, respectively.   Also, energy saving target ratio for broiler production was calculated as 8.33%, indicating that by following the recommendations resulted from this study, about 12316.85 MJ/(1000 bird) of total input energy could be saved...

Capacity and scale inefficiency: Application of data envelopment analysis in the case of the french seaweed fleet ArchiMer
Guyader, Olivier; Daures, Fabienne.
Data Envelopment Analysis (DEA) models are applied to the main French seaweed fleet to examine capacity output, capacity utilization, and scale inefficiency. Coastal seaweed vessels target only one output - kelp - with the same gear but with different input level combinations. The fishery is seasonal and subject mainly to input regulations, especially a one trip per day regulation implemented in 1987. The consequence was a decline in total observed output and a fall in capacity output and efficient output. Only the largest vessels and a few small vessels harvesting without this regulatory constraint operate at the optimal scale. The question of a change in regulation, especially a shift to an individual quota system, is raised.

Measuring Eco-efficiency of Agricultural Activity in European Countries: A Malmquist Index Analysis AgEcon
Serrao, Amilcar.
This paper develops an environmental performance index by applying the benefit of the doubt weighting and the Malmquist index concepts using Kuosmanen and Kortelainen’s approaches. The main difference between these approaches and other methods is that environmental performance is based on the definition of the eco-efficiency as the ratio of economic value added to the environmental damage index. The overall environmental performance index is also decomposed into two components representing changes due to technological progress (or regress) and due to changes in relative eco-efficiency. The dynamic environmental performance analysis is applied to 15 European agricultures from 1990 to 2004. Model results show that technical progress mostly explain...

DEA APPLICATION TO EVALUATE THE TECHNICAL AND ECOLOGICAL EFFICIENCY OF WATER PRICING POLICIES AgEcon
Giannoccaro, Giacomo; Prosperi, Maurizio; Zanni, G..
With the enforcement of the Water Framework Directive 2000/60/EC (WFD), policy makers are required to pursue the improvement of the use efficiency of the water resources in the agricultural sector. For this purpose, we suggest a methodology to perform an ex-ante analysis of the efficiency of water pricing policies, based on a two stage DEA technique, by which it is possible to disaggregate the technical and the ecological efficiency of the policy. According to our results, we found that, coherently with the WFD principles, the direct pricing methods show the highest levels of efficiency. However, we have also found that some indirect pricing methods show relatively high levels of efficiency. Therefore, since the high cost for the management and...

Influence of rural development policy targets on farm efficiency – An efficiency study of labour intensive grape growing family farms AgEcon
Manevska-Tasevska, Gordana; Hansson, Helena.
The aim of this study was to provide an empirical analysis of the performance of Macedonian grape-growing family farms assessed in terms of technical, allocative, and economic efficiency and to relate aspects targeted in the Rural Development Program (RDP) to the efficiency scores. The study was based on a two-step efficiency analysis, applying Data Envelopment Analysis (DEA), in the first step, and Tobit regression analysis in the second step. Data were collected between 2006 and 2008 through face-to-face interviews with 300 grape growers in the Tikvesh vineyard district in Macedonia, each represented by the three-year average of inputs, outputs and prices. The results indicated a large potential for efficiency improvement. The average efficiency was...

ESTIMATING NON-CONCAVE METAFRONTIERS USING DATA ENVELOPE ANALYSIS AgEcon
Breustedt, Gunnar; Francksen, Tammo; Latacz-Lohmann, Uwe.
In this article we propose non-concave metafrontiers for estimating the inefficiency among production functions which do not necessarily belong to the same technology. In this case, estimating a joint production by literature approaches might be inappropriate. We call this inefficiency technological inefficiency and suggest Data Envelopment Analysis to construct a metafrontier production function which consists only of parts of different (group) frontier production functions. Thus, in contrast to the common literature our metafrontier does not need any assumptions additional to the group production functions. We illustrate our approach by means of a large sample of differently diversified crop farms. Results show that the literature approach overestimates...

Nitrate Pollution Control Policy and Its Impact on Farms' Performance: A Nonparametric Approach AgEcon
Piot-Lepetit, Isabelle; le Moing, Monique.
The purpose of this paper is to develop models with an individual and a collective management of the European Nitrate directive. The objective is to compare productive efficiency of farms under the two regimes. First, we develop a model that explicitly integrate the individual constraint on organic manure spreading. The individual threshold is introduced as a productive right. Then, we develop a framework that allows for modelling exchange of productive rights among producers. The simulation of a management of the spreading constrainst on organic manure at the regional level give an estimate of the potential gains that can be realised by allowing a collective maagement of the European environmental regulation. Models are based on a nonparametric frontier...

Assessment of Environment Impact of CAP Reforms on European Agricultural Production Efficiency AgEcon
Serrao, Amilcar.
The studies of performance and production efficiency have ignored additional products of most transformation processes classified as undesirable outputs. Without the inclusion of the undesirable outputs, the efficiency measurement is a purely technical measure, and it does not account for the interaction of the system with the environment and the impact of policy decisions on the system. Moreover, there are technological dependencies between the desirable and the undesirable outputs which have to be included in the analytical tools used to measure efficiency. The relationships between the desirable and the undesirable outputs motivate the exploration of new areas of the measurement of efficiency to incorporate policy decisions and address new issues. This...

DUTCH, HUNGARIAN AND GERMAN DAIRY FARMS TECHNICAL EFFICIENCY COMPARISON AgEcon
Kovacs, Krisztian; Emvalomatis, Grigorios.
The abolishment of the dairy quota system in the EU is expected to increase competition across dairy farms in Europe. Assuming a common price for milk in the EU, only the most efficient farms will survive in the new environment. The main objective of the paper is to compare dairy farms in Germany, The Netherlands and Hungary about their technical efficiency. In the first part of the research, the efficiency is measured by partial efficiency indexes using one dimensional efficiency measuring. In the second part, the Data Envelopment Analysis (DEA) have to be used to measure efficiency in a multidimensional space, using six inputs and two outputs. It appears from the results that the highest efficiency farms are in the Netherlands, and then Germany and...

DEA-Based Incentive Regimes in Health-Care Provision AgEcon
Agrell, Per J.; Bogetoft, Peter.
A major challenge to legislators, insurance providers and municipalities will be how to manage the reimbursement of health-care on partially open markets under increasing fiscal pressure and an aging population. Although efficiency theoretically can be obtained by private solutions using fixed-payment schemes, the informational rents and production distortions may limit their implementation. The healthcare agency problem is characterized by (i) a complex multi-input multi-output technology, (ii) information uncertainty and asymmetry, and (iii) fuzzy social preferences. First, the technology, inherently nonlinear and with externalities between factors, yield parametric estimation difficult. However, the flexible production structure in Data Envelopment...

Agglomeration Externalities and Technical Efficiency in Pig Production AgEcon
Larue, Solene; Latruffe, Laure.
The objective of the paper is to assess the effects of agglomeration on technical efficiency of French pig farms. We use a two-stage method to evaluate the effects of agglomeration on technical efficiency. The first stage consists in calculating pig activity’s efficiency scores with the non-parametric method Data Envelopment Analysis (DEA). The second stage is a truncated regression of these scores on agglomeration variables. Data are for 899 French pig producers in 2004. Results suggest that these farms were as much affected by positive agglomeration externalities (that are knowledge spillovers due to farms’ density, and also arise from farms’ closeness to downstream market) as any other businesses. There was however no evidence of negative externalities...

Polarity in DEA Models AgEcon
Agrell, Per J.; Bogetoft, Peter; Tind, Jorgen.
This article discusses models in data envelopment analysis (DEA) relaxing the standard convexity assumptions. The basic model treats mutually incomparable pairs of sets to be generated by a procedure proposed earlier. Each pair consists of a consumption set and a production set of feasible input-output combinations. Two fundamental operations by the procedure are based on intersection and convex hull generation in the input-output space. A polarity analysis is performed which, subject to the usual assumptions about free disposability and nonnegativity, appears fruitful to do in the framework of blocking and antiblocking sets. It is shown how this leads to an interchange of the above operations extending some classical results from convex analysis. The last...

Medición de la ecoeficiencia en procesos productivos en el sector agrario. Caso de estudio sobre producción de cítricos AgEcon
Ribal, Javier; Sanjuan, Neus; Clemente, Gabriela; Fenollosa, M. Loreto.

Analysis of Environmental and Economic Efficiency: Application of the Overseer model and simulated data AgEcon
Ramilan, Thiagarajah; Scrimgeour, Frank G.; Marsh, Dan.
New Zealand’s success in raising agricultural productivity has been accompanied by higher input use, leading to adverse effects on the environment. Until recently, analysis of farm performance has tended to ignore such negative externalities. The current emphasis on environmental issues has led dairy farmers to target improvements in both environmental performance and productivity. Therefore measuring the environmental performance of farms and integrating this information into farm productivity calculations should assist informed policy decisions which promote sustainable development. However this is a challenging process since conventional environmental efficiency measures are usually based on simple input and output flows but nitrogen discharge is a...
