We investigate measurement of market integration of staple food markets in developing countries. The analysis takes the Parity Bound Model as starting point and modifies this model by parameterizing and estimating transaction costs. The specification of transaction costs takes account of transport costs, fixed source costs, fixed destination costs, ad valorem taxes & levies and seasonality an is implemented on the basis of a specific sub-sample of price differentials. This paper uses a gravity-like structure derived from a monopolistic competition model to measure market access among Canada, USA, Japan and EU Quad countries over the 1996-2001 period. We explore the overall asymmetry and 18 food industrial-level asymmetries of bilateral trade openness. Using actual bilateral estimates of tariffs and nontariff barriers, we investigate their role in explaining the trade reduction effect of national borders. A representative estimate of market access shows that higher asymmetries exist in USA, Canada and EU trade with Japan. Quite surprisingly, the last country is always more open than the reverse. Colombia negotiated bilateral Trade Agreements (TAs) with the United States and with the MERCOSUR region (Argentina, Brazil, Paraguay, and Uruguay). Colombian cattle and beef interest groups argue that TAs hurt the local beef supply chain. We employ a partial equilibrium framework to assess the impact of these TAs on the welfare of cattle producers, beef marketers and meat consumers in Colombia. Our results suggest that with free imports of chicken parts from the U.S, beef consumption and retail prices of beef both decrease and the derived demand and prices of fed cattle decrease.
